The following two articles were written during and immediately after the war in Kosovo. The first is an adaptation of an earlier work written after a trip to Asia in 1998. In that essay, I suggested that foreign militaries were beginning to perceive our fixation on a firepower-centered way of war as an exploitable weakness. In fact, some states, armed with experience gained against us in real war, had already begun to evolve a doctrine to counter our superiority in precision. The Photon Satellite Project is being sponsored by the Florida Space Institute (FSI). FSI is working on the Conceptual Design Phase for this project under a contract from the Department of Defense Ballistic Missile Defense Organization. The science mission for this satellite is to characterize the atmospheric effects on a laser communications system. The development of a gimbaled laser beacon mechanism focuses on the secondary payload of that science mission, which serves as a downlink of laser signals from space to the ground station located at the Innovative Science and Technology Experimental Facility (ISTEP) at the Kennedy Space Center. Photon is a small satellite for researching atmospheric effects on Earth-to-space laser propagation and the mitigation of those effects. Florida Space Institute engineers and scientists are designing the science mission and payload, while FSI students are responsible for the satellite bus. An agreement with NASA for a free launch aboard the Space Shuttle's Hitchhiker Ejection System has led to a unique, bottomup design approach. Science goals and stringent safety requirements have created interesting challenges for the structure, thermal, attitude control, and power subsystems. This paper emphasizes these challenges in presenting the design of the Photon satellite bus.

This paper describes the development of a simple low-cost Mars microlander that is matched to the capabilities of the recently-approved Mars Micromission program. This particular microlander design is intended to fill a capability gap between two existing landing systems: the large sophisticated soft landers like Mars Polar Lander and the miniaturized DS-2-class penetrators. This microlander would be able to deliver (in a controlled manner) a small but sophisticated science payload to multiple, exciting but risky landing sites (as an example for our point design, we have used the delivery of the 60% scale Sojourner-class minirover). A distributed, multi-vehicle concept for future space missions has been conceived as a solution to the problem of advancing space-based operations within budgetary constraints. Broadly named formation flying, this approach to designing distributed systems across multiple, spatially disbursed platforms is enabled by collectively coordinating a fleet of autonomous spacecraft to function as a unified system. Formation flying offers potential advantages of improved robustness, capability, and cost relative to complicated, single platform systems by using multiple, often small, spacecraft to perform complex multi-sensor tasks. From time immemorial until the start of the 20th century, when disputing Tlingits decided to end a conflict, Tlingit clan leaders and elders met in council and negotiated an equitable peace settlement. After reaching a satisfactory negotiation, a peace dance took place to validate the settlement. Besides the Tlingits, the neighboring Indian groups in Southeast Alaska and British Columbia practiced this custom. When the European and Western powers assumed governance, the deer ritual--a judicial function of the Pacific Northwest Coast Indians--was modified, and new forms appeared. The folk-motifs of shape-shifting and transformation are an important mechanism in both Medieval Welsh and Icelandic literature. To better understand these motifs it is important to consider the ideas behind and the belief in these concepts. The role of the shaman and the separable soul, the Double, and the psychological projection all form a basis for shape-shifting in Medieval literature.

In 1979, the Islamic Republic of Iran emerged on the international stage and began to establish itself as a participant in global terrorism. Throughout the period 1979-96, officials linked numerous terrorist actions and operations to Iran; this link could have involve Iran's direct sponsorship or indirect involvement, such as by providing monetary support to operatives. In order to develop strategies to prevent or minimize the threat of terrorist attack, Iran's role in global terrorism must be assessed.
