Kentucky Transportation Center Research Report

As a Model Deployment State for CVISN (Commercial Vehicle Information Systems and Networks), Kentucky is valuating and improving its procedures related to commercial vehicle administration and enforcement. As part of this effort, the Kentucky Transportation Center (KTC) was asked to investigate the frequency of registration-related violations at Kentucky weigh stations and the potential effectiveness of a license plate recognition (LPR) system in detecting and deterring such violations. Typical violations considered in the investigation included using an expired license plate, hauling weight in excess of the truck’s registered weight, or traveling in Kentucky without proper authority.

Kentucky Transportation Center Research Report

This report presents the of seismic evaluation of the Ohio river bridge on US51 at Wickliffe, Kentucky. The main bridge is a five-span single-deck cantilever through-truss type. The approach bridge has 21 spans on the Kentucky side and 6 spans on the Illinois side. Although this bridge has not yet been subjected to a moderate or major earthquake, it is situated within the influence of the New Madrid seismic zone.

The seismic evaluation program consists of field testing and seismic response analysis. The modal properties of the main bridge are determined through field testing, and are used to calibrate the …

In this Essay, Christopher Sagers argues that those schools of thought that could be called "doubtful"—that is, those predicated on suspicion of belief to some degree—share a range of similarities and, more importantly, are attacked through a set of common criticisms. He argues that the fundamental criticism of these "doubtful" schools of thought—that doubt leads us to nihilism and therefore must be bad—is a non sequitur. Furthermore, he continues, we reject doubt not because it is bad, but because it is difficult. Ultimately, he suggests ways to face the problems of nihilism or, rather, ways of understanding them as other …

The Cultural Clash In Northern Ireland, Oliver Brennan, Gerald M. Cattaro

This paper sets out to demonstrate that the religious, political, and socio-economic elements of the conflict in Northern Ireland should be considered as manifestations of a basic cultural divide between the two groups comprising the society of Northern Ireland. To date, insufficient attention has been paid to this cultural divide, which must be bridged if lasting peace is to be achieved. This paper will detail the important role of the educational establishment, particularly Catholic schools, in this reconciliation process.

This report presents basis estimates for long grain rough rice in Southwest Louisiana for each of six marketing years from 1991-92 through 1996-97. The primary goal of this study is to enhance the understanding of basis movements in Southwest Louisiana, thereby increasing the likelihood that sound marketing decisions will be made by market participants.

Perceptions Of Americanization In Puerto Limon, Costa Rica, John W. Mcconnell

Masters Theses

This thesis examines perceptions and interpretations of American cultural influences in Puerto Limon, Costa Rica. It is aimed at describing typical discourse genres and evaluative patterns in which these cultural influences are interpreted by various social groups of Costa Rican society. The study is based on a series of qualitative interviews and observations conducted in Puerto Limon, Costa Rica in the summer of 1996. The findings show that there exists a largely positive reaction to these images and objects emanating from the United States, and behind this positive evaluation lie attitudes of conformity, fatalism, and reification. In 1998, the World Trade Organization’s (WTO) "Basic Telecom Agreement" dramatically opened to foreign competition basic telecommunications services of the sixty-nine WTO Members committing to the Agreement. The process and results of the WTO negotiations are important to telecommunications consumers because there will be increased market competition, thereby decreasing the price of such services and increasing consumer choice. The negotiations that led to the WTO Agreement resolved many difficult issues including: scheduling, regulator’s independence, competitive safeguards, and interconnection of telecommunications suppliers. The resolution of these issues will allow market access and foreign ownership in over 90 percent of major markets. …

As we celebrate the second anniversary of the Telecommunications Act of 1996, we can see that the predictions of instant cross-industry competition that were made at its birth were rather euphoric. Despite the unexpected twists and turns of the first two years, there have been a number of significant market developments suggesting that the lowering of barriers that the Act effected have put things on the right course. With the creation and implementation of the February 1996 World Trade Organization Agreement on Basic Telecommunications Services, the international telecommunications community has (at least on paper) promised ostensibly to move away from markets characterized by monopolies and toward a world of competition and deregulation. The big question, however, is whether these efforts will actually lead to better economic performance in the market for international telecommunications products and services. Kentucky has been involved in several projects relating to the development of a Life Cycle Cost (LCC) analysis procedures of pavement structures. Research projects have been conducted by the Kentucky Transportation Center dealing with development of a more robust LCC procedures for pavement analysis. A research project has also been conducted developing network level LCC procedures. These procedures are currently in the evaluation phase and have not been implemented into current Kentucky Transportation Cabinet procedures. Life Cycle Costs analysis is utilized on various projects throughout Kentucky to evaluate various pavement construction and rehabilitation alternatives.

The objective of this research evaluation was to evaluate the reference markers which were installed on sections of interstates and freeways in the Cincinnati-northern Kentucky area, the Lexington-Fayette Urban County area, the Louisville-southern Indiana area, and the Indianapolis area. The evaluation was conducted to determine if the use of reference markers at spacings of 0.1 or 0.2-mile intervals could improve the effectiveness of the emergency response and incident management processes. Also evaluated were color of the markers and the placement location within the right-of-way. Both "'white on blue" and ''white on green" markers were installed on various projects, with some …
