Comments From A United Kingdom Perspective, Anthony W. Bradley May 1997

Comments From A United Kingdom Perspective, Anthony W. Bradley

Cardozo Law Review

The given facts require us to consider whether Harmonia's National Brotherhood and Sisterhood Youth Organisation Act (the "Act") and action taken under it infringe the requirement that all legislation in Harmonia must conform with constitutional standards of liberty, equality, solidarity, and tolerance. Since judicial review of primary legislation is not possible under the unwritten constitution of the United Kingdom, British legal experience has nothing to say on the main issues of constitutionality.

Agnew Village, In The City Of Santa Clara: An Urban Outpost In Changing Times, Judith A. Silva May 1997

Agnew Village, In The City Of Santa Clara: An Urban Outpost In Changing Times, Judith A. Silva

Master's Projects

The purpose of this research paper Is to trace the evolution, changes events, and trends which have occurred within the City of Santa Clara’s Agnews Village neighborhood during the last century. Reviewed are the neighborhood’s housing submarket, population characteristics, services, future policy considerations, as well as proposed and future development in the surrounding areas. Unlike most neighborhoods, which are inextricably connected to the events, policies, and problems of a city, Agnew Village was linked to an institution (and at that, an insane asylum). The Village has experienced considerable change in its own unique way.

During the research of this topic, …

An Implementation Study Of Nonsecure Residential Juvenile Sex Offender Programs In Utah, Katrina Holgate Miller May 1997

An Implementation Study Of Nonsecure Residential Juvenile Sex Offender Programs In Utah, Katrina Holgate Miller

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

An inventory, the Juvenile Sex Offender Program Provider Implementation Tool (JSSOPIT), was constructed from guidelines stipulated by the Network on Juveniles Offending Sexually (NOJOS), Medicaid, and the Utah Department of Human Services. Seven nonsecure residential programs for juvenile sex offenders in Utah were evaluated with the JSSOPPIT for implementation in six areas: (a) target population, (b) intake criteria and procedures, (c) treatment constellation, (d) supervision, (e) aftercare, and (f) staff qualifications and training. Favorable implementation was found in several areas, including an appropriate risk level in the target population; youths' understanding of treatment goals, treatment regimen, and physical environment; and …

Undergraduate Honors Capstone Projects

On January 21, 1997, a public meeting was held to obtain comment on a draft version of a document entitled the Cache Metropolitan Area Transportation Plan. The document was prepared to address the transportation needs of the Logan Urbanized Area for the next twenty years. Since work began on the document in April 1996, it had undergone three stages in the form of working papers, which had been reviewed by several committees and published for public comment over the course of its development. The document was being developed under contract for the Cache Metropolitan Planning Organization by Leigh, Scott, …

Does The Violence Against Women Act Do Violence To The Limits Of Congressional Power?, Derek A. Kurtz May 1997

Does The Violence Against Women Act Do Violence To The Limits Of Congressional Power?, Derek A. Kurtz

San Diego Law Review

This Comment explores whether the Violence Against Women Act, passed in 1994, is a legitimate act of Congress under the U.S. Constitution. Congress relied on its commerce power in order to enact this interstate domestic violence law. Congress also relied on its power under Section 5 of the Fourteenth Amendment to enact the civil rights cause of action for victims of gender-motivated violence. This Comment discusses Congress' commerce power in light of United States v. Lopez, decided in June 1995. It also discusses whether Congress allowed equal protection under the law with regard to the civil rights cause of action …

Paper Session I-A - The Year 2000 Problem, Ellen P. Prince Apr 1997

Paper Session I-A - The Year 2000 Problem, Ellen P. Prince

Space Congress® Proceedings

It has been called the “Millennium Time Bomb, Doomsday 2000, the Double-Naught Disaster” and a multitude of other catchy titles. A quote from Harris N. Miller, President of the Information Technology Association of America (ITAA) states: “The Year 2000 software conversion is arguably the largest and most complex global information management challenge society has ever faced”. What exactly is the Year 2000 problem?

The year 2000 problem stems from the common use of two digit year indicators in many software, hardware and firmware installations, which will cause systems to recognize the ‘00’ in 2000 as 1900 or some other random …

Correctional Institution Response To Deviant Behavior: An Evaluation Of Correctional Institution Rehabilitation Treatment Programs, Catherine A. Stillman Apr 1997

Correctional Institution Response To Deviant Behavior: An Evaluation Of Correctional Institution Rehabilitation Treatment Programs, Catherine A. Stillman

Theses & Honors Papers

There have been countless studies on criminals, treatment and recidivism, however, there is still no simple solution. The treatment programs at Dillwyn Correctional Center were design and taught by the Correctional Institution Rehabilitation Counselors. These treatment programs were enacted in hopes of aiding the offender in leading a crime free life in the future. Theorist Sutherland and Gillin both submit that it is possible for a convict to be reformed through a process of interaction with the do-gooders of society and a regime of work and education to be reborn as a lawful individual. Therefore, the treatment programs enacted at …
