The Origins Of Devolution: A Speculative Note, Scott Loveridge Jan 1999

The Origins Of Devolution: A Speculative Note, Scott Loveridge

Regional Research Institute Working Papers

Why is devolution gaining strength both in the United States and in other highly developed countries? This note looks at broad social and economic trends that may be contributing to the movement toward more local control of government operations. Among the points discussed are: the end of the cold war; the information age, the booming economy, the increasing globalization of the economy, the rise of the south; and society’s increased understanding of environmental issues. A concluding section comments on what it all means for regional scientists.

Locating Gender In Rural Economic Networks, Ann M. Oberhauser Jan 1999

Locating Gender In Rural Economic Networks, Ann M. Oberhauser

Regional Research Institute Working Papers

In recent decades, increasing entrepreneurial activities among women have contributed to shifting livelihood strategies at the household, community, and regional scales. In this paper I examine home based work in an economic network to highlight the intersection of gender and economic practices in rural Appalachia. The research demonstrates that these livelihood strategies both construct and are shaped by dynamic material conditions and social processes in place. Economic restructuring in the central Appalachian region has led to the reworking of economic strategies, despite a continued reliance by households on homework and informal activities. The case study for this project as an …

Rapid Evolution Of Fertilization Selectivity And Lysin Cdna Sequences In Teguline Gastropods, Michael E. Hellberg, Victor D. Vacquier Jan 1999

Rapid Evolution Of Fertilization Selectivity And Lysin Cdna Sequences In Teguline Gastropods, Michael E. Hellberg, Victor D. Vacquier

Faculty Publications

Proteins mediating intercellular recognition face opposing selective forces as they evolve: purifying selection to maintain function, and diversifying selection to alter specificity. Lysin is a 16-kDa protein which enables sperm of free-spawning marine snails to make a hole in the vitelline layer (VE) surrounding conspecific eggs. Previous work on abalone (Haliotis spp.) has shown that positive selection promotes rapid interspecific divergence of lysin. Here, we present data on the specificity of VE dissolution by four species of teguline gastropods, along with lysin cDNA sequences. The teguline and abalone lineages diverged over 250 MYA. As in abalone, VE dissolution by lysin …

A Geomorphology Of Megaliths: Neolithic Landscapes In The Alto Alentejo, Portugal, Gregory A. Pope, Vera C. Miranda Jan 1999

A Geomorphology Of Megaliths: Neolithic Landscapes In The Alto Alentejo, Portugal, Gregory A. Pope, Vera C. Miranda

Department of Earth and Environmental Studies Faculty Scholarship and Creative Works

The Alentejo region of Portugal is known for a high concentration of Neolithic-aged megalithic monuments: tombs (dolmens or antas) and ceremonial features such as standing stones (menhirs) and stone circles (cromleques). Concentrations of these monuments tend to be found on or near weathered granite terrains. Unloading slabs and remnant corestones appear to be the stones of preference for megalith makers in the Alentejo district of Portugal. Some of the stones may have been imported from distant sources, but most appear to be of local origin. In general, most stones do not appear to have been altered much from their original …

Lender Discrimination During Default, Mickey Laura, Vern K. Baxter, Bridget M. Bordelon Jan 1999

Lender Discrimination During Default, Mickey Laura, Vern K. Baxter, Bridget M. Bordelon

College of Urban and Public Affairs (CUPA) Working Papers, 1991-2000

Qualitative research utilizing conversations with neighbors in New Orleans' French Quarter (Vieux Carre), as well as documentary sources, demonstrate the limitations of communicative approaches to planning when conflict between visions exist. Antagonism between groups, some favoring preservation, and others development (visions not necessarily oppositional), creates animosities that are difficult to resolve through communicative processes. This results from the ongoing difficulty of dealing with the "tragic" choices (Healey 1993, 1997a) created where substantial differences in systems of meaning collide.

The Relation Between Transit Availability And Automobile Ownership: The Case Of Los Angeles County, Devajyoti Deka Jan 1999

The Relation Between Transit Availability And Automobile Ownership: The Case Of Los Angeles County, Devajyoti Deka

College of Urban and Public Affairs (CUPA) Working Papers, 1991-2000

We explore housing foreclosure as a mechanism that links economic shocks and neighborhood change, particularly the process of racial transition. A panel data set of the 1980 and 1990 New Orleans, Louisiana Census of Population and Housing was merged with mortgage foreclosure data aggregated to the block group level. The analysis indicates that housing foreclosures added momentum to the process of racial transition and neighborhood change, net of the effects of exogenous economic shocks and other variables like median income of residents, change in the value of owner-occupied housing, or the existing racial distribution of population in the neighborhood. Foreclosure …

The Relationship Between Human Rights And Refugee Law: What Refugee Law Judges Can Contribute, James C. Hathaway Jan 1999

The Relationship Between Human Rights And Refugee Law: What Refugee Law Judges Can Contribute, James C. Hathaway

Book Chapters

In a document released during the summer of 1998, the Austrian Presidency of the European Union formally questioned the continuing value of the United Nations Refugee Convention, and called for the adoption of a new "instrument of speedy assistance in the framework of the political possibilities."

The Austrian proposal would deny most refugees arriving in Europe the legal right to be protected. For the majority, protection would instead become a matter of political discretion. The proposal erroneously asserts that only a small minority of contemporary asylum seekers is entitled to Convention refugee status, in consequence of which a "new approach" …

Concert Of Action By Substantial Assistance: What Ever Happened To Unconscious Aiding And Abetting, Dana Neacsu

Law Faculty Publications

As one commentator has uncomfortably noted, in the 1980's, courts seemed inclined to develop and use theories of liability, which ensured that the risk of injury and loss was transferred from consumer victims to manufacturers and then, through the price mechanism, to the community-at-large. That was a time when courts seemed to be comfortable applying product liability without fault, and holding manufacturers as "insurers even for those products, which previously would not have been considered 'defective' in design, in manufacture, or in marketing." Since then, courts have scaled the doctrine back.

The State ofWashington has recently adopted a set oflearning standards called the Essential Academic Learning Requirements. It is the intention of this Master's project to align the learning objectives of the Challenger Center curriculum with the Essential Academic Learning Requirements for Science, so that it may be used as a sixth and seventh grade enrichment opportunity. Itis also within the scope of this project to include Gardner's theory on multiple intelligence as an educational tool to improve student learning. It will be suggested that with the use of multiple intelligences and the integration of informal science learning experiences, students will …

An Application Of The Essential Academic Learning Requirements And Gardner's Multiple Intelligences On Middle School Social Studies, Pamela B. De Persio

All Graduate Projects

The purpose of this application is to use a combination of the Washington State Essential Academic Learning Requirements and Howard Gardner's Theory of Multiple Intelligences, to create learning plans for middle school social studies, history (U.S. Civil War) and geography. The Washington State Essential Academic Learning Requirements were first adopted in 1993 as goals to raise the standards and achievements of elementary and secondary students. Howard Gardner's theory of multiple intelligences is an alternate way to describe the talents or gifts we each possess. Multiple intelligences can be considered as intelligences in diverse disciplines which allow human beings the ability …

Wolves And Bears: An Interdisciplinary Activity Guide For Grades 3-5, Susan L. Thomas

All Graduate Projects

A popular set of "Discovery Boxes" are used by educators across North Central Washington. These boxes are administered by the U.S. Forest Service and focus on such themes as wolves, bears, fire, plants and forests. These boxes are available to be checked out to educators for two-week periods, and reach approximately 9,000 students annually. Each box contains "hands-on" props which enhance the learning of each theme. Some of the boxes have activity guides in them to assist the educator in teaching the theme and thus using the box to its full potential. Two of the most popular boxes, the wolf …

Insights And Applications Assessing Public Participation In U.S. Watershed Planning Initiatives, Leslie Duram, Katharin G. Brown Jan 1999

Insights And Applications Assessing Public Participation In U.S. Watershed Planning Initiatives, Leslie Duram, Katharin G. Brown

Publications

A mail survey of 126 federally funded watershed planning initiatives yielded valid responses from 64 watershed contacts. Quantitative analysis revealed wide variation among watershed initiatives in terms of population size and land area encompassed. Likewise, watershed organization and participation characteristics ( agencies involved, frequency of meetings, and number of active participants) vary greatly. Qualitative analysis delineated the key issues of concern to watershed contacts: agricultural land use, stakeholder awareness, and interaction between local and federal entities. While specific situations vary by watershed, results indicate that door-to-door contact, public meetings, and information programs are the most useful methods for soliciting participation. …
