Afn Implementation Study: Proposals To The United States Congress To Implement Recommendations Of The Alaska Natives Commission Pursuant To P.L. 104-270, Victor Fischer, Pete Spivey Apr 1999

Afn Implementation Study: Proposals To The United States Congress To Implement Recommendations Of The Alaska Natives Commission Pursuant To P.L. 104-270, Victor Fischer, Pete Spivey

ISER Reports

The AFN Implementation Project is part of a continuum of reports highlighting the critical situation of Alaska Natives and proposing actions to address problems. Each report, each hearing, each resolution, each act is built on what came before and is a step toward resolving problems and meeting the aspirations of Alaska's Native peoples. The AFN process found that although most previously identified social, cultural, and economic problems persist, progress is being made. Innovations are coming about in areas of self-governance, education, delivery of health and other services, and other endeavors. Such progress has come about through both the efforts of Alaska …

Travel Writing Sampler: Thailand, Jennifer Ann Dickson Apr 1999

Travel Writing Sampler: Thailand, Jennifer Ann Dickson

Theses (Unassigned)

"Travel Writing Sampler: Thailand" is a collection of articles and essays employing three different approaches to travel writing: straightforward overview of a place; information-oriented travel article; and personal essay travel narrative. The thematic focus of this collection is travel experiences in Thailand. Part One examines the evolution of the genre of travel writing. Part Two gives the reader an overview of Thailand. Part Three includes four information-oriented articles. Part Four offers examples of personal essay travel narratives. After a review of the literature in this field, I have concluded that successful travel writers balance elements of the information-oriented article and …

Institutional Structure And The Optimal Level Of Lying, Rodney F. Hiser Apr 1999

Institutional Structure And The Optimal Level Of Lying, Rodney F. Hiser

Economics

This study is an interdisciplinary comparative analysis of two institutional structures and their relation to lying. The author examines institutional structure through an institutional continuum with contrasting ideal-types at opposing ends. These ideal-types are the "private property order" and the "bureau." The author models lying as a benefit-cost analysis and examines lying through a two-person model of society called the "information relation." Using the information relation, he shows the problem of lying is an agency problem between the informer and the informee. In two separate analyses, the author evaluates the ideal-types' tendencies to either allow or hinder lying. In the …

Climate Change And Alaska's Forests: People, Problems, And Policies, Roger Burnside, Glenn Juday, Matthew Berman Apr 1999

Climate Change And Alaska's Forests: People, Problems, And Policies, Roger Burnside, Glenn Juday, Matthew Berman

ISER Reports

Forests cover over one-third of the total land area of Alaska, and forests border the communities in which about 90 percent of Alaska’s residents make their homes. Climate change has begun to affect the growth and condition of these forests (Juday et al. 1998). Plausible amounts of additional climate change would likely change both the extent and the character of Alaska’s forests (Juday et al. 1998). Alaska residents and public officials would face significant challenges in coping with hypothesized global change effects in its forests. Forest managers face the dilemma of being required to implement often irreversible plans that influence …

Cross Cultural Issues In Village Administration: Observations On Water And Sanitation Operations And Management In Western Alaska, Sharman Haley, Taylor Brelsford Apr 1999

Cross Cultural Issues In Village Administration: Observations On Water And Sanitation Operations And Management In Western Alaska, Sharman Haley, Taylor Brelsford

ISER Reports

The villages of Western Alaska are in various stages of transition from hauling water and human waste by hand, to technologically sophisticated Arctic design piped systems. The transition involves not only technological change and adaptation, but also the development of new institutions and work relations appropriate to the administration and management of complex systems. The implicit norms of these new institutional relations and culture of work are based in Anglo-Saxon Protestant culture; in very many respects these norms are alien to traditional Yup'ik Eskimo people. Bi-cultural Natives are in a unique position to meet these challenges and facilitate the transition …

Alaska Spinach: Savory, Succulent Salad Selection, Carol E. Lewis, Pat Holloway, Grant Matheke Apr 1999

Alaska Spinach: Savory, Succulent Salad Selection, Carol E. Lewis, Pat Holloway, Grant Matheke

Miscellaneous Publications

Spinach salad is a new, exciting choice for the table! There is an increasing use of a variety of greens in salads by U.S. consumers, spinach among them. The fresh quality demanded by Alaska consumers could be met by Alaska producers from June through August if a spinach cultivar that did not bolt early in the season could be identified. For the past 30 years, horticulturists at the Fairbanks Experiment Farm, now a part of the Agricultural and Forestry Experiment Station, University of Alaska Fairbanks, have tested spinach cultivars looking for a cultivar that will not bolt early in the …

Author As Ethnographer: The Merging Of Genres In Raymond Carver's And Thomas Pynchon's Texts, Megan Dawn Snyder Apr 1999

Author As Ethnographer: The Merging Of Genres In Raymond Carver's And Thomas Pynchon's Texts, Megan Dawn Snyder

English

Several of Raymond Carver's short stories and two of Thomas Pynchon's novels are analyzed for their ability to function as ethnography, through which they reveal the dominant and dominated codes in American culture. These texts were approached from an interdisciplinary stance, using theories and concepts from literary criticism, cultural anthropology, and sociology in order to interpret them with a greater degree of accuracy; because the text is treated as an ethnographic representation of a culture, it is possible to turn to it as the sole illustration of cultural elements and, in doing so, to be more open to addressing themes …

Returning: Twentieth Century Performances Of The King Island Wolf Dance, Deanna Marie Kingston Apr 1999

Returning: Twentieth Century Performances Of The King Island Wolf Dance, Deanna Marie Kingston

Theses (Unassigned)

In 1982 and again in 1991, the King Island (Alaska) Native Community revived the Wolf Dance, which is a complex ritual involving songs, dances, feasts, competitive games and an exchange of goods. The object of this dissertation is to discover why they chose to revive the Wolf Dance, rather than the Polar Bear Dance which was their most significant ritual in the early twentieth century. Archival sources and other literature pertaining to Inupiaq and Yup'ik ceremonialism were consulted in order to interpret the meaning and purpose of the Wolf Dance. In addition, contemporary King Island community members were interviewed in …

Blood Organochlorines, Immune Function And Health Of Free-Ranging Northern Fur Seal Pups (Callorhinus Ursinus), Kimberlee Beth Beckmen Apr 1999

Blood Organochlorines, Immune Function And Health Of Free-Ranging Northern Fur Seal Pups (Callorhinus Ursinus), Kimberlee Beth Beckmen

Biological Sciences

This study examined organochlorine (OC) contaminant levels in blood and milk along with immune function and health of northern fur seals ( Callorhinus ursinus) from St. George Island, Alaska. This portion of the Pribilof Islands breeding stock has undergone a long-term decline between 4 and 6% per year for unknown reasons. To examine the possible role of neonatal OC exposure on health, two cohorts of pups (69 total) and 33 matched periparturient dams were captured for blood and milk sample collection. From the second cohort of 49 neonates, 43 were re-sampled 29 to 51 days later. OCs were extracted from …

Foraging Ecology And Conservation Biology Of African Elephants: Ecological And Evolutionary Perspectives On Elephant-Woody Plant Interactions In African Landscapes, Joseph Paine Dudley Apr 1999

Foraging Ecology And Conservation Biology Of African Elephants: Ecological And Evolutionary Perspectives On Elephant-Woody Plant Interactions In African Landscapes, Joseph Paine Dudley

Biological Sciences

The available scientific evidence indicates that African forest elephants and bush elephants are ecologically and evolutionarily distinct taxa. The current practice of regarding these two taxa as ecotypes of a single species, Loxodonta africana (i.e., L. a. africana Blumenbach 1797, L. a. cyclotis Matschie 1900) appears unwarranted, and obscures issues of major significance to the conservation biology of African elephants. Under a proposed taxonomic revision, the African bush elephant retains the designation Loxodonta africana Blumenbach 1797 while the African forest elephant is recognized as Loxodonta cyclotis Noack 1906. The browsing of woody plants by African bush elephants is a major …

Predator-Prey Dynamics Between Mountain Lions And Mule Deer: Effects On Distribution, Population Regulation, Habitat Selection, And Prey Selection, Becky Miranda Pierce Apr 1999

Predator-Prey Dynamics Between Mountain Lions And Mule Deer: Effects On Distribution, Population Regulation, Habitat Selection, And Prey Selection, Becky Miranda Pierce

Biological Sciences

Mountain lions (Puma concolor) and mule deer ( Odocoileus hemionus), which share a winter range in the Eastern Sierra Nevada in Round Valley, California, USA, were fitted with radio-telemetry collars and tracked to determine their movements and cause of mortality. The mountain lion population of Round Valley refers to a group of individuals that lived in close proximity to one another, essentially isolated from similar groups during the winter, and fed on the migratory herd of mule deer that overwinter in Round Valley. Mountain lions migrated seasonally with the deer population, and two distinct patterns for coping with variability in …
