Community and Family Health Faculty Publications

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. To date, twenty states across the nation have enacted parity laws for mental health and/or substance abuse benefits. Partnerships For Vitalizing Communities And Neighborhoods: Celebrating A "Return"!, Linwood H. Cousins Mar 1998

Partnerships For Vitalizing Communities And Neighborhoods: Celebrating A "Return"!, Linwood H. Cousins

The Journal of Sociology & Social Welfare

In 1994, ten community and university partnerships joined the W. K. Kellogg Foundation to develop training strategies that would improve social systems and better serve families and neighborhoods. The partnerships and training strategies were to be based on what the Foundation refers to as the "assets model"- or seeing the strengths and assets of families and neighborhoods, rather than their deficits, as the primary building block for social systems (Parsons, 1997). Called the "W. K. Kellogg Foundation Families and Neighborhoods Initiative, Community/ University Partnerships," according to Beverly Parsons, a program evaluator, "Funding is provided for sites to demonstrate that partnerships …

Plain Meaning, Practical Reason, And Cuplability: Toward A Theory Of Jury Interpretation Of Criminal Statutes, Darryl K. Brown Mar 1998

Plain Meaning, Practical Reason, And Cuplability: Toward A Theory Of Jury Interpretation Of Criminal Statutes, Darryl K. Brown

Michigan Law Review

In one of the few existing recordings of American juries deliberating in an actual criminal case, Wisconsin v. Reed, we observe jurors struggling with how they should apply a statute in a case in which the facts are not in real dispute. The defendant is charged with felon in possession of a gun, and all agree that he has a felony record and owned a pistol until he turned it over to the police upon their request. The statute contains three elements. The defendant must (a) have a felony conviction, (b) have possessed a gun, and (c) have known that …

Process, The Constitution, And Substantive Criminal Law, Louis D. Bilionis Mar 1998

Process, The Constitution, And Substantive Criminal Law, Louis D. Bilionis

Michigan Law Review

Criminal law scholars have pined for a substantive constitutional criminal law ever since Henry Hart and Herbert Packer first embraced the notion in the late 1950s and early 1960s. To this day, scholars continue to search for a theory fhat giv:es content to, in Hart's words, "the unmistakable indications that the Constitution means something definite and spμiething serious when it speaks of 'crime.'" To their dismay, the Supreme Court has - with two exceptions - seemingly resisted the notion. The two exceptions are familiar. First came the 1957 case of Lambert v. California, in which the Court came as close …

Vcu Voice (1998-02-23)

VCU Voice, 1988-1998

VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.
