The Committee On The Regions And The Role Of Regional Governments In The European Union, Naomi Roht-Arriaza

UC Law SF International Law Review

The process of European integration has been accompanied by a movement towards decentralization and devolution of power in many states within the European Union (EU). Subnational governments like L.nder, regions, or autonomous communities are seeking increased participation in the design and implementation of EU policies and in EU-level institutions. This Article explores the role of regions within the EU. It considers why subnational governments have assumed a growing role in European affairs, summarizes the mechanisms available in the most decentralized states for subnational input into EU policy formulation and implementation. Bright, Common Nails: A Collection Of Stories, William Mark Poteet

Theses, Dissertations and Capstones

Harold Smartwell heard the car coming up the road a long time before he saw it. He could hear its rubber tires popping the loose gravel that served to pave the road. Taking a long drink from the Coca Cola bottle he was holding, he squinted down the road toward the setting sun. Maybe somebody he knew was heading toward home, maybe a ride into Cleecey. Harold had promised his mother that he would make it home from the movies before dark, but in early July, dark didn’t come until late. Even if he didn’t get home before nightfall, he …

The Problematics Of Moral And Legal Theory, Richard A. Posner Jan 1997

The Problematics Of Moral And Legal Theory, Richard A. Posner

Articles

In these Holmes Lectures, delivered a century after the publication of Oliver Wendell Holmes's great essay The Path of the Law, Judge Posner argues for an essentially Holmesian conception of the proper relations among modern normative moral philosophy ("academic moralism"), morality, and law. Academic moralism, he argues, lacks either the intellectual cogency or the emotional power to change people's beliefs or behavior; the power to do so resides in "moral entrepreneurs," which academic moralists emphatically are not. Academic moralism's lack of cogency disqualifies it to guide judicial decisionmaking even - in fact, especially - in cases involving controversial moral issues, …

The term self-determination still teeters on the borders of evolving legal precept, expression of political will, and universal human aspiration. The concept never quite settles down into a black letter law pronouncement or a clearly understood political dynamic.

Elements Of A First Grade Writing Program, Julie Laree Fry Jan 1997

Elements Of A First Grade Writing Program, Julie Laree Fry

All Graduate Projects

Literature regarding the early developmental processes of (1) writing, (2) spelling, and (3) phonemic awareness for children between the ages of five and seven were reviewed. The literature stated that all three of these processes develop simultaneously through a series of very specific stages. Writing in kindergarten and first grade needs to be practiced daily and treated like a free activity without restriction of copious spelling rules. It was further regarded that spelling should be considered a life long evolving skill that should not stifle the early writer. A program to guide teachers as they help first grade children to …

Development Of An Effective Spelling Curriculum To Be Implemented In A First-Third Grade Classroom, Katherine Marie Richardson Jan 1997

Development Of An Effective Spelling Curriculum To Be Implemented In A First-Third Grade Classroom, Katherine Marie Richardson

All Graduate Projects

Spelling is a frequently investigated curriculum area. There has been extensive research in the last century concerning various instructional procedures for the acquisition of spelling skills. Many research-based principles of effective spelling instruction have emerged from one of two contrasting models for the development of spelling competence. Traditionally, spelling has been taught with textbooks from spelling series. Students followed a structured program with the goal of learning to spell the list words. Advocates for spelling reform suggest spelling instruction should be based on the understanding of the developmental nature of the child. This project report provides guidelines for implementing a …

Mapping Literacy Achievement: Results Of The 1996 National School English Literacy Survey: Incorporating A Report On The Survey Principles, Procedures And Findings, Geoff N. Masters, Margaret Forster

Monitoring Learning

The national school English literacy survey conducted in 1996 provides the most comprehensive picture yet developed of the literacy achievements of Year 3 and Year 5 students in Australian schools. The most significant finding of the survey is the wide range of literacy achievement among Australian children. The top ten per cent of students in each year are working about five year levels ahead of the bottom ten per cent. This range indicates the complexity of the teacher's task in providing appropriate learning opportunities for all students, and the need for schools to reflect on the implications of this range …

Community Versus Assimilation: A Study In American Assimilation At Saint Joseph's Indian Industrial School, Sarah Shillinger

Ethnic Studies Review

No govemment policy has had more of an impact on American Indians than the boarding school movement of the early to mid-twentieth century. This movement isolated American Indian children from their homes and communities and attempted to assimilate them into European-American society. This article studies the effects of this policy on children at the Saint Joseph's Indian Industrial School in Wisconsin. It uses oral history to recapture the voices and experiences of teachers and students. The use of oral history allows a comprehensive understanding of the cultural, social and academic atmosphere of the school.
