When nations lack capacity,they may find themselves unable to implement policy decisions. In such situations, even the most grandiose of edicts and transformative of enactments remain hortatory, modifying only the paper upon which they are written. Lack of capacity has been particularly troublesome in environmental policy. Many environmental commitments remain more apparent than real, often notoriously so. As a result, many pronouncements in favor of the polluter-pays-principle, sustainable development, and the precautionary principle are, notwithstanding good intentions, often simply not applied in practice. Limb postures of terrestrial tetrapods span a continuum from sprawling to fully upright; however, most experimental investigations of locomotor mechanics have focused on mammals and ground-dwelling birds that employ parasagittal limb kinematics, leaving much of the diversity of tetrapod locomotor mechanics unexplored. This study reports measurements of in vivo locomotor strain from the limb bones of lizard (Iguana iguana) and crocodilian (Alligator mississippiensis) species, animals from previously unsampled phylogenetic lineages with non-parasagittal limb posture and kinematics. Principal strain orientations and shear strain magnitudes indicate that the limb bones of these species experience considerable torsion during locomotion. This contrasts with patterns …

Without herbivory control, natural seed sources, and seasonal flood events, recovery of the Pen branch delta in South Carolina to former conditions (prior to thermal discharge) may take many years. To assess the recovery process, seedlings of baldcypress (TuxoLtiurn distichum), water tupelo (Nyssa aquatica), swamp blackgum (Nyssa sylvatica var. biflora), and green ash (Fraxinuspennsylucmicn) were planted in four areas of the delta in 1994. One-half of the seedlings were protected using tree shelters 1.5 m tall. Heights of seedlings were taken after planting and at the end of each growing season from 1994 to 1998. This document considered and evaluated the impacts of issuing the proposed Elk Mountain/Saddleback Hills competitive coal lease (WYW139975) under the provisions of 43 CFR 3425.1, as a lease by application (LBA). The area proposed for mining is a mixture of private, state, and federal surface and coal estates. The Wellsville Mountains raptor migration study in northern Utah is an ongoing effort to monitor longterm trends in populations of raptors using this northern Rocky Mountain migratory flyway. Raptors feed atop food pyramids, inhabit most ecosystems, occupy large home ranges, and are sensitive to environmental contamination and other human disturbances. Therefore, they serve as important biological indicators of ecosystem health (Cade et al. 1988; Bednarz et al. 1990a; Bildstein and Zalles 1995). For example, long-term migration counts in the eastern United States documented declines in several raptor species and helped us understand the deleterious effects of organochlorine pesticides (Spofford 1969, …

In regenerating southern pine, maintenance of riparian zones (RZs) is a major land concession for soil and water protection and wildlife habitat enhancement. However, there are few data quantifying the volume and value of residual timber in such areas. We inventoried merchantable timber in nine RZs of three widths in sapling-class East Texas pine plantations. Present, discounted, and projected volumes and values of residual timber were determined. Average per-acre volumes of narrow, medium, and wide RZs were 337, 1438, and 2542 board feet (Doyle log rule) and 4.6, 8.2, and 7.2 cords, respectively. At US $154.00 and US $57.00 per …

Pine plantations on Typic Quartzipsamments in East Texas are difficult to establish. Forest management options following clearcutting are limited. A 12 year regeneration study of the growth and survival of loblolly, Pinus faeda, L. shortleaf, P. echinata Mill., slash, f. elliofii Engelm and longleaf pines P. pa/u&is Mill. was conducted to determine optimum tree species and treatments for reforestation. With successful regeneration also comes insects and pathogens. Impacts of the Nantucket pine tip moth, Rhyacionia frusfrana, (Comstock) and the Texas leaf-cutting ant, Affa texana, (Buckley) will be discussed in the context of droughty site management.

Understory woody vegetation in red-cockaded woodpecker nesting clusters located in Pinus taeda (L.) and P. echinara (Mill.) dominated stands were inventoried from December 1986 through January 1987 and later in January 1995 to determine what effects court-ordered management schemes had on the composition, abundance, and diversity of these stands. Development in vitro is influenced by embryo density, serum, somatic cell co-culture and the production of 'embryotrophic' paracrine and autocrine factors. Research in our laboratory has focussed principally on the insulin-like growth factor (IGF) family. We have demonstrated that pre-attachment bovine and ovine embryos express mRNAs encoding a number of growth factor ligand and receptor genes including all members of the IGF ligand and receptor family throughout this developmental interval. In addition, early embryos express mRNAs encoding IGF-binding proteins (IGFBPs) 2-5 from the one-cell to the blastocyst stage and IGFBP5 mRNA at the blastocyst stage. Functionally Dissociating Aspects Of Event Memory: The Effects Of Combined Perirhinal And Postrhinal Cortex Lesions On Object And Place Memory In The Rat., T J Bussey, J L Muir, J P Aggleton

Reciprocal interactions between the hippocampus and the perirhinal and parahippocampal cortices form core components of a proposed temporal lobe memory system. For this reason, the involvement of the hippocampus in event memory is thought to depend on its connections with these cortical areas. Contrary to these predictions, we found that NMDA-induced lesions of the putative rat homologs of these cortical areas (perirhinal plus postrhinal cortices) did not impair performance on two allocentric spatial tasks highly sensitive to hippocampal dysfunction. Remarkably, for one of the tasks there was evidence of a facilitation of performance. The same cortical lesions did, however, disrupt …

Previous studies have indicated that detoxification of their hosts’ phytoalexins is a tolerance mechanism for some true fungi, but not the fungus-like Oomycota, and may be involved in determining the virulence of a pathogen. In the present study, the associations between demethylation of the pea phytoalexin pisatin, tolerance to pisatin, and viru­lence on pea were examined for 50 fungal isolates which represent 17 species of pathogens and nonpathogens of pea. All isolates of Pythium coloratum and P. irregulare failed to metabolize and were sensitive to pisatin, consistent with previous observations that members of the Oomycota generally lack the ability …

A review of existing land-use planning decisions is being conducted to evaluate how to best manage public lands, resources, educational opportunities, and other values associated with the recent discovery of dinosaur tracks on BLM-administered public lands near Shell, Wyoming. The tracks were not addressed in the Washakie Resource Management Plan (RMP) which was completed in 1988. A review of BLM's planning decisions for the discovery area is needed to evaluate the adequacy of existing management prescriptions for the protection of the tracks and related values.

Gathering wild horses would take place in the Great Divide Basin, White Mountain, Little Colorado, and Salt Wells Creek Wild Horse Herd Management Areas (HMA) and in an area known as the North Baxter/Jack Morrow area (outside the HMAs).
