Land Use Development: Proper Planning Creates Smart Growth, Prevents Sprawl, John R. Nolon Oct 1999

Land Use Development: Proper Planning Creates Smart Growth, Prevents Sprawl, John R. Nolon

Elisabeth Haub School of Law Faculty Publications

The proliferation of sprawl development patterns across the United States causes several problems such as degradation of forests, farmland, and natural resources, plus the declining health of central cities. Sprawl is a well-documented phenomenon among environmentalists, politicians, taxpayers, and others. Many alternative “smart growth” solutions exist to mitigate the damages of sprawl. Government focus on more restrained development patterns such as traditional urban neighborhoods, and other solutions exist, and are waiting to be implemented. This article reviews municipal efforts in New York in the application of comprehensive smart growth methods

The optical transient of the faint gamma-ray burst GRB 990308 was detected by the QUEST camera on the Venezuelan 1 m Schmidt telescope starting 3.28 hr after the burst. Our photometry gives V= 18.32 ± 0.07, R = 18.14 ± 0.06, B = 18.65 ± 0.23, and R = 18.22 ± 0.05 for times ranging from 3.28 to 3.47 hr after the burst. The colors correspond to a spectral slope of close to fv ∝ v1/3. Within the standard synchrotron fireball model, this requires that the external medium be less dense than 104 cm-3, the electrons contain more than 20% …

Selecting It Applications In Manufacturing: A Kbs Approach, Ravi Kathuria, Murugan Anandarajan, Magid Igbaria Oct 1999

Selecting It Applications In Manufacturing: A Kbs Approach, Ravi Kathuria, Murugan Anandarajan, Magid Igbaria

Business Faculty Articles and Research

The use of the right type of Information Technology (IT) applications or manufacturing systems is expected to usher in a competitive advantage. Selection of the right type of IT application is, however, a challenging task. When a company, with a given dominant process structure, emphasizes two or more competitive priorities, such as quality, product flexibility, etc., an unaided manager faces a complex decision problem in choosing from alternative IT applications available in the areas of product design through distribution. In this paper, we present a Knowledge Based System (KBS) that would assist managers with the identification of IT applications that …

As the world’s nations rapidly move from systems in which central planning and monopoly are replaced by free markets,2 it becomes increasingly valuable to consider the histories of competition policy experienced in different nations, on a comparative basis.3 In this article, we focus on the history of antitrust in the United States, the first nation to develop and fully-articulate a competition policy, drawing out themes that may be useful to other countries as they contemplate the shape and direction of their own competition regimes. We show that the American competition policy has reflected an underlying stability and bi-partisanship, but that …

Chip And Medicaid Outreach And Enrollment: A Hands-On Look At Marketing And Applications, Judith D. Moore

National Health Policy Forum

The State Children's Health Insurance Program (SCHIP or CHIP), enacted as part of the Balanced Budget Act (BBA) in 1997, has enrolled eligible low-income children in innovative ways and tackled a variety of challenges to make sure that families know about the new program. This issue brief describes the outreach, application, and enrollment process for both SCHIP and Medicaid, analyzing the difficulty in simplifying applications, and noting problems that states must solve around systems design, immigration issues, and the stigma sometimes associated with government programs.

A scintillating fiber detector is currently being studied for the NASA Gamma-Ray Large Area Space Telescope (GLAST) mission. This detector utilizes modules composed of a thin converter sheet followed by an x, y plane of scintillating fibers to examine the shower of particles created by high energy gamma-rays interacting in the converter material. The detector is composed of a tracker with 90 such modular planes and a calorimeter with 36 planes. The two major component of this detector are the scintillating fibers and their associated photodetectors. Here we present current status of development and test result of both of these. …

Space Science Center

We report on the simulation, construction and performance of prototype CZT imaging detectors employing orthogonal coplanar anodes. These detectors employ a novel electrode geometry with non-collecting anode strips in 1D and collecting anode pixels, interconnected in rows, in the orthogonal dimensions. These detectors retain the spectroscopic and detection efficiency advantages of single carried charge sensing devices as well as the principal advantage of conventional strip detectors with orthogonal anode and cathode strips, i.e. an N X N array of imagin pixels are realized with only 2N electronic channels. Charge signals induced on the various electrodes of a prototype detector with …

Inflation And Preheating In Nonoscillatory Models, Gary Felder, Lev Kofman, Andrei Linde Oct 1999

Inflation And Preheating In Nonoscillatory Models, Gary Felder, Lev Kofman, Andrei Linde

Physics: Faculty Publications

We study inflationary models in which the effective potential of the inflaton field does not have a minimum, but rather gradually decreases at large φ. In such models the inflaton field does not oscillate after inflation, and its effective mass becomes vanishingly small, so the standard theory of reheating based on the decay of the oscillating inflaton field does not apply. For a long time the only mechanism of reheating in such non-oscillatory (NO) models was based on gravitational particle production in an expanding universe. This mechanism is very inefficient. We will show that it may lead to cosmological problems …

An Insulator Element And Condensed Chromatin Region Separate The Chicken Β-Globin Locus From An Independently Regulated Erythroid-Specific Folate Receptor Gene, Marie-Noelle Prioleau, Pascale Nony, Melanie A. Simpson, Gary Felsenfeld Oct 1999

An Insulator Element And Condensed Chromatin Region Separate The Chicken Β-Globin Locus From An Independently Regulated Erythroid-Specific Folate Receptor Gene, Marie-Noelle Prioleau, Pascale Nony, Melanie A. Simpson, Gary Felsenfeld

Department of Biochemistry: Faculty Publications

We have identified a folate receptor gene upstream of the chicken β-globin locus and separated from it by a 16 kbp region of silent chromatin. We find that this receptor is expressed only at a stage of erythroid differentiation (CFU-E) preceding the activation of β-globin genes, consistent with the role of folate receptors in proliferation. This discovery raises the question of how these two loci are regulated during erythropoiesis. Our data suggest that the folate receptor gene and the β-globin locus are regulated independently. We show that a 3.3 kbp DNA region upstream of the folate receptor gene is sufficient …
