Bovine Mastitis Pathogens In New York Andpennsylvania: Prevalence And Effects On Somatic Cell Count And Milk Production, David J. Wilson, R. N. Gonzalez, H. H. Das

Animal, Dairy, and Veterinary Science Faculty Publications

Milk samples were collected from 108,312 dairy cows during 1601 farm visits made between January 1991 and June 1995. The herd visits were made by personnel from the Central Laboratory of the Quality Milk Promotion Services at Cornell University (Ithaca, NY) to farms located in central New York and northern Pennsylvania. Dairy Herd Improvement Association records were available for 32,978 cows in 327 herds. Intramammary infections, as defined by positive milk cultures, were present in 48.5% of all cows and in 36.3% of cows in herds enrolled in the Dairy Herd Improvement Association. Over 75% of the intramammary infections were …

Animal, Dairy, and Veterinary Science Faculty Publications

A series of germanium- or silicon-centred heteropolytungstates (polyoxometalates) with the Barrel, Keggin or double Keggin structure were evaluated in vitro for their effects against influenza A (IV-A) and B (IV-B) viruses. Their 50% effective concentrations (EC50) against recent isolates of IV-A (H1 N1 ) and IV-B ranged from 0.1 to 7.8 μM; against IV-A (H3N2), the EC50 concentrations were often 10-fold higher. Recent clinical isolates of IV-A were generally more susceptible to these antiviral effects than older, laboratory-adapted strains. These experiments used inhibition of viral CPE in MDCK cells as determined microscopically and by Neutral Red (NR) …

The Pluralist Game: Francis Canavan On Law, Public Morality, And Pluralism In Contemporary America, Gerard V. Bradley Jan 1997

The Pluralist Game: Francis Canavan On Law, Public Morality, And Pluralism In Contemporary America, Gerard V. Bradley

Journal Articles

You may have heard Hadley Arkes's charge — always made in good-natured friendship — that Father Richard John Neuhaus owes him royalties for the title of Neuhaus's wonderful monthly, First Things. After all, Arkes's book of the same name came out first. Father Neuhaus read it and liked it, and, voila, shortly thereafter the magazine appeared. Arkes has a good circumstantial case.

You probably know that one of Father Neuhaus's books is called The Catholic Moment. His thesis is that late twentieth century Americans are living through a "crisis of unbelief." The Roman Catholic Church, Neuhaus argues, can and should …

Transitional Justice In Eastern Germany, Donald P. Kommers Jan 1997

Transitional Justice In Eastern Germany, Donald P. Kommers

Journal Articles

On October 3, 1990, the German Democratic Republic (GDR) ceased to exist. On that celebrated day of German unity, the GDR incorporated itself into the legal and political system of the Federal Republic of Germany (FRG). Economic and social union had taken place a few months earlier.' After 40 years, a people who had become accustomed to central planning, full employment, and state ownership of almost everything suddenly found themselves compacted into a profit-driven market economy rooted in private ownership. Equally swift was the legal revolution, for Unity Day witnessed the toppling of the GDR's judicial system, along with its …

Congressional Control Over Federal Court Jurisdiction: A Defense Of The Traditional View, Julian Velasco Jan 1997

Congressional Control Over Federal Court Jurisdiction: A Defense Of The Traditional View, Julian Velasco

Journal Articles

The extent of Congress's authority to control the jurisdiction of the federal courts has been the subject of unending academic debate. The orthodox view long has been that Congress possesses nearly plenary authority to restrict federal court jurisdiction. There has been no shortage, however, of commentators who have taken exception to that view. The heart of the debate lies in whether Congress is authorized to remove specific subjects from the jurisdiction of federal courts when motivated by hostility to their substantive decisions. According to the traditional view, Congress is free to use its power in this manner. While most traditionalists …

Why Chinese Wildlife Disappears As Cites Spreads, John Copeland Nagle Jan 1997

Why Chinese Wildlife Disappears As Cites Spreads, John Copeland Nagle

Journal Articles

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) proves that popularity does not assure success. CITES is one of the oldest and most popular international environmental treaties. Yet after twenty-three years and the approval of over 125 nations, wildlife continues to become extinct and endangered at an unhindered rate. Why?

The explanation for this paradox can be found by comparing the state of wildlife in China and the United States. Both countries are parties to CITES. Their efforts to enforce CITES are very different, but they both reveal the limitations of the current treaty …

Regulating The Use Of Force In The 21st Century: The Continuing Importance Of State Autonomy, Mary Ellen O'Connell Jan 1997

Regulating The Use Of Force In The 21st Century: The Continuing Importance Of State Autonomy, Mary Ellen O'Connell

Journal Articles

The most important, and certainly the most ambitious, modification of international law in this century has been the outlawing of the use of force to settle international disputes. The definitive prohibition on the use of force came with the adoption of the United Nations Charter and, in particular, Charter article 2(4).

For a short while, from 1991 until 1994, it appeared that a majority of Security Council members had re-interpreted the Charter's order of priorities. To some, it seemed that the Council had placed such values as human rights, self-determination, and even democracy above the value of peace through respect …

On Living One Way In Town And Another Way At Home, Thomas L. Shaffer Jan 1997

On Living One Way In Town And Another Way At Home, Thomas L. Shaffer

Journal Articles

The title of this Lecture is from Harper Lee's novel To Kill a Mockingbird. The occasion for the proposition is when the smalltown southern gentleman-lawyer Atticus Finch is given an opportunity to lie to protect his son from harm. He refuses. He says that the most important thing he has for his son is not protection but integrity. He says, "I can't live one way in town and another way in my home. "

The separation of town from home is an old one in the history of lawyers in America. When you trace the nineteenth-century development of legal ethics, …

Reviving Jacob And Youngs, Inc. V. Kent: Material Breach Doctrine Reconsidered, Amy B. Cohen Jan 1997

Reviving Jacob And Youngs, Inc. V. Kent: Material Breach Doctrine Reconsidered, Amy B. Cohen

Faculty Scholarship

Determining whether a material breach has occurred under current law involves a weighing of several factors, a determination that often seems either completely without logic or precision, or self-evident and conclusory. Thus, parties are left not knowing what to do and what risks they may be assuming. The problem with the current application of material breach doctrine is in large part a result of an absence of focus. The courts apply the test without articulating any foundation or context on which it is based. The law in this area could be much improved if courts would return to Judge Cardozo's …

Leadership From The Perspectives Of Filipino-Americans: A Delphi Study, Pablo J. Mendoza Edd Jan 1997

Leadership From The Perspectives Of Filipino-Americans: A Delphi Study, Pablo J. Mendoza Edd

Dissertations

The majority of the texts and other materials on leadership have been written from the perspective of people from Western culture. A number of scholars have called attention to this lack of a more diverse literature, inquiring as to the reasons why academicians primarily offer leadership literature that has a predominantly Western culture perspective. Since social and political contexts represent diverse cultural views, leadership literature should also reflect that diversity. This issue is particularly important in the San Diego area for Filipino-Americans because of their increasing numbers and active participation in social and political endeavors. The absence of culturally and …

A Measure Of Perceived Power In Influencing Change Among Selected Education Participants In Alberta, Frederick Arnold Preston Edd Jan 1997

A Measure Of Perceived Power In Influencing Change Among Selected Education Participants In Alberta, Frederick Arnold Preston Edd

Dissertations

The educational landscape in the province of Alberta is undergoing change. The government's agenda includes changes in funding, reducing the number of school jurisdictions and local school boards, the provincial appointment of superintendents, increasing school-based decision making and accountability, and increasing parent, community, and business involvement in the delivery of education. It is expected that these changes will be completed during 1997. Considering the climate of change in Alberta education, it is of paramount importance that in the implementation process, participants in the change recognize their personal power to operationalize what is proposed. Government legislation can demand compliance, but without …

Managing Problems Caused By Urban Canada Geese, A. L. Gosser, Michael R. Conover, Terry A. Messmer Jan 1997

Managing Problems Caused By Urban Canada Geese, A. L. Gosser, Michael R. Conover, Terry A. Messmer

Wildland Resources Faculty Publications

Canada geese (Branta canadensis) started nesting in urban areas during the past 50 years. Today, most urban areas in the U. S. and Canada support breeding populations of these birds. Many of these resident goose populations are the result of a successful effort by fish and wildlife agencies to restore populations of giant Canada goose (Branta canadensis maxima), which is the largest of the 11 races of Canada geese. Their large body mass enables them to survive colder temperatures; thus, they tend to winter as far north as open water can be found.
