Public Transportation For The Elderly: A Neighborhood-Area Fixed-Route Alternative, Richard James Burke Jan 1997

Public Transportation For The Elderly: A Neighborhood-Area Fixed-Route Alternative, Richard James Burke

Dissertations and Theses

As the elderly population of the United States grows in coming decades, providing personal mobility will be increasingly challenging. The dispersed suburban residential pattern of most metropolitan areas ensures that the personal automobile will continue to be the dominant mode of transportation. Those who voluntarily or involuntarily stop driving will encounter serious constraints in meeting their transportation needs.

Conventional public transit in most cities is tailored to the needs of urban commuters, and is, at best, barely adequate for elderly riders. Supplemental demand-response or subscription "special-needs" services are often inconvenient, sometimes unreliable, and inefficient. Eligibility criteria restrict many non-disabled elderly …

Stochastic Modeling Of Active Life And Its Expectancy, Douglas A. Wolf, Sarah B. Laditka Jan 1997

Stochastic Modeling Of Active Life And Its Expectancy, Douglas A. Wolf, Sarah B. Laditka

Center for Policy Research

The concept of “active” (or “disability-free”) life, and its average value, has proven to be a useful index of public health and of quality of life for populations. A question of great interest in recent years is whether recent trends towards longer life expectancy have been accompanied by comparable increases in active life expectancy. Past research on patterns and trends of active and “inactive” life has focused almost exclusively on the expectancy—or, the average value—of years spent with and without disability. This measure is useful for actuarial calculations, for example analysis of the insurance value of programs that provide long-term …

Diel Activity Patterns And Host Preferences Of Glossina Fuscipes Fuscipes (Diptera: Glossinidae) Along The Shores Of Lake Victoria, Kenya, M. M. Mohamed-Ahmed, A. Odulaja

All Peer-Reviewed Publications

Diurnal activity patterns and host preference of Glossina fuscipes fuscipes Newstead were studied in forest and linear habitats along Lake Victoria shore, Kenya. The objective was to identify the preferred hosts of G. f. fuscipes, the emanations of which may be attractive to this species. Hourly catches of flies in biconical traps were related to changes in the weather and the prevalence of hosts in the vicinity of traps. Flies were mainly active between 0800 and 1600 h, with males peaking around 1100 h and females around 1300 h. Activity of flies correlated directly with light intensity and temperature, but …

Changes Over Twelve Years In Populations Of Glossina Pallidipes And Glossina Longipennis (Diptera: Glossinidae) Subject To Varying Trapping Pressure At Nguruman, South-West Kenya, R. Brightwell, R. D. Dransfield, P. Stevenson, B. Williams

All Peer-Reviewed Publications

Long term changes in the size of populations of the tsetse Glossina pallidipes Austen and G. longipennis Corti Were monitored over a 12 year period at Nguruman in south-western Kenya. Tsetse populations were subject to droughts of varying intensity and, from 1987, to trapping, initially by a research organization, and later by a community-based development project. Populations were mainly sampled using odour-baited biconical traps, with data from other monitoring traps corrected accordingly. Mark-release-recapture studies were carried out to relate trap catches to absolute population size, and to quantify movement between subpopulations. Trypanosomiasis incidence rates in a herd of local cattle …

Images Of Women And Capital Sentencing Among Female Offenders: Exploring The Outer Limits Of The Eighth Amendment And Articulated Theories Of Justice, Jenny E. Carroll Jan 1997

Images Of Women And Capital Sentencing Among Female Offenders: Exploring The Outer Limits Of The Eighth Amendment And Articulated Theories Of Justice, Jenny E. Carroll

Faculty Scholarship

This Note explores the effect on women of this process of demarcating boundaries of unacceptable behavior within the context of a capital punishment system. Additionally, this Note explores the Eighth Amendment implications of these boundaries within capital jurisprudence. Part I examines the two most prominent theories put forth by feminist scholars to explain sentencing patterns among female capital offenders-the "chivalry theory" and the "evil woman" theory. These theories attempt to account for both the limited use of the death penalty for women and the presence of certain women on death row. In Part II, this Note considers the limited empirical …

The Charter And Anglophone Legal Theory, Part I, Richard F. Devlin Frsc Jan 1997

The Charter And Anglophone Legal Theory, Part I, Richard F. Devlin Frsc

Articles, Book Chapters, & Popular Press

The Canadian Charter of Rights and Freedoms has generated not only new terrain over which discursive positions are mobilized, but it has catalysed theoretical reflection about law, society, state, and the self. Examining the implications of the Charter for Anglophone legal theory, the author conducts both a qualitative and quantitative survey of jurisprudential work on the Charter and concludes that the Charter's impact on legal theory has been significant. The Charter has prompted expansion of the range of interdisciplinary influences, contextualized theoretical reflection, and made jurisprudence more engaged with and relevant to Canadian social life. The Charter also has facilitated …

Mental Illness, Physical Illness, And The Legalization Of Physician-Assisted Suicide, Ellen H. Moskowitz Jan 1997

Mental Illness, Physical Illness, And The Legalization Of Physician-Assisted Suicide, Ellen H. Moskowitz

Fordham Urban Law Journal

This Article explores the oftentimes mistaken notion that we can realistically identify severely ill individuals seeking physician-suicide who do so willingly, knowingly, and voluntarily. Medical science and medical practice support this proposition. To date, there exists no sound clinical basis for distinguishing suicidal patients with terminal conditions from suicidal patients without terminal conditions. Thus, it is a mistake to posit a reasonably identifiable patient population od adults with terminal diagnosis who can provide informed, voluntary consent to prescription lethal drugs. In practice, the medical community has failed to indentify and treat suicidal disorders. This Article concludes that suicide, including suicide …

Physician-Assisted Suicide: An Anthropological Perspective, Cheryl Mwaria Jan 1997

Physician-Assisted Suicide: An Anthropological Perspective, Cheryl Mwaria

Fordham Urban Law Journal

In considering physician-assisted suicide, the real challenge lies in understanding the nature of culture itself. Missing from the debate is a discussion of the social consequences of hidden expectations and obligations with respect to access to health care, allocation of resources, terminal and chronic illness, disability, difference, suffering, and the nature of death itself. Part I explores the hidden dimensions of culture that operate at the level of the unconscious. In order to examine the ways in which our cultural expectations are likely to change with the legalization of physician-assisted suicide and active euthanasia it is imperative that we consider …

Learning, Working, Managing, Sharing: The New Paradigm Of The Learning Organization, Barry Sugarman Jan 1997

Learning, Working, Managing, Sharing: The New Paradigm Of The Learning Organization, Barry Sugarman

Journal of Pedagogy, Pluralism, and Practice

This essay examines the idea of the "Learning Organization" and some implications of its challenge to the long-dominant "Bureaucratic" paradigm. The central thesis of the L.O. paradigm holds (1) that a key success factor for any organization in the age of global competition is its ability to innovate continuously, appropriately, and faster than its rivals., and (2) that that can only happen through releasing the untapped capabilities of all its employees. Hence the key to successful organizations lies not in the areas of better control by managers but in the areas of better learning by all workers (including managers) -- …

Escaping Poverty & Becoming Self-Sufficient, Richard K. Caputo Jan 1997

Escaping Poverty & Becoming Self-Sufficient, Richard K. Caputo

The Journal of Sociology & Social Welfare

Using logistic regression analysis on data from the National Longitudinal Survey of Youth, this study found that sociodemographic factors were far more influential in determining escape from poverty and becoming self sufficient than social psychological factors. The number of years respondents lived in poverty was the best predictor of escaping poverty, while the number of years respondents made use of public assistance programs was the best predictor of becoming self-sufficient. Marital status and change in the number of hours worked influenced the prospect for escaping poverty, though not becoming self-sufficient. Implications regarding the changing philosophy of social welfare from income …

Creating A Culturally Relevant Environment For The African American Learner In The Foreign Language Classroom, Aleidine Kramer Moeller, Mary Ashcraft Jan 1997

Creating A Culturally Relevant Environment For The African American Learner In The Foreign Language Classroom, Aleidine Kramer Moeller, Mary Ashcraft

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Several developments have transformed the way the foreign language classroom looks, the role the teacher and the learner assume, and the approaches and strategies we use to teach and learn second languages. These changes stem from fundamental gains in the knowledge base of how second languages are acquired and learned as well as experimental inquiry into a variety of educational innovations such as cooperative learning, multiple intelligences, and the integration of technology into the classroom. Qualitative, quantitative, and action research have provided the foreign language profession evidence upon which to make informed decisions to build a classroom environment designed to …

An Ethnographic Study Of The Qualities And Characteristics Of Democratic Elementary Classrooms Which Motivate Students To Civically Participate, Kathryn M. Obenchain

Thesis, Dissertations, Student Creative Activity, and Scholarship

This study described two self-contained, upper elementary, democratic classrooms in order to determine if there were specific qualities and characteristics in these classrooms which would motivate students to be more participatory citizens. The two classrooms were ethnically and geographically diverse, one in Southern California and the other in the Midwest. The participating teachers expressed a commitment to citizenship education and it had been determined that democratic elements were present in their classrooms. The study was based in the theoretical frameworks of constructivism and interpretivism, and an ethnographic methodology was utilized to describe the classroom environment. Analyses of the data were …

Out Yet Unseen: A Racial Critique Of Gay And Lesbian Legal Theory And Political Discourse, Darren L. Hutchinson Jan 1997

Out Yet Unseen: A Racial Critique Of Gay And Lesbian Legal Theory And Political Discourse, Darren L. Hutchinson

Faculty Articles

The symbolic meaning of the phrase "tongues untied" has grown to identify a small, yet expanding, cultural, intellectual, and artistic "movement" aimed at revealing - or ending the silence around - the interactions of race, class, gender, and sexuality, what one participant in the movement described as "the transformation of silence into language and action." The work of this movement contrasts starkly with that of the "dominant" gay and lesbian culture and scholarship, where issues of racial and class subordination are neglected or rejected and where a universal gay and lesbian experience is assumed. The work of this movement highlights …

Creating Community For Responsible Change, Michael D. Blackwell Jan 1997

Creating Community For Responsible Change, Michael D. Blackwell

Institute for Educational Leadership Monograph Series

Building community is very hard work, and it must be done with sincere, persistent, and concerted effort. My bias is toward a critical cultural pluralism wherein people seek to accept others as human beings without relinquishing the necessity of simultaneously evaluating one's own perspectives as well as others'. In this paper, I move from a clarification of fundamental definitions, to a delineation of the requisite elements, to forging the best possible society -- a community of total participation and humane partnership.

Welfare Reform: An Historical Overview, Richard K. Caputo Jan 1997

Welfare Reform: An Historical Overview, Richard K. Caputo

Richmond Public Interest Law Review

This essay provides an historical overview of welfare reform efforts prior to enactment of The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 by the 104th Congress. The author argues that the 1996 Act reaffirmed the labor market as the major arbiter of economic well-being of American citizens. In so doing, passage of the Act signified the formal end of income maintenance for able-bodied parents and released the federal government from assuming major responsibility for reducing poverty per se.
