Contributions To Supervised Learning Of Real-Valued Functions Using Neural Networks, Victor David Sanchez Aylas Jan 1998

Contributions To Supervised Learning Of Real-Valued Functions Using Neural Networks, Victor David Sanchez Aylas

CCAC Theses and Dissertations

This dissertation presents a new strategy for the automatic design of neural networks. The learning environment addressed is supervised learning from examples. Specifically, Radial Basis Functions (RBF) networks learning real-valued functions of real vectors as in non-linear regression applications are considered. The strategy is based upon the application of strong theoretical relationships between RBF networks and methods from approximation theory, robust statistics, and computational learning theory.

The complexity of the network design is examined in detail from the formal definition of the learning problem to the establishment of the corresponding optimization problem. A novel strategy for the systematic and automatic …

Recent Publications: Puerto Rico, Christina D. Ponsa-Kraus

Faculty Scholarship

Ask yourself why you are reading a review of a book about a colony called Puerto Rico in a journal on international law. Isn't Puerto Rico a self-governing Commonwealth? Isn't it part of the United States? If you decide to buy the book, ask yourself where in the bookstore you should look for it. In the international relations section? The U.S. history section? A turn-of-the-century Supreme Court case analyzing the status of Puerto Rico (and other territories "acquired" by the United States in 1901) may provide some guidance: Puerto Rico is "foreign in a domestic sense."' Perhaps the bookstore has …

Reflections On The Papers Presented By Weiler, Goebel, And Meyers & Levie, George A. Bermann Jan 1998

Reflections On The Papers Presented By Weiler, Goebel, And Meyers & Levie, George A. Bermann

Faculty Scholarship

The preceding papers amply demonstrate that an important step in the progressive integration of the European Union can be a compelling one without being an easy one. The transition to economic and monetary union (EMU) in Europe is precisely such a step. In this brief comment, I hope merely to show that, however powerful may be the case for economic and monetary union, passage to it is both generating institutional misgivings and entailing what could be institutional mistakes.

I begin with the case for economic and monetary union, which I consider to be a very strong one indeed. Not many …

Use Of Force And Constitutionalism, Lori Fisler Damrosch Jan 1998

Use Of Force And Constitutionalism, Lori Fisler Damrosch

Faculty Scholarship

Are constitutional democracies more inclined than other kinds of regimes to observe the international law of the United Nations Charter on use of force? Are they relatively more vulnerable to unlawful behavior by others? How can constitutional democracies ensure fidelity to their underlying constitutional principles when they engage in multinational military operations for preservation or restoration of international peace? These and related questions at the intersection of the international and national legal orders merit careful attention as political structures around the world undergo post-Cold War transformation.

Crime In Public Housing: Clarifying Research Issues, Jeffrey A. Fagan, Tamara Dumanovsky, J. Phillip Thompson, Garth Davies Jan 1998

Crime In Public Housing: Clarifying Research Issues, Jeffrey A. Fagan, Tamara Dumanovsky, J. Phillip Thompson, Garth Davies

Faculty Scholarship

In recent years, crime and public housing have been closely linked in our political and popular cultures. Tragic episodes of violence have reinforced the notion that public housing is a milieu with rates of victimization and offending far greater than other locales. However, these recent developments belie the complex social and political evolution of public housing from its origins in the 1930s, through urban renewal, and into the present.

Stereotypes abound about public housing, its management, residents, and crime rates. In reality, variation is the norm, and it is these variations that affect crime. The study of crime in public …

Emerging Statutory And Constitutional Tools For States To Resist Federal Environmental Regulation, Michael B. Gerrard Jan 1998

Emerging Statutory And Constitutional Tools For States To Resist Federal Environmental Regulation, Michael B. Gerrard

Faculty Scholarship

This is a time of high tensions between the federal government and the states over environmental regulation. The flashpoints include actions by the U.S. Environmental Protection Agency (EPA) against states that enact laws shielding environmental audit reports from discovery; the withdrawal of several states from certain regulatory reform programs and delegated programs; and EPA accusations that some states are ignoring many violations of the pollution control laws, and loud denials by state representatives.

The Supremacy Clause of the U.S. Constitution and the complex of federal environmental statutes enacted in the 1970s and 1980s still give Washington the upper hand in …

Understanding The Choice Between Public And Private Equity Financing Of Early Stage Companies: A Comment On Barry And Turki, Ronald J. Gilson Jan 1998

Understanding The Choice Between Public And Private Equity Financing Of Early Stage Companies: A Comment On Barry And Turki, Ronald J. Gilson

Faculty Scholarship

This Comment considers the results of Barry and Turki's research data that indicates that investments perform differently depending on whether innovation is financed by private or public equity investment. The Comment posits two hypotheses for the differential performance. The first highlights ex ante differences between private and public subsamples, that is that the financing choice separates good prospects from bad. The second hypothesis focuses on ex post differences in performance that results from differences in governance structure and incentives created by the structure of public and private equity investment. The ex ante separation hypothesis and the ex post performance hypothesis …

Faculty Scholarship

Like many national presses in Europe, the Belgian press divides ideologically. Each daily newspaper represents the views of a political party, or expresses the perspective of a political or religious belief. Newspaper readers therefore tend to select the newspaper that most closely corresponds to their world-view. Ten publishers of Belgian dailies and weeklies formed a consortium, Central Station, to operate a website that would offer a crossection of all the participating periodicals' articles on a variety of subjects. The articles would appear in print in their separate newspapers in the morning, but would be available that evening on the Central …

Playing Race Cards: Constructing A Proactive Defense Of Affirmative Action, Kimberlé W. Crenshaw Jan 1998

Playing Race Cards: Constructing A Proactive Defense Of Affirmative Action, Kimberlé W. Crenshaw

Faculty Scholarship

On behalf of the African American Policy Forum ("AAPF"), I am pleased to participate in this symposium as a co-sponsor and contributor. The AAPF, who together with Fairness and Accuracy in Reporting (FAIR) and the Women's Roundtable constitute the Women's Media Initiative, believes that events such as these are critical in efforts to map strategies for intervening in public debates surrounding affirmative action and a host of related issues such as welfare reform, racial profiling, the prison industrial complex, and the concentration of wealth, just to name a few. As one of many organizations that have taken up the defense …

Perception Of Mode, Rhythm, And Contour In Unfamiliar Melodies: Effects Of Age And Experience, Andrea R. Halpern, James C. Bartlett, W. Jay Dowling Jan 1998

Perception Of Mode, Rhythm, And Contour In Unfamiliar Melodies: Effects Of Age And Experience, Andrea R. Halpern, James C. Bartlett, W. Jay Dowling

Faculty Journal Articles

We explored the ability of older (60-80 years old) and younger (18-23 years old) musicians and nonmusicians to judge the similarity of transposed melodies varying on rhythm, mode, and/or contour (Experiment 1) and to discriminate among melodies differing only in rhythm, mode, or contour (Experiment 2). Similarity ratings did not vary greatly among groups, with tunes differing only by mode being rated as most similar. In the same/different discrimination task, musicians performed better than nonmusicians, but we found no age differences. We also found that discrimination of major from minor tunes was difficult for everyone, even for musicians. Mode is …

Overt And Relational Aggression In Russian Nursery-School-Age Children: Parenting Style And Marital Linkages, Craig H. Hart, David A. Nelson, Clyde C. Robinson, Susanne Frost Olson, Mary Kay Mcneilly-Choque Jan 1998

Overt And Relational Aggression In Russian Nursery-School-Age Children: Parenting Style And Marital Linkages, Craig H. Hart, David A. Nelson, Clyde C. Robinson, Susanne Frost Olson, Mary Kay Mcneilly-Choque

Faculty Publications

Maternal and paternal parenting styles and marital interactions linked in childhood aggressive behavior as described in Western psychological literature were measured in an ethnic Russian sample of 207 families of nursery-school-age children. Results corroborated and extended findings from Western samples. Maternal and paternal coercion, lack of responsiveness, and psychological control (for mothers only) were significantly correlated with children's overt aggression with peers. Less responsiveness (for mothers and fathers) and maternal coercion positively correlated with relational aggression. Some of these associations differed for boys versus girls. Marital conflict was also linked to more overt and relational aggression for boys. When entered …

Few-Cycle Pulses In Two-Level Media, Lee W. Casperson Jan 1998

Few-Cycle Pulses In Two-Level Media, Lee W. Casperson

Electrical and Computer Engineering Faculty Publications and Presentations

Techniques for producing, measuring, and applying ever shorter electromagnetic pulses are being developed for incorporation in a variety of modern high-speed systems. In many cases these pulses are at most a few cycles in length, and so-called half-cycle electromagnetic pulses are also widely employed. The interaction of such pulses with two-level media is considered here in detail, and these media are basic to many of the absorbing and amplifying configurations of optics and laser studies. Significant delays and distortion of the resulting polarization and population pulses can occur, and nonlinear optical effects are also revealed. The limitations of the parity, …

State Common-Law Choice-Of-Law Doctrine And Same-Sex "Marriage": How Will States Enforce The Public Policy Exception?, L. Lynn Hogue Jan 1998

State Common-Law Choice-Of-Law Doctrine And Same-Sex "Marriage": How Will States Enforce The Public Policy Exception?, L. Lynn Hogue

Faculty Publications By Year

Growth in the number of states legalizing same-sex marriages and civil unions that increasingly mirror the rights afforded married partners has brought renewed focus on the issue of extra-territorial recognition of those relationships. The public policy exception is a primary, state-law-based impediment to the recognition of foreign marriages that do not conform to the forum state's definition of marriage. This article discusses the role of the public policy exception in rejecting recognition of foreign marriages and argues that the public policy exception has constitutional underpinnings that are rooted in principles of federalism and the protection of state sovereignty which inheres …

The Impact Of "Fair Use" In The Higher Education Community: A Necessary Exception?, Oren R. Griffin, Stephana I. Colbert Jan 1998

The Impact Of "Fair Use" In The Higher Education Community: A Necessary Exception?, Oren R. Griffin, Stephana I. Colbert

Articles, Chapters in Books and Other Contributions to Scholarly Works

Despite legislative efforts to define it, the concept of Fair Use has been the subject of aggressive debate among publishers, authors, librarians, and users of copyrighted information ("academics") at academic institutions. With the advent of the Internet and the prospect of multimedia projects, the debate has intensified and expanded into the international community.

This Article focuses primarily on the challenges that face academic administrators and college and university attorneys seeking to advise their academic clients of the parameters of the Fair Use Doctrine-encouraging both sharing and dissemination of scholarly information, and compliance with the law, while limiting institutional liability. This …

Controlling Corporate Agency Costs: A United States-Israeli Comparative Law, Zohar Goshen Jan 1998

Controlling Corporate Agency Costs: A United States-Israeli Comparative Law, Zohar Goshen

Faculty Scholarship

The "Corporation" assumes a central position in modem economic life. This is due mainly to the fact that major portions of our economic activities are performed by corporations. Numerous authors have pondered the essence of the corporate phenomenon, proposing various theories for the uniqueness of the corporation as opposed to other possible structures for operating a business. The main line of analysis focuses on the central characteristic of the modem corporation: the separation of ownership and control. Managing a business through the means of a corporation allows one to exploit the advantages of specialization. On one hand, shareholders benefit from …

Resurrecting The Dodo: The Unfortunate Re-Emergence Of The Puffery Defense In Private Securities Actions, Jennifer O'Hare

Faculty Publications

The conventional wisdom is that the puffery defense is inapplicable in securities regulation. However, appellate courts in almost every federal circuit have recently used the puffery defense to dismiss private securities fraud actions that were based on vague statements of corporate optimism. This Article demonstrates that the courts have misused the puffery defense and have improperly insulated companies from liability for their misrepresentations. It contends that the assumptions justifying the use of the puffery defense are not present in securities transactions and that the federal securities laws have expressly rejected the very doctrine underlying the puffery defense-caveat emptor. Arguing that …

Genetic Variation Within And Among Populations Of Florida Burrowing Owls (Athene Cunicularia Floridana), Wendy T. Denton Jan 1998

Genetic Variation Within And Among Populations Of Florida Burrowing Owls (Athene Cunicularia Floridana), Wendy T. Denton

College of Graduate Studies: Theses & Dissertations (1964–2006)

This study employed DNA Polymerase Chain Reaction (PGR) and Single-Stranded Conformation Polymorphisms (SSCP) on a mitochondrial control region target to assess population structure and possible gene flow in the Florida Burrowing Owl (Athene cunicularia floridana), a Florida Species of Special Concern. Although widespread in Florida, Burrowing Owls occur at low densities in semi-isolated populations that are susceptible to extirpation from human development and the demographic consequences of small population size. To better manage these populations, there is a need for data on the population genetic structure of the Florida Burrowing Owl. Therefore, I acquired DNA from Burrowing Owls …

Liberalism And Multiculturalism: The Politics Of Indifference, Chandran Kukathas Jan 1998

Liberalism And Multiculturalism: The Politics Of Indifference, Chandran Kukathas

Research Collection School of Social Sciences

In modern societies, particularly the societies of the liberal democratic West, cultural diversity poses a challenge not only to the makers of government policy, but also to the philosopher looking to understand how it might be possible-in principle-for people of different ways to live together. The challenge is posed because society's institutions have been challenged, as the members of different groups have demanded "recognition." They have demanded not simply recognition of their claims to a (just) share of the social pie but, more important, recognition of their distinct identities as members of particular cultural communities within society. The persistence and, …

The Ideology Of Miss Thailand In National, Consumerist And Transnational Space, William A. Callahan Jan 1998

The Ideology Of Miss Thailand In National, Consumerist And Transnational Space, William A. Callahan

Research Collection School of Social Sciences

Every morning at 8:00 a.m. (with flag-raising) and every evening at 6:00 P.M. (with flag lowering) the official symbolic identity of Thai- land is displayed - by state order - on television. These displays are a graphic daily reminder of how nationalism, the military, and the media are tightly bound together in Thailand. Though it seems like a timeless tradition of respect for essential national symbols, this tele- vized ritual is the result of a "revolutionary order" issued by the right-wing dictators who took power with the brutal October 6, 1976, massacre and military coup.1 These media productions are part …
