Selected Key Issues In The Development And Drafting Of Public Managed Behavioral Health Care Carve-Out Contracts, Joel B. Teitelbaum, Sara J. Rosenbaum, William Burgess, Leilani Decourcy

Health Policy and Management Issue Briefs

The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

The purpose of the study was to determine how social support and self-efficacy function in each stage of change in exercise behavior and also to study to what extent social support and self-efficacy can predict what stage of change a person is in. To determine this, 179 Air Force men and women ranging in age from 19 to 54 years old at U.S. Strategic Command, Offutt Air Force Base, Nebraska, were administered a questionnaire to determine their exercise stage of change, self-efficacy, and social support from family and friends. Suspicionless Drug Testing And Chandler V. Miller: Is The Supreme Court Making The Right Decisions, Ross H. Parr

William & Mary Bill of Rights Journal

During the last decade, the United States Supreme Court has rendered four major decisions regarding the validity of suspicionless drug testing policies. Such drug testing policies have become a common way for employers and other interested parties-including the government-both to deter the use of drugs and to determine who is acting under the influence of illegal narcotics. Because government officials often randomly select individuals for drug testing, some of these individuals have charged that a governmental drug testing policy violates the Fourth Amendment. Physician-Assisted Suicide: State Legislation Teetering At The Pinnacle Of A Slippery Slope, Eunice Park

Physician-assisted suicide has become the subject of a hotly contested legal and political debate, both in the United States and abroad. In 1997, the United States Supreme Court rendered two decisions concerning physician-assisted suicide, and two states recently enacted legislation on this issue: Oregon in 1997 and Virginia in 1998. Nevertheless, the legality of physician-assisted suicide remains unclear as doctors, pharmacists, legal commentators, and a growing segment of the general population continue to argue over the line between "letting die" and "killing." Planning For Community Crisis: A Marketing Approach, Amnon Boehm

The Journal of Sociology & Social Welfare

The article is based on an examination of a nominal group procedure of two welfare agencies located on the confrontation line between Lebanon and Israel, which implemented a marketing approach in planning intervention for the population for times of community crisis. The agencies are located at a place that was attacked and suffered personal and property loss particularly by short range missiles.

In the nominal group procedure, five elements of the marketing approach (target market, service mix, place and distribution, price, and promotion) were implemented, for four phases of community crisis (warning, shock, organizing, and changing). The results show that …

Termination: Extending The Concept For Macro Social Work Practice, Marcia P. Harrigan, David P. Fauri, F. Ellen Netting

The Journal of Sociology & Social Welfare

This article identifies the ways in which macro practitioners manage and respond to termination issues in organization and community arenas. To conceptualize and partialize problems related to termination, the authors developed a typology in which the purposes, roles, and tasks related to macro termination situations are identified and grouped by three levels of practice: The Technical; The Managerial; and The Institutional. Within each part of the typology the needs are articulated, objectives of the macro practitioner identified, and the role of the practitioner explicated. The Journal of Sociology & Social Welfare

As new approaches to the development of knowledge emerge in the social sciences, there is a need to judge their appropriateness for use in social work research. Using criteria for assessing the goodness of fit between theories and social work values, this article evaluates institutional ethnography, a strategyfor studying institutions which is based on feminist standpoint theory. The author holds that the use of institutional ethnography in social work research is congruent with social work principles and effective in producing knowledge which can inform practice. Abusive speech often is used effectively by harassers in the workplace to intimidate, terrorize, objectify, and humiliate their intended victims, thus helping to secure and maintain social inequality in the workforce, especially among racial and gender minority employees. Pursuant to the adoption of Title VII of the Civil Rights Act of 1964, the United States Supreme Court, in Meritor Savings Bank v. Vinson, interpreted the statute's anti-employment discrimination mandate as imposing liability for conduct or words in the workplace that have the purpose or effect of interfering with an employee's work performance or of creating an intimidating or hostile work …
