The concept of sustainable development is inexact, requiring additional specification in application. How the subject of analysis is bounded will have consequences for understanding what is being sustained as well as for determining whether something is sustained. Here I examine a fisheries development project in the Marshall Islands. Shifting boundaries, I create three accounts of the project. In the first account, which focuses on resources and monetary cost and benefits, the project is clearly unsustainable. In the second account, focusing on international relations, the project sustains the relations of power and dependency. In the third account, I suggest that evaluation …

The development implications of the now-classic MIRAB economic pattern for South Pacific microstates (with economies dominated by overseas remittances and foreign aid) have attracted considerable attention. Some scholars argue the MIRAB pattern is well entrenched and can be sustained with a minimum of undesirable social and economic outcomes. Others decry the acceptance of the dependency of South Pacific nations and argue for renewed effort toward the development of self-sustaining economies. I argue that the debate must directly address the underlying social relations that facilitate and shape migration and remittances. Community foundations are classified as public charities (501(c) 3). They derive their funds from many donors rather than a single donor, and the board is made up of representatives from the community served. They are most often established to serve a specific geographic area. This study investigated and described how three different community foundations approach organizational evaluation— choosing proposals to fund, monitoring programs, improving programs, and assessing program impact.

The three community foundations approach evaluation not as a formal system of grant accountabilities, but as a way of systematically gathering information from various constituents for purposes of guiding important decisions. …

The committee's purpose is to provide a procedure for documenting unusual bird sightings and to establish a list of all documented birds for Nebraska. The objective of this paper is to review the recent developments in the institutional financial scene and assess their impact on the effectiveness of central banks' effort to meet their primary mandate. For ease of exposition, the rest of the paper has been divided into four sections. In section two, the author took a cursory view of recent developments in the international financial system, while section three identifies some of the challenges for central banking activities. In section four, we outline policy implications and response to those developments. The paper is concluded in the fifth and final section.

The Model Rules of Professional Conduct can perhaps be analogized to a modest house built in the early 1960s. The kitchen and bathroom were updated in the late 1970s, and the garage was converted into an extra room, but otherwise the house has remained unchanged. By the late 1990s, however, it became apparent that the occupants of the house had - along with their neighborhood - changed dramatically. The house no longer met their needs. Frustrated by the noise caused by train whistles, many Illinois municipalities have passed ordinances that ban trains from blowing their whistles at local crossings. Despite these local ordinances, however, railroads continue to instruct their engineers to sound whistles. Making matters worse for sleepless Illinois residents, the Federal Government entered the picture in 1994 when the Swift Rail Development Act of 1994 ("Swift Rail Act" or "Act") was made law. The Swift Rail Act directs the Secretary of Transportation ("Secretary") to promulgate regulations requiring trains to sound a "locomotive horn"' at all public highway-rail grade crossings. Elderly Respondents' Perceptions Of Patronizing Speech By Service Providers Toward Elderly Adults., Tammi Rae La Tourette

This study examined the effects of several factors in elderly respondents' evaluations of neutral and patronizing speech by nurses toward elderly targets. Thirty-eight nursing home and 62 community Caucasian elderly women viewed two videotaped vignettes, one in which a nurse spoke to an elder target in a patronizing tone, and one with a neutral tone. Both samples rated the nurse more favorably, rated the elder target more satisfied with the conversation, and assumed that the nurse-elder dyad knew each other better when the nurse's speech was neutral as opposed to patronizing.
