This thesis examines community radio in Western Australia and its relationship to "the public sphere". The public sphere is that field in which private. persons interact with other private. persons and in so doing construct a 11public". Public opinion is formed through this interaction in the public sphere. The media provide a major part of that interaction. Moreover, the media determine which voices are privileged within the communicative sphere. Drawing from Jurgen Habennas I explore theories of the public sphere arguing that community radio constructs a new form of public sphere in contemporary culture. Ross River virus is one of the most severe communicable diseases in Australia. During the 1995/96 outbreak of Ross River virus in south-western Australia, over 1 ,300 human cases were reported. Since the symptoms of the disease are sometimes too weak to be diagnosed, it is important to determine the number of humans who actually contracted the virus during outbreaks. To do this, several mathematical models with different hypotheses are constructed and analysed mathematically. The threshold mathematical conditions of these models suggest that as well as the size of the vector mosquito population, the population size and length of viraemia …

The objective of this thesis was to design and build a work cell that utilized a robotic vision system to assemble a micro motor. The work cell design consisted of an Adept SCARA robot with a vision system, end-of-arm tooling, and a combination work surface/ lighting system. On-screen vision tools were applied to images of the parts, both binary and gray scale, to assist in accurate part recognition. Using these images, retained by the vision system as reference, the robotic vision software was programmed to enable the robot to pick up the various parts in random positions within the cell …

Recent theories of interest group behavior have attempted to gain an understanding of how these groups mobilize for political action. However, these theories have led to account for a crucial aspect of public interest groups, a particularly important segment of the interest group universe. In both academic and legislative circles, risk assessment reform is currently a hot topic. In the last decade, scholars have increasingly criticized the risk assessment procedures which administrative agencies employ to protect the public from environmental and health risks. Critics have pointed to several flaws in the current system, calling it inconsistent, undemocratic, overly decentralized, excessively rigid and unjustifiably conservative. To deal with these problems, scholars have proposed a variety of solutions. Peter Huber has urged agencies to assess risk less conservatively in order to save society from "second best" technology. The role of Ramsey Numbers is to quantify some of the general existential theorems in Ramsey Theory. Factoring Integers Defined By Second And Third Order Recurrence Relations, Kirk Ocke

Factoring the first two-hundred and fifty Fibonacci numbers using just trial division would take an unreasonable amount of time. Instead the problem must be attacked using modern factorization algorithms. We look not only at the Fibonacci numbers, but also at factoring integers defined by other second and third order recurrence relations. Specifically we include the Fibonacci, Tribonacci and Lucas numbers. We have verified the known factorizations of first 382 Fibonacci numbers and the first 185 Lucas numbers, we also completely factored the first 311 Tribonacci numbers.

The purpose of this study was to determine whether or not father involvement in child care has an effect on preschool behavior. Data were provided by a kindergarten readiness study conducted by the Primary Mental Health Project (PMHP) in Rochester, New York. Participants voluntarily completed background questionnaires including an item regarding the degree of father involvement in care of the children. A randomly-selected sample of 121 four- and five-year-old urban preschool children (61 males, 60 females) with low to high father involvement were rated on five behaviors and five social competencies by their teachers using the Teacher-Child Rating Scale, the …

This thesis explores new modifications to the successful LLL approach to solving the Subset Sum problem. This work is an optimization of the matrix representation of an instance. Traditionally, the basis matrix contained only one column with set elements and the sum. In this thesis we suggest having several data columns (thus introducing multidimensionality). This allows us to reduce the size of coulmn entries which changes the complexity of the problem. Splitting the data into multiple columns greatly simplifies the task of solving the Subset Sum problem. However, other problems arise when we try to generate multiple columns. Here we …

This thesis investigates the plausibility of designing and developing a versatile, reusable, high speed interface for custom computing applications, based on the Peripheral Component Interface (PCI) Bus. A PCI I/O board was developed, utilizing mainly Complex Programmable Logic Devices (CPLD's), which included a custom Direct Memory Access (DMA) Controller to take advantage of the unique feature set of the PCI bus. The arbitration mechanisms and performance characteristics of the PCI bus are taken advantage of in order to achieve a maximum burst throughput rate of 66 Megabytes per second. Production processes for packaging components frequently are subject to variation that can result in the manufacture of unusable components. Significant exposure to both the component supplier and the customer is incurred when the production process capability is not established prior to the start of production. "Application of Statistical Techniques in the Evaluation of Packaging Processes" presents a program of statistical tests for problem resolution as well as for the qualification of a new process. Comparison Of An Incline Impact Table To Horizontal Impact Table As Used In Representing Pallet Marshaling, Amanda Hoffnung

This study compared horizontal impact tables to incline impact tables . The hypothesis is that both tables could achieve the same resultant impact. This study proved that this is possible. However, the initial speed at which the table is set, and the type of programmers used on each table effected the resultant impact. A number of trial runs with setting adjustments were necessary before a three mile-per-hour resultant impact was achieved. Once this setting was achieved to create the proper impact, both tables were within a 5% error when thirty consecutive impacts were produced on each table. Reproducibility was achieved …

This article will examine the relationship of property interests to First Amendment exercise, and in particular the Supreme Court’s treatment of the ways property interests might interact with First Amendment rights. Although where appropriate it will emphasize the increased attention to property interests in recent years, the article’s primary intent is to more broadly examine the types of property-speech relationships that have arisen and how the Court has viewed property values in those various contexts. Civil litigation reform to reduce frivolous civil lawsuits was a hot topic in the most recent Presidential debates. It has stirred much recent interest and action in state and federal legislatures. Some new developments involve special pleading norms. Lawmakers will likely debate and implement new special pleading requirements in coming years, often involving certificates of merit. Such certificates are now required for most or some professional malpractice claims in several states. Illinois adopted a certificate of merit standard for product liability actions, while certificates of merit for certain childhood sexual abuse claims are necessary in both California and Louisiana. Opportunistic Downsizing Of Aging Workers: The 1990'S Version Of Age And Pension Discrimination In Employment, Gary Minda

In the last decade, "downsizings," or strategic mass layoffs, have swept corporate America. In order to obtain a more desirable short-term costs-to-income ratio for their quarterly reports, corporations large and small have liberally cut their work forces. This trend has dramatically shaken the traditional de facto work relationship contract between employers and long-term employees. Employees can no longer count on stable work relationships with their employers, nor can they be secure in receiving promised pension benefits after many years of work.

None have been more affected by this business strategy than older workers. Corporations tend to "downsize" older employees because …

Identifying The Role Of Social Norms In Mediation: A Multiple Model Approach, Ellen A. Waldman

Mediation plays an ever-increasing role in a variety of dispute contexts. Once primarily limited to labor or neighborhood conflicts, the mediation process is currently being used to resolve environmental, personal injury, securities, and bioethics disputes. This movement into new areas has sparked modifications and innovations in traditional mediation practice. In this Article, Professor Waldman argues that changes in mediation practice require a revamping of mediation theory. She argues that mediation encompasses three separate, but related, procedural models that can be distinguished by their divergent treatment of social norms. She terms these models "norm-generating," "norm-educating," and "normadvocating."

The international intellectual property system founded on the Paris and Berne Conventions in the late nineteenth century has been dominated by the patent and copyright paradigms, which articulate the legal protection of technological inventions and of literary and artistic works, respectively. Although this patent-copyright dichotomy was never as strictly observed abroad as in the United States, it nonetheless charted a relatively clear theoretical line of demarcation between legal incentives to create and the public interest in free competition.
