ATM is a widespread technology adopted by many to support advanced data communication, in particular efficient Internet services provision. The expected challenges of multimedia communication together with the increasing massive utilization of IP-based applications urgently require redesign of networking solutions in terms of both new functionalities and enhanced performance. However, the networking context is affected by so many changes, and to some extent chaotic growth, that any approach based on a structured and complex top-down architecture is unlikely to be applicable. An Analysis Of Folding Carton Stock For Frozen Fish Sticks, Benjamin L. White

Theses

Waxed solid bleached sulfate paperboard and polyethylene coated paperboard were compared for the purpose of containing frozen fish sticks. The main emphasis focused on the safety of the board in regards to the migration of particles from either the wax or the polyethylene. The results showed that the polyethylene coated "SBS" or the polyethylene coated solid unbleached sulfate are probably the best ways to package frozen fish sticks and fillets.

This article assesses the admissions policies commonly employed by law faculties in common law Canada. These faculties rely heavily on admissions criteria and policies developed in the United States and, like their American counterparts, typically admit students on the basis of "index scores" produced by combining Law School Admissions Test (LSAT) performance with Undergraduate Grade Point Average (UGPA). The appropriateness of this American model to the Canadian context has never been rigorously assessed. Judicial Review Of Initiatives And Referendums In Which Majorities Vote On Minorities’ Citizenship, Sylvia R. Lazos

In this Article, Professor Lazos examines initiatives and referendums in which a majority is in a position to vote on the content of a minority's democratic civic standing. Case law fails to set forth a single test for judicial review; consequently, doctrinal and theoretical coherence in this area is nonexistent. Professor Lazos proposes a test that takes into account social dynamics and focuses on the impact of these measures. Constitutional Tales Of Violence: Populists, Outgroups, And The Multicultural Landscape Of The Second Amendment, David C. Williams

Traditionally, populists have claimed the Second Amendment as their particular cultural property; by contrast, outgroups and elites have found the Amendment somewhat culturally alien. Recently, some outgroup members have argued that their groups ought to embrace the Amendment because the right to keep and bear arms can be a valuable way of resisting populist oppression. This Article explores this changing multicultural landscape of the Second Amendment It recognizes that in particular instances and in the short term, outgroups might need to arm themselves against hate violence. A visitor from another planet reading the popular and insurance trade press would probably conclude that the world stands on the abyss of a business, tort, and insurance crisis of unprecedented proportion. Media coverage of an impending Year 2000 “crisis” has reached a fevered pitch, with predictions of both a gigantic volume of Year 2000 claims and a correspondingly large amount of insurance coverage litigation. The issue of bounty hunter misconduct catapulted into the public spotlight in September, 1997, when a team of commando-like criminals who claimed to be searching for a bail-jumper gunned down a Phoenix couple in their own bedroom. Though the perpetrators' story was later uncovered as a hoax, and though the men would likely have been convicted of second-degree murder regardless of their profession,s their case and others like it aroused impassioned demands for bounty hunter regulation and, more radically, constitutional restraints on the bail bond industry.

"Chevron," Cooperative Federalism, And Telecommunications Reform, Philip J. Weiser

In this Article, Professor Weiser argues that the advent of cooperative federalism statutes, like the Telecommunications Act of 1996, calls for a new conception of federal court review of state agency decisions. In particular, Professor Weiser suggests that federal statutes that invite state agencies to interpret federal law subject only to federal court review should be interpreted as calling for a deferential standard of review. Such a standard, to be sure, would allow cooperative federalism statutes to mean different things in different states. The World Wide Web makes possible a variety of novel activities, and new variations on old ones, with which intellectual-property law has struggled. Technical aspects of the Web known as links, metatags, and frames enable web-page builders to use and display information to which others have a legal claim, and to otherwise gain an advantage at someone else's expense. At the same time, these techniques permit us to connect information in novel, useful ways. The significant dollar losses that can occur when metallic products are damaged or lost, due to rust and corrosion, force many manufacturers to concentrate efforts on corrosion control and prevention during packaging, shipping and storage. Many people often simply accept corrosion as an inevitable problem. Actually, something can and should be done to prolong the life of many metals exposed to corrosive environments. This study addresses a specific problem faced by a company in the food industry, although all food companies face similar issues. In an effort to reduce costs, the pursuit to down-gauge packaging materials is constant. In the case of this study, the primary package of a dairy product is being considered for reduction from the current 57 mil thickness to 52 mils. In the past, as the material was down-gauged from 62 mils, a loss in material strength and an increase in damage were observed. Environmental concerns in European countries caused a US cosmetics company to evaluate plastic materials to replace PVC bottles for fragrances. PVC bottles and PETG bottles were measured and tested for several attributes, including finished dimensions following molding, leak testing, ink adhesion, drop testing, and product compatibility. The Steep Spectrum Quasar Pg1404+ 226 With Asca, Hst And Rosat, Marie-Helene Ulrich, Andrea Comastri, Stefanie Komossa, Phil Crane

We present and discuss our observations of the Narrow Line quasar PG1404+226 (zem = 0.098) with ASCA and HST, and a re-analysis of our earlier observa- tions with ROSAT. The soft X-ray spectrum is very steep and displays an absorption feature (edge or line at ∼ 1.1 keV). We have applied a variety of models to the ASCA and ROSAT spectra without finding a completely satis- factory fit, and the identification of the edge remains un- certain. A satisfactory fit of the ASCA spectrum assuming that the edge is produced by highly ionized iron (using the code absori in XSPEC) …
