The small rural mountain town of Alberton, MT located 32 miles west of Missoula, MT was the 1996 site of the largest contamination event in railroad history involving a mixture of chemicals. On April 11, 1996 a Montana Rail Link train derailed just west of the town of Alberton, leaking 130,000 pounds of chlorine gas, 17,000 of potassium cresylate (spent oil refinery waste), and 85 dry bulk pounds of sodium chlorate into the Alberton environment. Approximately 1000 people were evacuated from their homes, many for the seventeen day evacuation period that followed. The video documentary project that I embarked on …

The Talbot Patrick Papers consists of newspaper articles written by Mr. Patrick for the Rock Hill, SC Evening Herald from 1953-1979 and were organized in chronological order by Mr. Patrick in a notebook. Mr. Talbot Patrick (1897-1980) was a longtime editor of the Rock Hill Evening Herald newspaper from July 1, 1947 retired in 1975, however he continued to write editorials for the paper until he passed away on January 23, 1980. The majority of articles in the collection were part of his running column titled the “Carolina Traveler” in which he describes his travels and experiences throughout the globe. …

Of the many weather conditions influenced by urban areas, precipitation is one of the most controversial and unsolved elements in characterizing the urban climate. The purpose of this dissertation was to identify anomalies in precipitation totals and frequencies due to urban effects and to evaluate whether certain meteorological conditions or seasons have more apparent effects. The five largest cities in the south-central United States were selected: Houston; Dallas; San Antonio; New Orleans; and Memphis. It was assumed that simple spatial analysis can detect urban effects on precipitation over and downwind of the city with a localized maximum. Trend surface analysis …

The Visual Arts Education Division of the Puerto Rican Department of Education is currently developing a plan for educational reform. One intent of this plan is to secure art programs within the core of curriculum reform. In my dissertation I establish the imperative need of historical research as the first step in so securing art programs. Without historical research, educational reforms could result in an idealization of purposes with uncritical adherence to tradition. This dissertation examines the rise of the Republican Party in the South from 1948 to 1996. The South includes all the states of the Confederacy minus Virginia. This dissertation subdivides the South into nine geopolitical regions at the county/parish level and then examines the regional contributions to the rise of the Republican Party. The nine geopolitical regions are The Deep South, The Piedmont Up-Country, The Mountain South, The Ozarks, South Florida, French Louisiana, East Texas, West Texas, and Mexican Texas. This study analyzes the transformation of burley tobacco farming underway in the late twentieth century in light of social, political, and economic forces that make tobacco a contested crop. It focuses on one county in southern Appalachia, Madison County, North Carolina, where tobacco has been a cash crop for over a hundred years. A synthesis of the theoretical and methodological approaches of cultural ecology and structuration is proposed as a means of exploring the components of agricultural change within Appalachia at a continuum of scales from the local to the national, while contextualizing farming within its environmental and social settings. …

The purpose of this paper is to describe the new subject classification system for the NCSTRL+ project. NCSTRL+ is a canonical digital library (DL) based on the Networked Computer Science Technical Report Library (NCSTRL). The current NCSTRL+ classification system uses the NASA Scientific and Technical (STI) subject classifications, which has a bias towards the aerospace, aeronautics, and engineering disciplines. Examination of other scientific and technical information classification systems showed similar discipline-centric weaknesses. Traditional, library-oriented classification systems represented all disciplines, but were too generalized to serve the needs of a scientific and technically oriented digital library. In 1993, during the celebration of fifty years of continuous Christian education in Bermuda, it became strikingly evident that the Seventh-day Adventist Church had no single literary, historical compilation of SDA education in the country. This research can help to fill this information void.

Method. Seven key administrative decisions have been identified as being of paramount importance in influencing the manner in which SDA education has developed in Bermuda: (1) the initial decision to found an SDA school, (2) the relocation of the school to the Sandringham property, (3) the expansion from eight grades to twelve, (4) the choices …

There is a dearth of information on the employment effects of modern agricultural tech nology on rural women in Bangladesh. The present study1 looks at women's participation in crop production activities, examines their influence in the diffusion of modern technol ogy and their participation in the hired labor market. Data for this study comes from two intensive surveys conducted in the crop years 1989 and 1996 in three agro-ecological regions of Bangladesh. Findings suggest that the prevailing claim-that women are involved only in post- harvest processing of crops-underestimates their contribution to agricultural production. The St. Albans archeologic site, recognized since 1964, occurs on a low terrace of the Kanawha River. Stratigraphic and magnetic susceptibility studies at the site have lead to the development of a model for predicting artifact recovery potential that is important to planning future excavations at the site.;Charcoal fragments, reddened soils and fire-cracked rocks indicate that most high magnetic susceptibility readings are produced by fire. The association of artifacts in many of these high magnetically susceptible sediments indicates they are cultural fire hearths. When executed early, magnetic susceptibilities studies should help archeologists.;The waxing and waning of late Pleistocene glaciation caused …

This article first will outline the various tests or assessments. Next, recent federal and state mandates for standardized testing of elementary school children will be examined. Then, the educational literature will be reviewed to expose the dangers of testing, particularly in the early grades. Finally, I will urge that the Clinton administration, Congress, and the states step back from this manner of securing educational adequacy. This comment seeks to explain the incorrigible by returning to the basics. Starting and ending at the Constitution and a notion of what it means to be represented, this comment traces the development of redistricting jurisprudence from the Fourteenth and Fifteenth Amendments through the Voting Rights Act and finally to the Supreme Court. Most notably, this comment focuses on the effects of the redistricting quagmire on the state ofNorth Carolina throughout the 1990's as an exemplar of a reapportionment process attempting to pander to the political proclivities of both the Department of Justice and the Judicial branch.

The thesis documents the important influences that have shaped Mexican-American relations in the late 19th century and in the 20th century. These influences uncover areas that go over and beyond the conventional schools of diplomacy. They include a whole myriad of forces.
