Amorality And Humanitarianism In Immigration Law, Catherine Dauvergne

The author argues that liberalism does not provide a meaningful standard for assessing whether immigration laws are just. In the absence of a justice standard, immigration laws occupy an amoral realm. Varying strands of liberal theory about membership in society do converge around the humanitarian ideal that some people are so needy that they must be admitted on a moral basis. The humanitarian consensus, however, is unhelpful for most of the broad societal debates about immigration, and is a front for discursive cohesion without any underlying agreement. Humanitarianism is a pragmatic tool for shifting law and policy, but must be …

This study addresses a specific problem faced by a company in the food industry, although all food companies face similar issues. In an effort to reduce costs, the pursuit to down-gauge packaging materials is constant. In the case of this study, the primary package of a dairy product is being considered for reduction from the current 57 mil thickness to 52 mils. In the past, as the material was down-gauged from 62 mils, a loss in material strength and an increase in damage were observed. In 1952, after the completion of The Rake's Progress, Stravinsky embarked on a remarkable voyage of compositional discovery. His late works differ from his earlier ones in striking and profound ways. This document represents a chapter of the West of the Sandy River Rural Plan. The focus of this chapter addresses a smaller section within the study area which is zoned Rural Center (RC). In October, 1998 Community-Wide Solutions (CWS), a consulting team working with County staff, contracted to research, study, and draft a plan for the Orient Rural Center. The Orient Rural Center is an "unicorporated community" for which state law requires the County to plan (OAR 660-22).

The Effects Of Urbanization And Human Disturbance Upon Plant Community Structure And Bird Species Richness, Diversity, And Abundance In A Natural Forested Area (Forest Park) In Portland, Oregon, Nancy Ellen Broshot

Dissertations and Theses

The effects of urbanization and continual human disturbance on the plant and avian communities of Forest Park and forested lands surrounding Portland, Oregon, were studied. I examined characteristics of plant and avian communities at 25 sites, 24 which were in Forest Park and surrounding areas and one which was in the Ancient Forest Preserve (old-growth stand) northwest of Forest Park. Data were analyzed using multiple regression, ANOV A, and Bonferonni/Dunn. Seven variables were selected representing different urbanization gradients. An additional covariable coded for the old-growth stand, allowing it to be used as a control.

"Learning Hardware" approach involves creating a computational network based on feedback from the environment (for instance, positive and negative examples from the trainer), and realizing this network in an array of Field Programmable Gate Arrays (FPGAs). Computational networks can be built based on incremental supervised learning (Neural Net training) or global construction (Decision Tree design). Here we advocate the approach to Learning Hardware based on Constructive Induction methods of Machine Learning (ML) using multivalued functions. This is contrasted with the Evolvable Hardware (EHW) approach in which learning/evolution is based on the genetic algorithm only. Various approaches to supervised inductive learning …

A key feature of tomorrow’s operating systems and runtime environments is their ability to adapt. Current state of the art uses an ad-hoc approach to building adaptive software, resulting in systems that can be complex, unpredictable and brittle. We advocate a modular and methodical approach for building adaptive system software based on feedback control. The use of feedback allows a system to automatically adapt to dynamically varying environments and loads, and allows the system designer to utilize the substantial body of knowledge in other engineering disciplines for building adaptive systems. Light Rail Transit Impacts In Portland: The First Ten Years, Kenneth Dueker, Martha J. Bianco

Center for Urban Studies Publications and Reports

This paper examines how the first decade of light rail transit (LRT) in the Portland region has affected auto ownership, mode share, density, and property values. The empirical analysis provides evidence that light rail has had some positive effect of rail on single-family property values, transit use, and slower growth of two-plus car households in the outer part of the LRT corridor as compared to an outer part of a parallel bus corridor. These effects may be the result of households self-selecting to make housing location decisions where LRT is located, rather than current households changing mode.
