Keeping The Promise: Establishing Nontransferable Election Systems In Jurisdictions Covered By Section Four Of The Voting Rights Act., Adam J. Cohen Jan 1999

Keeping The Promise: Establishing Nontransferable Election Systems In Jurisdictions Covered By Section Four Of The Voting Rights Act., Adam J. Cohen

St. Mary's Law Journal

Jurisdictions covered by the Voting Rights Act (VRA or the Act) need to impose multimember districting and non-transferable election systems. The VRA was enacted in 1965 to enforce the promise of the Fifteenth Amendment to the United States Constitution: the right to vote shall not be abridged on the basis of race. The Act requires any change in election procedures to be approved in advance so that states are not able to continuously disenfranchise voters based on race by simply changing election procedures. Either the District Court for the District of Columbia or the Attorney General of the United States …

Drawing The Line: Religion And Politics, Michael Walzer Jan 1999

Drawing The Line: Religion And Politics, Michael Walzer

Utah Law Review

Politics separated from religion in this extended and qualified sense-that all the crusaders, religious and secular alike, are denied the sword, but allowed to fly their banners-is an open-ended conflict over interests and values among people who understand that they have to coexist with one another. Both the conflict and the coexistence are permanent conditions, which need to be protected from the temptations of eternity. We have to set ourselves against the closure that God's name, again and again, has licensed-but also against every other kind of closure, licensed by any of the secular substitutes for God's name. Only someone …

School-To-Work : What Does This Mean For Our Schools?, Amy K. Leonhart Jan 1999

School-To-Work : What Does This Mean For Our Schools?, Amy K. Leonhart

Graduate Research Papers

Over the course of fifty years the academic content of schools has changed dramatically. Today, employers are looking for different skills from their employees than they were in the 1950s. Therefore, schools have been given the assignment to teach young adults about surviving in the work force.

Where do these skills fit into the schools' curriculum? Is this just another item that is added to the plate of teachers? What time is the "right" time to start teaching these critical skills to youngsters? This paper examines those questions. It also focuses on the different aspects of the school-to-work initiative.

Lessons From Community-Based Distribution Of Family Planning In Africa, James F. Phillips, Wendy L. Greene, Elizabeth F. Jackson Jan 1999

Lessons From Community-Based Distribution Of Family Planning In Africa, James F. Phillips, Wendy L. Greene, Elizabeth F. Jackson

Poverty, Gender, and Youth

This paper reviews findings and experiences from efforts to implement community-based family planning services in sub-Saharan Africa. Although research suggests that community-based service delivery can contribute to contraceptive use, the magnitude of impact is often in doubt or is considerably less than was observed in similar projects in Asia in the 1970s and 1980s. Reasons for the constrained impact of community-based family planning in Africa are reviewed and assumptions about the efficacy and mechanism of community-based distribution (CBD) are discussed. Whereas several contrasting approaches to CBD have been tried, little is known about the relative merits of alternative CBD approaches.

The Emergence Of Integrated Coastal And Ocean Management In Canada's Oceans Act: Challenges Of Integrating Fragmented Resource Sectors In Georges Bank, Nova Scotia And Hecate Strait, British Columbia, Gloria Chao Jan 1999

The Emergence Of Integrated Coastal And Ocean Management In Canada's Oceans Act: Challenges Of Integrating Fragmented Resource Sectors In Georges Bank, Nova Scotia And Hecate Strait, British Columbia, Gloria Chao

LLM Theses

For a good part of the last fifty years, Canadian oceans governance has consisted of single-sectoral and multi-jurisdictional regulation of oceans uses. This fragmented governance régime has proven ill-equipped to address multisectoral resource use conflicts, which necessitate the integration of various interdependent sea use relationships. As early as the 1970s, international fora and documents began developing the notion of integrated coastal and ocean management [hereinafter ICOM] as an approach to international and national oceans governance in order to address sea use conflicts. Canada's adoption of ICOM as a national approach was a slow process. It was only in 1996, with …

Indonesia: Analysis Of Conflicting Crisis-Related Research Results, Michelle Gardner, Lila Amaliah Jan 1999

Indonesia: Analysis Of Conflicting Crisis-Related Research Results, Michelle Gardner, Lila Amaliah

Reproductive Health

This report aims to explain the discrepancies in crisis-related research results in Indonesia, and to recommend methodologies to enhance future crisis-related monitoring and surveillance. The discussion aims to identify where the discrepancies are in the readily available data, and how these discrepancies can be explained. The report does not attempt to clarify the impact that the economic crisis is having on the health status of women and children in Indonesia. Recommendations are made to deal with the following findings: Aggregation of data may hide important crisis impacts; attribution of identified changes to the economic crisis may be misleading; differences in …

Lost Opportunity?: An Evaluation Of The Senate's Report On Disaster Management, Julian Anthony Yates Jan 1999

Lost Opportunity?: An Evaluation Of The Senate's Report On Disaster Management, Julian Anthony Yates

Theses : Honours

The inability of the Australian federal governments to dominate the Senate has enhanced the Senate’s ability to review and make recommendations on public policy issues. In 1994, the Senate Standing Committee on Industry, Science, Technology, Transport, Communications and Infrastructure reviewed and made recommendations on Australia’s emergency management arrangements. Australian emergency management has developed in a complex environment where it has been heavily influenced by incremental development from its civil defence origins in the Second World War and by factors including international developments, federalism and the hazards impacting on Australia. The Senate Committee’s review was a unique opportunity for a high …

Formed And Reformed: What God Effects Through The Liturgical Assembly Of Christians, Paul R. Nelson Jan 1999

Formed And Reformed: What God Effects Through The Liturgical Assembly Of Christians, Paul R. Nelson

Institute of Liturgical Studies Occasional Papers

(Excerpt)

It is a privilege to be invited to offer a "keynote" address to the Institute of Liturgical Studies, where so much serious reflection and energy for the renewal and study of Christian worship has been generated. As will become clear to you almost immediately, "keynote" today does not mean key in the sense of offering the key concept that is needed to unlock all subsequent deliberation on the important topic of forming Christians. In my case, "key" refers more frankly and realistically to the indispensable need to start somewhere by opening the door to subsequent work in the institute-with …

Bridger Formation Sandstones Used As An Indication Of Tectonics In The Green River Basin And Western Wyoming, Lisa S. Novins Jan 1999

Bridger Formation Sandstones Used As An Indication Of Tectonics In The Green River Basin And Western Wyoming, Lisa S. Novins

Honors Papers

Sandstone from the Eocene Bridger Formation of southwestern Wyoming can be used as a tool to constrain the timing and order of controversial tectonic events in the region. The key tectonic element in this region is the Wind River Range. Sandstones in the Bridger were derived from two source areas to the north, one being the basement rocks from the Wind River Range and the other volcanic rocks from the Absaroka Volcanic field (AVF). The abundance of volcanic grains increases upsection in the Bridger indicating that more volcanic material was carried through the Wind River Range. This evidence supports the …

The Analysis Of The Forestry Practices Referenda In The State Of Maine In 1996 And 1997, Douglas G. Mcgovern

Open Access Master's Theses

This research project describes and explains the 1996 and 1997 Maine forestry practices referenda, which came about amid heightened concern about threats to Maine's large tracts of privately owned forestlands, part of a larger area known as the Northern Forest. It explores the factors influencing how people cast their votes in the two referenda and the ties between these factors and the spatial patterns of the votes.

This research shows that in addition to concern for the environment, economic considerations of individuals were an important factor with regard to how people cast their votes. Attempts to influence voter opinion by …

Microlevel Climate Change Due To Changes In Surface Features In The Ganges Delta, M. M. Adel Jan 1999

Microlevel Climate Change Due To Changes In Surface Features In The Ganges Delta, M. M. Adel

Journal of the Arkansas Academy of Science

The Ganges had been the world's 8th largest river in terms of the volume of water discharge of 490 km3/yr to the ocean 4 prior to 1975. Since that time, over a period of two decades, India has reduced the Ganges discharge through Bangladesh to 40% from its original annual average discharge of 1,932+7-223 m3 /s by diverting water for irrigation in her upper states. The , resulting consequences have been disastrous due to the depletion of the surface water resources. One of the devastating consequences has been the generation of extreme climate. The summertime maximum temperature has risen to …

Localized Innovation: A Geography Of The Petro-Chemical Industry In The Kanawha Valley Of West Virginia., Jay Dean Gatrell Jan 1999

Localized Innovation: A Geography Of The Petro-Chemical Industry In The Kanawha Valley Of West Virginia., Jay Dean Gatrell

Graduate Theses, Dissertations, and Problem Reports (ETD)

This dissertation investigates the Kanawha Valley petro-chemical industry. By identifying an intersection between the local dependence and the more applied innovation-based economic development literatures, this research operationalizes theories of local dependence. Conceptually, it is observed that the local dependence of Kanawha Valley residents, politics, and industry are the result of local decision making. Based on these decisions and experiences, ad hoc and planned social structures are constructed that reproduce the conditions of everyday life. Drawing on the case study, the dissertation expands the definition of local social structures to include innovation infrastructures. These specialized structures maintain, promote, and expand high …

"To Make The Crooked Ways Straight And The Rough Ways Smooth": The Federal Government's Role In Laying Out And Building The Cumberland Road., Billy Joe Peyton

Graduate Theses, Dissertations, and Problem Reports (ETD)

By 1800 the United States had emerged from the turmoil of its Revolutionary era to begin focusing on economic growth and westward expansion. To open up the vast trans-Appalachian region the federal government in 1802 began formulating plans to fund and build a "national road to connect the eastern seaboard with the "western waters. After considerable debate, Congress in 1806 passed an act that called for laying out and making a road from the Potomac River at Cumberland, Maryland, to the Ohio River at Wheeling, (West) Virginia. A six-member surveying team led by three presidentially-appointed commissioners completed the arduous task …

"They Don't Throw, They Turn; They Don't Fire, They Burn": Place And Identity In Seagrove, North Carolina., Li-Ting Hung

Graduate Theses, Dissertations, and Problem Reports (ETD)

Recent Scholarship in geography explores the cultural identity of place by analyzing literature, music and art, but few scholars have studied pottery art, one of the oldest forms of art making. This study of Seagrove, a small central North Carolina town with a long tradition of locally produced pottery, examines the way place identity develops, is presented, takes multiple forms, and is contested through pottery art. Further, it explores the concept of institutionalized place identity by analyzing the impact of a new Pottery Center and Museum in this town. The research has carried out by means of open-ended interviews with …

A Spatial And Temporal Analysis Of Riparian Vegetation Along Satus Creek On The Yakama Indian Reservation, Kathryn Gellenbeck Jan 1999

A Spatial And Temporal Analysis Of Riparian Vegetation Along Satus Creek On The Yakama Indian Reservation, Kathryn Gellenbeck

All Master's Theses

Satus Creek provides critical habitat for the Yakima River Basin steelhead. A diverse community of riparian vegetation is important for healthy fish habitat; vegetation changes can affect shade, cover, channel structure, water quality, and food availability. The purpose of this thesis is to analyze and illustrate riparian vegetation change, both temporally and spatially, along three separate reaches of Satus Creek. A Geographic Information Systems approach was applied to assess the vegetation change by comparing plant species composition and density on 1949 and 1995 aerial photographs. The GIS approach allowed patterns and trends in the vegetation to be identified. In less …

Discerning The Invisible In A Group Portrait Of Stability: An Ethnography Of The Butler-Tarkington Neighborhood, Lisa Marie Wheeler Jan 1999

Discerning The Invisible In A Group Portrait Of Stability: An Ethnography Of The Butler-Tarkington Neighborhood, Lisa Marie Wheeler

Undergraduate Honors Thesis Collection

The purpose of this ethnographic study has been to learn about the sub-culture of the Butler-Tarkington Neighborhood: who the people are who live in its geographic boundaries (according to each other) and how they experience and construct their community. Although residents recognize to some degree that their neighborhood is fragmented into smaller areas, most emphasize a sense of belonging to the neighborhood as a geographic whole, taking pride in its reputation for stability, diversity and integration. The "strong sense of community'" and stability that residents often say they enjoy relies on common interests and a shared goal among active residents …
