When the Black Panthers screamed of an armed black populace on the verge of a revolution in 1966, the California Legislature responded with a gun control statute. While many journal articles have been written on the topic of race and guns, none have examined the history and motivations behind the California Legislature's decision to enact a gun control statute in 1967 for the purpose of disarming the members of the Black Panther Party. This Article examines and analyzes this particular California law to enhance the Second Amendment literature on the topic of discriminatory gun control statutes. Accordingly, Part II of …

Relative Cohort Size: Source Of A Unifying Theory Of Global Fertility Transition, Diane J. Macunovich

Using United Nations estimates of age structure and vital rates for nearly 200 nations at five-year intervals from 1950 through 1995, this paper demonstrates how changes in relative cohort size appear to have affected patterns of fertility across nations since 1950--not just in developed countries, but perhaps even more importantly in countries as they pass through the demographic transition. The increase in relative cohort size (defined as the proportion of the population aged 15 to 24 relative to that aged 25 to 59) which occurs as a result of declining mortality rates among children and young adults during the demographic …

This paper presents initial findings on the economic impact of the Earned Income Tax Credit (EITC) based on a sample of Chicago area households that filed tax returns in the spring of 1998. Respondents reported on their detailed use of the funds to pay bills, purchase new items, or save. Asset information on the households was also gathered, along with questions regarding the ability of households to make particular expenditures without the help of the EITC. Uses of the EITC are divided into those that improve social mobility (e.g., purchase a car, pay tuition, change housing) and those that primarily …

Social Protection For The Poor In The Developed World: The Evidence From Lis, Timothy Smeeding, Katherine Ross

This paper presents data and analysis on the antipoverty effectiveness of safety nets in eight rich nations using data from the Luxembourg Income Study (LIS). We find that national safety nets are quite varied and that the most expensive ones (in terms of budgetary cost) are also the most effective. The paper concludes with some suggestions for the construction of effective safety nets in developing nations.

Diapause Termination Of Chilo Partellus (Swinhoe) And Chilo Orichalcociliellus Strand (Lepidoptera: Pyralidae), V. C. Ofomata, W. A. Ovekholt, R. I. Egwuatu

The intensity of diapause of field-collected diapausing larvae of Cliilo partcllus (Swinhoe) and Cliilo oriclmlcocilielltis Strand (Lepidoptera: Pyrnlidae) was compared in the laboratory at 28 ± 0.5°C under a photopcriod of 12:12 (L:D)h. Chilo partcllus terminated diapause faster than C. oriclmlcociliellus. Mean time to diapause termination was 9.7 days for C. parlellus and 14.4 days for C. oriclinlcociliellns. Male and female C. parlellns larvae terminated diapause and adults emerged at the same time, while significant differences were found in diapause termination and in emergence times between male and female C. orichnlcocilk'llits. © 1999 ICIPE.

Visual assessments are usually carried out on crop experimental plots with different treatments in order to determine the level of some factor, such as disease or pest infestation and damage, which are scored for incidence or severity using a pre-determined range of scores. Real data collected in the form of scores on experimental fields are usually non-precise. This non-precision may be due to the scorer's inconsistency and judgmental error. It may also be due to the apparent interdependency of the scores, since a scorer will naturally compare the score of previous plots in order to determine the score of the …
