Asia's telecommunications market has long been viewed as lucrative and fast growing. As the benefits of a competitive telecommunications market become apparent, many Asian governments recognize that global corporations require, and in fact demand, state-of-the-art telecommunications infrastructure. After several years of strong growth, however, the severe economic crisis that affected all industry segments in Asia caused investors to pause and reevaluate the risks involved in financing infrastructure projects. Despite the recent Asian economic crisis, the overall picture for Asian telecommunications infrastructure projects remains promising. Congress drafted the Freedom of Information Act to ensure that the public would always be able to keep track of the events happening behind governmental agency doors. In an age of privatization of governmental services in the name of efficiency, the Act needs to be adapted to ensure that its original purpose remains sound. Thus far, courts have not kept pace with this purpose by interpreting agency and agency record under the Act too narrowly. Voice onset times (VOT) and burst frequencies of two aspirated (i.e., /kh /, /gh/)  and two unaspirated (i.e., /k/, /g/) Gujarati velar stop consonants were investigated in an effort to provide characteristic acoustic information. Stop consonants in a monosyllabic vowel–consonant–vowel (VCV) production were obtained from eight native speakers of Gujarati. Differences in mean VOT and burst frequency as a function of voicing and aspiration were examined. A significant voicing by aspiration effect was found for VOT (p = 50.026). California Vehicle License Fees: Incidence And Equity, Jennifer Dill, Todd Mitchel Goldman, Martin Wachs

Urban Studies and Planning Faculty Publications and Presentations

Most states tax the value of residents' motor vehicles. In recent political debates over the future of these levies, the relative effects of these taxes on different socioeconomic groups have been a prominent question. By linking data from the Nationwide Personal Transportation Survey with estimates of vehicle values from consumer vehicle pricing guides, the socioeconomic and demographic incidence of California's Vehicle License Fee is examined. After the effects of state and federal income tax deductions are taken into account, the fee is found to be as regressive as the state's sales tax.

The Constitutionality Of The Driver’S Privacy Protection Act: A Fork In The Information Access Road, Angela R. Karras

The Driver's Privacy Protection Act, instituted in 1997, regulates the disclosure of personal information in motor vehicle records. New controversy surrounds it today as the U.S. Supreme Court evaluates the arguments presented in November 1999 regarding its constitutionality. A split among circuit courts, coupled with the tremendous growth in technology and subsequent new in-roads for information access, draw increased attention toward the Act. The concern for information access in light of the Act, however, reaches beyond the courts' elucidated concerns about dual sovereignty and the public's right to privacy. เต้านมอักเสบในโคเป็นปัญหาที่ก่อให้เกิดความสูญเสียทางเศรษฐกิจ โดยสาเหตุส่วนใหญ่เกิดจากการติดเชื้อแบคทีเรีย การตอบสนองของภูมิคุ้มกันเป็นขบวนการในการป้องกันตนเองที่สำคัญต่อการรุกรานของจุลินทรีย์ที่เข้ามา ในเต้านม โดยทั่วไปกลไกการป้องกันตนเองของเต้านม ประกอบด้วย ลักษณะทางกายวิภาคของเต้านม ระบบภูมิคุ้ม กันชนิดเซลล์ และระบบภูมิคุ้มกันที่ไม่เกี่ยวข้องกับเซลล์โดยตรง ลักษณะรูหัวนม และการรีดนมออกเป็นขบวนการ ป้องกันที่สามารถลดการติดเชื้อที่เต้านม เซลล์แมคโครเฟจ และ นิวโทรฟิลล์สามารถเก็บกินเชื้อที่ก่อโรคในเต้านม นอกจากนั้น ในระบบภูมิคุ้มกันเซลล์แมคโครเฟจยังสามารถหลั่งสารสื่ออักเสบ และ ถ่ายทอดสัญญาณที่เกี่ยวข้องกับ แอนติเจนให้กับเซลล์อื่นๆ ลิมโฟไซด์ ทั้ง บีเซลล์ และ ทีเซลล์ มีบทบาทสำคัญในระบบภูมิคุ้มกันในเต้านมเช่นเดียว กัน ระบบภูมิคุ้มกันที่ไม่เกี่ยวข้องกับเซลล์โดยตรง ได้แก่ แอนติบอดี แลคโตเฟอริน ไลโซไซม์ ระบบคอมพลิเมนท์ และระบบเอนไซม์แลคโตเปอร์ออกซิเดส/ไธโอไซยาเนท/ไฮโดรเจนเปอร์ออกไซด์ เป็นต้น ระบบป้องกันตนเองของเต้า นมมีการเปลี่ยนแปลงอย่างมาก ในช่วงแรกหลังระยะพักนม และในช่วงคลอดที่มีการกดของระบบภูมิคุ้มกัน ในช่วงเหล่า นี้จึงเป็นช่วงที่มีความไวต่อการติดเชื้อเป็นอย่างมาก ในปัจจุบันการป้องกันเต้านมอักเสบยังไม่มีวิธีใดที่สามารถลดปัญหา นี้ได้ การกระตุ้นระบบภูมิคุ้มกันในเต้านม เช่น โดยการใช้วัคซีน ไซโตคีนส์ โสม หรือ กลูแคน อาจลดปัญหาเหล่านี้

การใช้เทคนิค การปฏิสนธินอกร่างกายเพื่อตรวจสอบความสามาถในการปฏิสนธิของพ่อพันสุกรพันธุ์, มงคล เตชะกำพุ, วิชัย ทันตศุภารักษ์, วันเพ็ญ อดุลยานุภาพ

จุดประสงค์ของงานวิจัยนี้เพื่อนำวิธีการปฏิสนธินอกร่างกายมาทดสอบความสมบูรณ์พันธุ์ของพ่อ สุกรนำน้ำเชื้อที่รีดจากพ่อสุกรพันธุ์ดูร็อค ลาร์จไวท์ และแลนด์เรซ ที่ใช้อยู่ในฟาร์มสุกรพ่อแม่พันธุ์ จำนวน สายพันธุ์ละ 3 ตัว มาปฏิสนธิกับโอโอไซต์ที่เก็บมาจากรังไข่ของสุกรสาวและนำมาเลี้ยงไว้เพื่อให้พร้อมปฏิสนธิ โดยเลี้ยงรวมกันนาน 18 ชม. ที่อุณหภูมิ 39 °C ในบรรยากาศ 5% คาร์บอนไดออกไซด์ แล้วนำตัวอ่อนที่ได้ไป เลี้ยงในน้ำยาเลี้ยงตัวอ่อนชนิดที่ซีเอ็ม 199 ผสมกับ 20% ฟิตัล คาล์ฟ ซีรั่ม นาน 5 วัน เพื่อตรวจดูการแบ่ง ตัวของตัวอ่อน จากการศึกษาพบว่าพ่อพันธุ์สุกรแต่ละตัวในแต่ละพันธุ์ มีอัตราความสำเร็จในการปฏิสนธิ คือ อัตราการแบ่งตัวและอัตราการพัฒนาของตัวอ่อนเป็นระยะมอรูล่าแตกต่างกันอย่างมีนัยสำคัญ (P<0.001 และ P<0.05 ตามลำดับ) ในกรณีที่ไม่พบความแตกต่างของอัตราการแบ่งตัวในระยะแรกระหว่างพ่อสุกรแต่ละตัว อัตราการพัฒนาเป็นตัวอ่อนระยะมอรูล่าใช้แยกความแตกต่างของคุณภาพน้ำเชื้อได้ ผลการทดลองนี้สรุปได้ว่าสามารถประยุกต์เทคนิคการปฏิสนธินอกร่างกายมาใช้เพื่อทดสอบความสามารถในการปฏิสนธิของพ่อสุกรพันธุ์ได้

การศึกษาความชุกของการเกิดภาวะโลหิตจางที่มีผลมาจากภูมิคุ้มกันในสุนัขในประเทศไทย, รสมา ภู่สุนทรธรรม, คณิศักดิ์ อรวะกุล, สุภัทรา ยงศิริ, ศริยา วิโรจน์รัตน์, สุวิชา จุฑาเทพ, ธีวัฒน์ สว่างจันทร์อุทัย

ทำการศึกษาความชุกของการเกิดภาวะโลหิตจางที่มีผลมาจากภูมิคุ้มกันในสุนัขในประเทศไทยโดยทำการศึกษาย้อนหลังจากค่าโลหิตวิทยาของสุนัขซึ่งมีประวัติแสดงอาการโลหิตจาง และมีค่าเม็ดเลือดแดงอัดแน่น ต่ำกว่าร้อยละ 29 ที่เข้ามารับการรักษา ณ โรงพยาบาลสัตว์เล็ก คณะสัตวแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย คลินิกและโรงพยาบาล สัตว์เอกชน ในระหว่างเดือนมิถุนายน ถึงกันยายน 2541 จำนวน 55 ตัวและทําการศึกษาไปข้างหน้า ในสุนัขที่สงสัย ภาวะโลหิตจางเนื่องจากภูมิคุ้มกันในระหว่างเดือนตุลาคม ถึงธันวาคม 2541 จำนวน 13 ตัว ผลการศึกษาพบว่าความ ชุกของการเกิดภาวะโลหิตจางที่มีผลมาจากภูมิคุ้มกันในสุนัขกลุ่มที่ 1 เท่ากับ 5.45% เนื่องจากตรวจพบเซลล์เม็ดเลือด Spherocyteและพบการจับกลุ่มของเม็ดเลือดแดงในน้ำเกลือ พันธุ์สุนัขที่ตรวจพบว่ามีภาวะโลหิตจางมากที่สุด คือพันธุ์ผสม 70.90% (40/55) โดยมีอัตราส่วนเพศผู้ต่อเพศเมียเท่ากับ 1.6:1 ช่วงอายุที่พบมากในสุนัขกลุ่มนี้คือ ระหว่าง 2-8 ปี พบ 30.19% (17/55) ส่วนในกลุ่มที่ 2 ทำการศึกษาไปข้างหน้า พบว่าความชุกของการเกิดภาวะโลหิต จางที่มีผลมาจากภูมิคุ้มกันในสุนัขที่ให้ผลบวกต่อการทดสอบด้วยวิธีปาเป็น 76.92% (10/13) พันธุ์ที่พบมากที่สุดคือ สุนัขพันธุ์ผสม 50% (5/10) โดยมีอัตราส่วนเพศผู้ต่อเพศเมียเท่ากับ 1.5.1 สำหรับช่วงอายุที่พบมากในสุนัขกลุ่มนี้คือ 2-8 ปี พบ 80% (8/10) อาการทางคลินิกพบว่า สุนัขทั้งหมด ซึม เบื่ออาหาร เยื่อเมือกซีด อาการที่พบบ่อยที่สุด คือ อ่อนแรง 80% (8/10) ภาวะเกล็ดเลือดต่ำ 80% (6/10) อาเจียน 50% (5/10) มีไข้ 40% (4/10) และหายใจเร็ว 40% (4/10) เมื่อนำสุนัขในกลุ่มที่ 2 นี้จำนวน 5 ตัวมาทำการทดสอบด้วยวิธีคูม ได้ผลบวกจำนวน 2 ตัวบ่งชี้ถึงการเกิดภาวะโลหิตจางเนื่องจากภูมิคุ้มกันในสุนัข

รายงานสัตว์ป่วย : ภาวะต่อมหมวกไตส่วนนอกทำงานเกินร่วมกับการเกิดเบาหวานและตัววายในสุนัข, ชลลดา บูรณกาล, อนุศักดิ์ กิจถาวรรัตน์, ไพวิภา กมลรัตน์, อัจฉริยา ไศละสูต

รายงานการเกิดภาวะ Cushing's syndrome ในสุนัขพันธุ์พุดเดิลขนาดเล็ก เพศเมีย อายุ 7 ปี ซึ่งมา รักษาที่โรงพยาบาลสัตว์เล็ก คณะสัตวแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย จากการตรวจพบว่าสุนัขมีช่อง ท้องขยายใหญ่และมีขนร่วง 2 ข้างของลำตัว สุนัขแสดงอาการปัสสาวะและดื่มน้ำมาก จากการตรวจนับเม็ด เลือดพบว่า เม็ดเลือดขาวชนิด lymphocyte และ eosinophil ลดลง การตรวจทางชีวเคมีในเลือดพบเอนไซม์ alanine aminotransferase และ alkaline phosphatase เพิ่มขึ้นร่วมกับการเพิ่มขึ้นของกลูโคส คลอเรสเตอรอล และปริมาณโซเดียม จากการตรวจโดยการเอกซเรย์ช่องท้องพบมีการขยายใหญ่ของตับ การตรวจด้วยอัลตราซาวด์ พบมีการขยายใหญ่ของต่อมหมวกไตทั้ง 2 ข้าง สุนัขได้รับการทดสอบโดยการฉีด dexamethazone ขนาดต่ำและสูงตามลำดับ เพื่อเป็นการทดสอบและแยกภาวะ Cushing syndrome ว่ามีสาเหตุมาจากต่อมใต้ สมองหรือจากต่อมหมวกไตเอง จากผลการทดลองชี้แนะว่าสุนัขเป็น Cushing's syndrome ชนิดที่มีความผิด ปกติของต่อมใต้สมอง (pituitary dependent adrenocorticism) สุนัขเสียชีวิต 1 เดือน ภายหลังจากที่ได้รับการ รักษาที่โรงพยาบาล และได้ทําการชันสูตร ผลจากการตรวจทางจุลพยาธิวิทยา พบว่าต่อมหมวกไตทั้ง 2 ข้าง มีการเจริญขยายใหญ่ขึ้น นอกจากนี้ยังพบพยาธิสภาพที่อวัยวะอื่น ๆ รวมทั้งตับและตับอ่อน ซึ่งพยาธิสภาพ ดังกล่าวพบในสุนัขที่เป็น canine Cushing's syndrome

A9-year-old female Shih Tzu dog was presented with a 3-day history of anorexia, depression, vomiting, and watery diarrhea. The clinical symptoms progressed continuously until the dog died, 3 days after admission. At necropsy numerous white nodules of various sizes were found in the small intestine, particularly the ileum. Microscopically, the mass revealed diffused, infiltrative growth of a well-differentiated adenocarcinoma invading the submucosa and muscular layers of the small intestinal wall. The mass was characterized by an acinar or tubular pattern with mucin in the lumen. This is a preliminary exploration of the concept of sustainability and its potential usefulness to anthropologists. “Sustainable” is distinguished from “stable” and “viable” in terms of its implications of directionality of time, pointing both backward and forward. Given the time implications, the contexts of “sustainable Xs” (technology, activity, development, etc.) are crucial to explaining what happened to X in the past and prognosticating its future. Despite the reported relatively high binding affinity of 7-OH-DPAT to dopamine D3 receptors, results of recent investigations with the highly selective 03 receptor antagonist, PNU-99194A have questioned the importance of 03 receptors in the discriminative stimulus effects of 7-OH-DPAT. In the present study, sixteen male Sprague- Dawley rats (N=8/group) were trained to discriminate (+)- 7-OH-DPAT (0.03 mg/kg, sc) from saline in a two-lever operant procedure using a fixed-ratio 20 schedule of water reinforcement. After stable performance was established, substitution tests were conducted with the D3-prefering agonist, (+)-PD-128907 and the psychostimulant cocaine. Encapsulation Of Particles Using Brittle Coatings For Subterranean Applications, Aashish L. Bhatia

The production of a brittle and moisture-resistant coating for particles, which reduce or "break" the viscosity of fracturing fluids, was explored.;The viscosity-reducer was ammonium persulfate. Polyurethane and acrylate coatings were investigated. The coated particles were assessed for dissolution in water before and after being subjected to a compression test. Polyurethane-coated particles had a high leach prior to compression and were considered unsuitable. Acrylate coatings gave much better results. The addition of significant quantities of silica in the coat increased significantly its brittleness. The acrylate formed agglomerates during the coating process. The purpose of this study was to determine the association of paternal of paternal BMI with maternal weight gain, the birth weight of the newborn and to develop a prediction equation. This study utilized a purposive sampling technique. The participants for this study were recruited from five different WIC sites in north central West Virginia. The sample consisted of 156 participants out of which 93 completed the study.;Data was collected from the participants through direct administration of questionnaires and personal interviews. Verification and Validation (V&V) is currently performed during application development for many systems, especially safety-critical and mission-critical systems. However, the V&V process has been limited to single system development. This dissertation describes the extension of V&V from an individual application system to a product line of systems that are developed within an architecture-based software engineering environment.;In traditional V&V, the system provides the context under which the software will be evaluated, and V&V activities occur during all phases of the system development lifecycle.
