Examining "Empowerment": A How-To Guide For The Youth Development Professional, Angela J. Huebner
Examining "Empowerment": A How-To Guide For The Youth Development Professional, Angela J. Huebner
Journal of Extension
This article describes the role of the youth development professional in incorporating an "empowerment" process into program planning. For purposes of this article, "empower" is defined as "promoting the self actualization or influence" (Webster, 1998). The empowerment process is described through the use of community examples and a step by step "How-To" section. While the examples in the article focus on youth, it is important to note that the empowerment process is useful for adult volunteers as well.

Extension Service And Healthy Families, Jo Robertson, Arlene Fulton, Marilyn S. Buck
Journal of Extension
This article describes the process of developing collaborative partnerships for the purpose of providing parent education and support services for new parents in Oklahoma. Through partnering, the Oklahoma Committee to Prevent Child Abuse, the National Committee to Prevent Child Abuse, and the Oklahoma Cooperative Extension Service have expanded Healthy Families from a pilot site to fourteen programs within three years. Experiences in Oklahoma suggest that collaboration, while bringing additional resources and supports, takes time, effort, and new ways of thinking and interacting.
A Management Approach To County Extension Programs, Rebecca J. Cropper
A Management Approach To County Extension Programs, Rebecca J. Cropper
Journal of Extension
Local Extension programs can be enhanced by applying basic principles relating to business management. Stronger programs can be created by paying attention to the interrelationships among planning, organizing, staffing, and directing. The three elements of a plan are discussed. Then the relationship of the plan to the organizational structure, staffing needs, and directing function are illuminated. These concepts are defined and explained within the context of Extension programs. The article concludes with a brief illustration of these principles in practice.

Journal of Extension
The 5-A-Day Roadside Market project was the outcome of a survey conducted by a county Extension staff to provide information requested by customers at local roadside markets. Twenty roadside market operators agreed to participate in the project and received 40,000 free fact sheets to distribute to their customers and 5-A-Day posters to display in their markets. This project was a marketing technique to increase consumer awareness of eating five servings of fruits and vegetables to help prevent health problems.

Partnerships For Progress: Summer Youth Nutrition Programs, Lisa A. Guion
Journal of Extension
The North Carolina Cooperative Extension Service 4-H EFNEP program, in collaboration with Out For Lunch, implemented youth nutrition programs in nine counties during the summer of 1997. These experiential programs were designed to provide limited resource youth with information on the fundamentals of proper nutrition and contribute to their personal development and overall well-being. Collaboration played a large role in the success of all the programs, both internally among Extension professionals, and with external partners. External partners provided various types of resources that enabled the program to serve a total of 1,469 youth in the nine counties. In the article, …

Suspicionless Drug Testing And Chandler V. Miller: Is The Supreme Court Making The Right Decisions, Ross H. Parr
Suspicionless Drug Testing And Chandler V. Miller: Is The Supreme Court Making The Right Decisions, Ross H. Parr
William & Mary Bill of Rights Journal
During the last decade, the United States Supreme Court has rendered four major decisions regarding the validity of suspicionless drug testing policies. Such drug testing policies have become a common way for employers and other interested parties-including the government-both to deter the use of drugs and to determine who is acting under the influence of illegal narcotics. Because government officials often randomly select individuals for drug testing, some of these individuals have charged that a governmental drug testing policy violates the Fourth Amendment. The Supreme Court found this argument unconvincing in three cases decided between 1989 and 1997, but in …
Physician-Assisted Suicide: State Legislation Teetering At The Pinnacle Of A Slippery Slope, Eunice Park
Physician-Assisted Suicide: State Legislation Teetering At The Pinnacle Of A Slippery Slope, Eunice Park
William & Mary Bill of Rights Journal
Physician-assisted suicide has become the subject of a hotly contested legal and political debate, both in the United States and abroad. In 1997, the United States Supreme Court rendered two decisions concerning physician-assisted suicide, and two states recently enacted legislation on this issue: Oregon in 1997 and Virginia in 1998. Nevertheless, the legality of physician-assisted suicide remains unclear as doctors, pharmacists, legal commentators, and a growing segment of the general population continue to argue over the line between "letting die" and "killing." This Note analyzes both the constitutional and political aspects of the right-to-die debate, focusing primarily on the political …
Narrative Analysis Of Sexual Etiquette In Teenage Magazines, Ana C. Garner, Helen M. Sterk, Shawn Adams
Narrative Analysis Of Sexual Etiquette In Teenage Magazines, Ana C. Garner, Helen M. Sterk, Shawn Adams
College of Communication Faculty Research and Publications
Expanding on existing research on women's magazines, this essay examines the sexual etiquette developed in advice columns in magazines popular among teenage women. Over a span of 20 years, the advice has changed very little. Serving the rhetorical function of field guides and training manuals, teen magazines limit women's sociality and sexuality within narrowly defined heterosexual norms and practices. The rhetoric of sexual etiquette encourages young women to be sex objects and teachers of interpersonal communication rather than lovers, friends, and partners. Young women are being taught to subordinate self for others and to be contained.
Immediate Feedback Using The "Bug-In-The-Ear" In Counselor Training: Implications For Counseling Self-Efficacy, Trainee Anxiety And Skill Development, Shan A. Jumper
Theses and Dissertations
This investigation examines the delivery of immediate, in-session feedback using the “bug-in-the-ear” (BITE) as an instructional technique in conjunction with live supervision during the counseling practicum. The study was conducted to explore an effective means of supervisor intervention which did not disrupt the counseling session. Few empirical investigations have been conducted in this area, and previous studies on this instructional aid used in models of live supervision were largely narrative in design.
Counseling self-efficacy, trainee anxiety, and counseling performance were examined for twenty graduate student counselor trainees enrolled in the department of counseling at a northern plains university. Ten participants …

Decolonizing The Mind With Ngugi Wa Thiong'o And Chinua Achebe: Searching For A Voice In Postcolonial African Literature, Steven M. Almquist
Theses and Dissertations
Any discussion of postcolonial African literature requires consideration of both the inherent diversity of “African” and the complex history of colonialism throughout Africa. Ngugi wa Thiong’o claims there are “broad affinities” among the diverse peoples of sub-Saharan Africa which allow for a broad discussion of the common experiences of colonialism, but it is necessary to complement these broad affinities with specific cultural references and historic contexts. This paper attempts to delineate some of the common struggles facing postcolonial African peoples by focusing on the specific writings of Kenya’s Ngugi wa Thiong’o and Nigeria’s Chinua Achebe. Though they are from disparate …

Should Regulators Be Appointed? Evidence From A Study Of Regulated Electric Utilites, Terry L. Hagen
Should Regulators Be Appointed? Evidence From A Study Of Regulated Electric Utilites, Terry L. Hagen
Theses and Dissertations
Capture and Hostility hypotheses are tested in this thesis. The Capture Theory states that state regulatory commissions are "captured" by the firms they are regulating. The Hostility theory states that elected commissions are "hostile" to the regulated firms in the eyes of the financial community, leading to higher prices and restrictions in access to capital. The capture theory predicts higher prices to consumers under the regulatory authority of appointed commissions. The hostility theory predicts lower prices to consumers under appointed comissions.
Inflation that was prevalent in the economy twenty years ago may have caused problems for empirical analysis. This paper …
Deinstitutionalization Effects On Medication Use For People With Mental Retardation, Paul D. Kolstoe
Deinstitutionalization Effects On Medication Use For People With Mental Retardation, Paul D. Kolstoe
Theses and Dissertations
Historically, patterns of psychoactive medication use in institutional settings for people with mental retardation were considered excessive. Service standards substantially reduced levels of such medication use. Similar research in community settings has been limited, but comparisons between the two settings are fraught with complicating variables. Rapid deinstitutionalization in North Dakota provided a unique opportunity to follow the medication use patterns of people who stayed and those who left the institution. Follow up time periods were selected for statewide accreditation (1989) and several years later through which those standards have been consistently met (1995). Psychoactive medication use decreased with the onset …

Chapter Extract:
The law of treaties often conjures up images of states as rotund gentlemen with whiskers, vests, and watch-chains proclaiming solemn and chivalric oaths upon their honour. Treaties are sacred in the same way that a man's word is his bond. This type of relationship among states is largely unquestioned since much of the way we live in the world depends upon the assumption of the inviolability of sovereign states and their treaties. Any challenge to these assumptions would surely evoke horror at the unmentionable void that would result-except in lawyers who make their livings shaving nuances. However, in …

An Improved Method For The Large-Scale Processing Of Woad (Isatis Tinctoria) For Possible Commercial Production Of Woad Indigo, Kg Stoker, Dt Cooke, Dj Hill
Peninsula Medical School
The increasing use of alternative crops has meant the introduction of new technologies to process their products. In this work, an alternative method is presented for the extraction of natural indigo from woad (Isatis tinctoria) based on a technique used to extract indigo from Indigofera spp. This method does not rely on the old fermentation procedure used throughout Northern Europe and is cheap, clean and efficient. Evolved from laboratory-based tests, it involves steeping the leaves at low pH in warm water and extracting the indigo at a higher pH, followed by ultra-filtration of the product, which is then left to …

Lincoln, Vallandingham, And Anti-War Speech In The Civil War, Michael Kent Curtis
William & Mary Bill of Rights Journal
In the early morning hours of May 5, 1863, Union soldiers forcibly arrested Clement L. Vallandigham, a prominent Democratic politician and former congressman, for an anti-war speech which he had given a few days earlier in Mount Vernon, Ohio. Vallandigham's arrest ignited debate about freedom of speech in a democracy during a time of war and the First Amendment rights of critics of an administration. This Article is one in a series by Professor Curtis which examines episodes in the history of free speech before and during the Civil War. In this Article, Professor Curtis explores the First Amendment's guarantee …
Law And Human Dignity: The Judicial Soul Of Justice Brennan, Stephen J. Wermiel
Law And Human Dignity: The Judicial Soul Of Justice Brennan, Stephen J. Wermiel
William & Mary Bill of Rights Journal
The concept of human dignity has emerged in the United States in recent decades as an important theoretical and sometimes practical source of individual rights and liberties. Human dignity is cited in jurisprudential writings and discussed in some court opinions as a means of enhancing the broad phrases of the Bill of Rights and the Fourteenth Amendment. This Essay examines the pivotal role that the late Justice William J. Brennan, Jr., played on the United States Supreme Court in making concepts of human dignity a valued and essential part of rights formulation. This essay explores Justice Brennan 's vision of …
