An Innovative Family Preservation Program In An African American Community: Longitudinal Analysis, Patricia Ciliberti

This paper presents a secondary analysis of data from a longitudinal evaluation of a community-based family preservation program in Portland, Oregon, designed for and by African Americans. Families served by the Family Enhancement Program (FEP) resemble chronically neglecting families in terms of numbers of children and length of contact with child protective services. Six- and twelve-month follow-ups for FEP clients were compared to data on families served by the Oregon State Office of Services to Children and Families (SOSCF). The United States differs from much of the world in trade policy towards Iran and Libya. Through the Iran and Libya Sanctions Act of 1996, it seeks to pressure other states to refrain from certain investments in the Libyan and Iranian economies. The statute's secondary boycott provisions threaten extraterritorial sanctions against wholly foreign corporations engaging in such trade.

This Note describes the legal history of U.S. attempts to enforce its policy preferences through extraterritorial trade controls. It then argues that the Iran and Libya Sanctions Act of 1996 is likely invalid both under principles of general customary international law and …

Comparative Analysis Of The United States Patent Law And The New Industrial Property Code Of Brazil, John Giust

UC Law SF International Law Review

Brazil promulgated a new Industrial Property Code in 1996 that significantly changed its patent law. In this Article, Mr. Giust compares the Brazilian statute to patent law in the United States. Through detailed analysis, the Article shows that despite the vastly different economic and social needs of both nations, the recent changes have actually brought the two patent systems closer together. As the author argues, this trend toward convergence reflects the two nations' commitment to the TRIPs Agreement, and to that extent, strongly supports the view that global patent harmonization is possible.

A Literature Review And Survey Of The Status Of Iowa's Terrestrial Flora, Deborah Q. Lewis

Journal of the Iowa Academy of Science: JIAS

A survey of Iowa's floristic literature and herbarium resources indicates that while there is not uniform coverage of plant groups and regions, a great deal is known about the Iowa flora. Taxonomic and floristic studies are ongoing, despite evidence of a decreased number of researchers with expertise and interest in Iowa's flora and changing emphases in academic research. Current knowledge is sufficient for the production of an Iowa Flora, and an Iowa Flora committee to initiate this project is proposed.

The status of Iowa's biodiversity was first summarized at a 1980 Iowa Academy of Science (IAS) symposium that was published in The Proceedings of the Iowa Academy of Science (Vol. 88, No. 1) in 1981. The 1980 symposium was updated in a recent IAS symposium, and the proceedings from this symposium are published, for the most part, in volume 105 of this journal. Most of the authors noted some positive trends, but, overall, species declines and habitat destruction remained a concern.

Lack Of Genetic Variation In Cytochrome Bin A Population Of Smooth Softshell Turtles, David W. Weisrock, Tamara S. Haselkorn, Fredric J. Janzen

Journal of the Iowa Academy of Science: JIAS

An important issue in intraspecific molecular phylogenetic studies concerns distribution of genetic variation within and among populations and, hence, within-population sample sizes used in analyses. To address this sampling issue, we sequenced a 795 base pair (bp) segment of the mitochondrial cytochrome b gene from 19 unrelated individuals from a Louisiana population of the smooth softshell turtle (Apalone mutica LeSueur). We found a complete lack of within-population variation in this large segment of mtDNA. This result supports the use of minimal within-population sample sizes in intraspecific molecular phylogenetic studies of Apalone using cytochrome b.

The abortion controversy in the United States seems to be one of those enduring areas of public argument that both confound and intrigue the argument scholar. As the nature of the debate has shifted across time (see Condit 1990; Condit Railsback, 1984), so too have the sites of contest. While two apparently diametrically opposed groups have long dominated the abortion controversy (those favoring "choice" and those favoring "life"), areas for agreement seem to be opening up. Reproductive Liberty Under The Threat Of Care: Deputizing Private Agents And Deconstructing State Action, Linda Kelly

This Article uncovers the unsettling parallels between feminism and the recent restrictions on reproductive liberty in order to reveal the threat posed by the feminist ethic of care. By critically reexamining feminism's foundation and direction, the need for greater emphasis on female individuality becomes apparent. Kelly’s contention is that such a perspective, aggressively supported by the state, will ensure feminism's progress and encourage the achievement of gender equality.
