Estimating The Returns To Investment In Louisiana's Agricultural Research System., Yongli Zhu

This study demonstrates one way in which the combined nonparametric and parametric estimates of returns-to-research can be used to build a stronger argument for public investment in agricultural research. The data used in this study were constructed from time series information covering the period 1949--95. Tornqvist-Theil quantity indices were calculated to determine the implicit state price for each input category. The returns-to-research in Louisiana agriculture were estimated using both nonparametric and parametric estimators, with appropriate emphasis given to lag structures, data coherence, and functional forms. Model misspecification testing for the parametric model was examined. Internal rates of return were calculated …

Selection of remedy for uncontrolled hazardous waste sites involves comparisons of various technological approaches for minimization of threats and achievement of cleanup action levels. Approaches specified in the Comprehensive Environmental Response, Compensation and Liability Act (SUPERFUND Law) National Contingency Plan (40 CFR 300) are broadly labeled as actions, alternatives, and technologies. We have found considerable perplexity in denoting the rank-hierarchy of these approaches and have developed a classification system for dealing with the totality of available measures for consideration in selection of remedy.

The Habitat And Distribution Of The Stinkpot, Sternotherus Odoratus, In Iowa, Kristi K. Sutton, James L. Christiansen

Twenty years of study have shown that the stinkpot, Sternotherus odoratus and the Illinois mud turtle (Kinosternon flavescens spooneri) occur in Iowa primarily in the Mississippi Alluvial Plain. Even though the turtles are found within a kilometer of each other, they are never sympatric. Illinois mud turtles are most often associated with ephemeral ponds and soils of nearly pure sand (Sparta sand and Chelsea loamy fine sand), whereas stinkpots inhabit permanent water, often fed by cold springs, and are limited to sandy, loamy soils (Aquolls and Perks sandy loam). Community Composition Of Dry Prairie In Iowa And Southeast Nebraska, Thomas R. Rosburg

Results from quantitative research on the community composition of dry prairies across Iowa were consolidated from three different studies completed since 1983. Information is provided on the distribution and abundance of 204 dry prairie species. The most abundant species included little bluestem (Schizachyrium scoparium (Michx.) Nash), big bluestem (Andropogon gerardii Vitman), side-oats grama (Bouteloua curtipendula (Michx.) Torrey), prairie dropseed (Sporobolus heterolepis (Gray) Gray) and Kentucky bluegrass (Poa pratensis L.). Multivariate analyses were completed using two independent measures of species abundance-relative cover and community constancy. A macroscopically visible scar was present at birth in three infants with a history of injury during amniocentesis at 16–20 weeks’ gestation. In several neonates born between 21 and 31 weeks’ gestation, chemical injury to the skin caused by extravasation of calcium gluconate healed by formation of a large scar. In the infant born at 21 weeks, biopsy of the injured area showed infiltration by large numbers of neutrophils and macrophages. It appears that a very immature neonate can mount a prominent inflammatory reaction and that both a midtrimester foetus and a very immature neonate heal injuries to the skin …

Transfer of computer software in the international context presents many complexities. Tension has developed between countries of manufacture and the countries of sale. Specifically, how should the income arising from such transactions and the resulting tax base be allocated between the nations where the purchaser and seller are located? Treasury Regulation 1.861-18 attempts to bring some clarity to the characterization of income from the international transfer of computer software. This note explains this regulation as it concerns the disposition of copyright ownership rights and copyrighted subject matter, as well as explores various tax planning opportunities.

In an effort to address the global crisis of HIV/AIDS and to reduce the spread of other sexually transmitted infections (STIs), maternal and child health/family planning (MCH/FP) programs have attempted to integrate the management of STIs into their services. This integration was endorsed at the 1994 International Conference on Population and Development in Cairo. However, as noted in this report, programs have encountered a number of difficulties as they try to effectively manage STIs in an MCH/FP setting. In particular, the effective detection and treatment of STIs has proven difficult among MCH/FP populations. This current study was developed to help …

The biotechnological field of genetic engineering is advancing so rapidly that some scientists predict that within the next decade, technology will be available that will enable people to genetically engineer their offspring. This ability could be used for purposes as diverse as curing a genetic disease or selecting certain "favorable" characteristics for one's progeny.

While there seem to be some potential benefits to such technology, there are specific dangers as well.
