Using Market-Based Spectrum Policy To Promote The Public Interest, Gregory L. Rosston, Jeffrey S. Steinberg
Using Market-Based Spectrum Policy To Promote The Public Interest, Gregory L. Rosston, Jeffrey S. Steinberg
Federal Communications Law Journal
With the increasing demand for spectrum to accommodate emerging technologies, and the discovery that higher frequencies are usable, the FCC has replaced its reliance on administrative mechanisms for allocating spectrum with a more flexible, market-based approach. The FCC can best accomplish its mission of promoting the public interest by continuing to rely on competitive market forces and by establishing a clear and consistent paradigm for approaching allocation, assignment, usage, and other policies. Such a paradigm envisions an FCC that would actively monitor spectrum to remedy situations in which it is not used to its full value; establish mechanisms to reduce …
Section 254 Of The Telecommunications Act Of 1996: A Hidden Tax?, Nichole L. Millard
Section 254 Of The Telecommunications Act Of 1996: A Hidden Tax?, Nichole L. Millard
Federal Communications Law Journal
Congress has the sole power to levy and collect taxes. The Supreme Court has ruled that Congress may delegate this authority to administrative agencies so long as the will of Congress is clearly defined in the legislation. However, section 254 of the Telecommunications Act of 1996 operates as an unconstitutional delegation of Congress' authority to tax. This legislation provides the FCC with unfettered discretion in defining the boundaries of universal service and the authority to mandate that all consumers of telecommunications services subsidize the cost for low-income and rural consumers, as well as schools, libraries, and health care providers.
Motor Vehicles And Traffic Drivers' Licenses: Comply With The Provisions Of The Federal Driver's Privacy Protection Act; Provide Strict Guidelines For The Release Of Personal Information From Drivers' Licenses And Other Records Of The Department Of Public Safety, W. Kent Davis
Georgia State University Law Review
The Act implements provisions of the federal Driver's Privacy Protection Act. The Act goes beyond the provisions of the federal Act in many respects, however. It lays strict guidelines for the release of information held by the Department of Public Safety, delineating the parties to whom this information can be released and under what circumstances. The Act also ensures that records of such releases are maintained by the Department and made available to the individual who is the subject of the release.

The Impact Of Service-Learning On Participants In Community-Based Organizations, Kay S. Bailey
The Impact Of Service-Learning On Participants In Community-Based Organizations, Kay S. Bailey
Thesis, Dissertations, Student Creative Activity, and Scholarship
Research questions examined variables addressing the impact of service-learning on participants in community-based organizations during the 1997 summer session. The researcher set out to determine whether young people engaged in service-learning programs were likely to be involved in other service organizations, whether they are likely to continue to enroll in service-learning programs, likely to be committed to participation in voluntary service as adults, whether they value their service-learning experience, see value to themselves and to the community, and if differences exist by ethnicity and gender.
A survey instrument was mailed to the six program coordinators in the study for administration …

A Measurement Of Total Quality Management In Selected North Carolina Community Colleges, Gene C. Couch
Electronic Theses and Dissertations
Many of the colleges in the North Carolina Community College System have embarked on a "quality" journey to continuously improve the educational programs and services that they provide to their communities. The primary focus of this study was to determine the level of Total Quality Management (TQM) principles implemented in selected North Carolina community colleges and to determine if there was a difference in the perception of its implementation between administrators and faculty. Additionally, this study examined the influence of the following variables on the implementation of TQM in selected North Carolina community colleges: personal factors (age, gender, ethnicity, and …
