The Occupational Safety Health Administration recently proposed more stringent exposure limits on crystalline silica in ambient air. This new proposed limit attempts to further reduce the risk of disease stemming from contact with the dust of crystalline silica in industries such as sandblasting, stone cutting, construction and auto repair. The author analyzes why these regulations are unnecessary based in part on inadequate scientific data, and discusses how OSHA can better focus its energies in order to control this hazard in the workplace. In 1997, the Third Circuit Court of Appeals found that New Jersey's flow control regulations, which managed its disposal of solid waste, discriminated against out-of-state facilities in violation of the Commerce Clause. Following this decision, the New Jersey Department of Environmental Protection suggested the Environmental Investment Charge as an option available to local agencies in competing with private solid waste operators. This Comment reviews the theory behind challenges to the Environmental Investment Charge assessments and the legality of Environmental Investment Charges. This Comment discusses the use of intermunicipal agreements in New York State. Until recently, Home Rule Authority governed most, if not all of the municipalities in New York. Intermunicipal agreements have suddenly become a useful instrument in the regulation of wetlands and other precious resources extending beyond municipality borders. This Comment examines a variety of different intermunicipal agreements that have been entered into by numerous communities in an effort to preserve or protect an area of their community that expands beyond the authority granted to them under Home Rule Authority. Isolation Of Cilia-Associated Respiratory (Car) Bacillus From Pigs And Calves And Experimental Infection Of Gnotobiotic Pigs And Rodents, Jerome C. Nietfeld, Barry L. Fickbohm, Douglas G. Rogers, Craig L. Franklin, Lela K. Riley

Filamentous, gram-negative bacteria morphologically similar to cilia-associated respiratory (CAR) bacillus of rodents and rabbits were isolated from the tracheas of 5 pigs and 4 calves. All pigs but none of the calves had histologic lesions of chronic tracheitis. In silver-stained histologic sections, CAR bacilli were adhered to the tracheal epithelium of each pig but were not found in the calves. Like CAR bacillus of rats, the bacteria displayed gliding motility and grew only in cell culture or cell culture medium supplemented with fetal serum. Initially, all isolates were contaminated by Mycoplasma spp. This contamination was eliminated from 4 pig isolates …

Tribal Sovereignty And The Intercultural Public Sphere, Michael James

While theorists of cultural pluralism have generally supported tribal sovereignty to protect threatened Native cultures, they fail to address adequately cultural conflicts between Native and non-Native communities, especially when tribal sovereignty facilitates illiberal or undemocratic practices. In response, I draw on Jürgen Habermas’ conceptions of dis course and the public sphere to develop a universalist approach to cultural pluralism, called the ‘intercultural public sphere’, which analyzes how cultures can engage in mutual learning and mutual criticism under fair conditions. This framework accommodates cultural diversity within formally universalistic parameters while avoiding four common criticisms of universalist approaches to cultural pluralism. But …

Patient Preference For The Management Of Mildly Abnormal Papanicolau Smears, Marta Meana, Donna E. Stewart, Gordon M. Lickrish, Joan Murphy, Barry Rosen

The article provides information on a study that investigated management preference and desire for decision-making involvement in women who have received a first mildly abnormal Papanicolaou smear. The majority of women in this highly educated sample preferred active management of their mildly abnormal Pap smears, although a substantial minority either opted for the surveillance strategy or reported no strong preference. Furthermore, management preference in this sample was not related to knowledge but rather to level of state anxiety. This indicates that these decisions may be guided more by emotions than by facts. This thesis explores how the new Department of Defense fraternization policy compares with fraternization policies in use in the private sector. To examine this issue, a detailed discussion of the military and non-military position on fraternization is provided, specifically the non-military position towards workplace romances or dating between co-workers. This thesis then looks at the findings of several studies, surveys, and inquiries to determine how fraternization is currently regulated in the private sector. The results of this study show a majority of commercial organizations do not have written policies prohibiting employee relationships, whether they are peer-peer or supervisor-subordinate relationships. Organizational restructuring sometimes occurs in the aircraft maintenance field, yet seldom are in-depth analyses performed after the fact to see if productivity improved. In December 1995, the 552D Air Control Wing restructured its flight line maintenance into an aircraft generation squadron concept. This study looked at before and after maintenance indicators to see if productivity improved. Maintenance data was collected from December 1993 to December 1997. Nineteen maintenance indicators were identified, and the key indicators were analyzed using means comparison and regression analysis to determine if efficiency and effectiveness had increased. Are Risk Regulators Rational? Evidence From Hazardous Waste Cleanup Decisions, W. Kip Viscusi, James T. Hamilton

Using original data on the cleanup of 130 hazardous waste sites, we examine the degree Superfund decisions are driven by efficiency concerns, biases in risk perceptions, and political factors. Target risk levels chosen by regulators are largely a function of political variables and risk perception biases. Regulators exhibit biases consistent with anchoring and the availability heuristic, and do not distinguish between current risks to actual residents and potential risks to hypothetically exposed populations. Quantile regressions indicate that political factors affect decisions on the cost per case of cancer averted, especially for the most inefficient cleanup efforts.

Vacuole fusion occurs in three stages: priming, in which Sec18p mediates Sec17p release, LMA1 (low Mr activity 1) relocation, and cis-SNARE (soluble N-ethylmaleimide-sensitive factor attachment protein receptor) complex disassembly; docking, mediated by Ypt7p and trans-SNARE association; and fusion of docked vacuoles. Ca2+ and calmodulin regulate late stages of the reaction. We now show that the vacuole proton gradient, generated by the vacuolar proton ATPase, is needed for trans-SNARE complex formation during docking and hence for the subsequent LMA1 release. The Journal of Sociology & Social Welfare

This study addresses the incidence, persistence, decline, and marginalization of historical research in social work by examining one indicator of that research, social work dissertations. This study reveals that despite the dominance of other research methods, historical research was a legitimate method for doctoral research in social work, but its use has declined over time. Before World War II historical dissertations were common. Through the 1950s almost 13% of all social work dissertations were historical. In the 1960s and 1970s interest in history as a research method declined, but social welfare history was still a legitimate option for doctoral research. …

Social epidemiologists have found a relationship between poverty and infant mortality. Welfare policy experts have found that welfare benefits affect work effort, family structure, migration, and the rate of intergenerational transmission of welfare receipt. Social epidemiologists have paid little attention to the effects of poverty policies on infant mortality. Welfare policy experts have paid little attention to the effect of welfare on infant mortality. This paper merges the concerns of social epidemiologists and welfare policy experts by examining the relationship between welfare and infant mortality. Dietary Practices And Beliefs Of Patients With Chronic Liver Disease, S H. Badruddin, S M. Jafri, A Ahmed, S Abid

Objective: To study of the dietary practices and beliefs of patients suffering from chronic liver disease.

Setting: Two private tertcary care hospitals.

Method: Fifty patients presenting to the Gastroenterology Clinics at the Aga Khan University Hospital and Baqai Hospital, with compensated liver disease and no other co-morbid condition which required dietary modifications, were enrolled in the study. Patients were interviewed regarding their current dietary practices using an open-ended questionnaire.

Results: The mean age of the patients was 48 years and the majority were in relatively poor nutritional status. Four had BMI's < 18; 58% had Hb < 12 g/dl and 36% had albumin levels < 3 gm/dl. The percentage of patients avoiding various foods is as follows: meats 72%, fats and oils 64%, salt 42%, spices 34%, milk and milk products 28%, rice 20%.
