Saint Or Sinner: The Construction Of The Hillary Rodham Clinton Myth, 1992-1996, Susanna Montezemolo Jan 1997

Saint Or Sinner: The Construction Of The Hillary Rodham Clinton Myth, 1992-1996, Susanna Montezemolo

Senior Scholar Papers

This paper examines the "saint or sinner" Hillary Rodham Clinton myth and its implications. I am not concerned with ascertaining the "truth" about Mrs. Clinton in the way that the truth is conventionally defined. In fact, such would be impossible, since very few Americans know HRC personally, and the media only provide an interpretation of the "truth." Rather, this paper is concerned with examining the meaning of the saint/sinner dichotomy in American society. It examines the development of the myth in the 1992 campaign, the failed health-care initiative, the Whitewater affair and other "Clinton scandals," and in the Clintons' marriage. …

Fourmile Timber Sale Final Environmental Impact Statement, United States Forest Service

Final Environmental Impact Statements (ID)

This Final Environmental Impact Statement documents the analysis of four alternatives, including a "no action" alternative, that were developed for the proposed Fourmile timber sale. The sale area is on the New Meadows Ranger District of the Payette National Forest. The alternatives respond differently to the major issues and resources that were identified for this project. The purpose of the project is to improve the silvicultural conditions of timber stands in the area. Harvest emphasis to accomplish this would include removing dead, dying, and high-risk trees to improve the long term health and vigor of timber stands.

Targeting Families To Receive Intensive Family Preservation Services: Assessing The Use Of Imminent Risk Of Placement As A Service Criterion, Elaine Walton, Ramona W. Denby

Journal of Family Strengths

The process for targeting families to receive intensive family preservation services was examined for 71 child welfare agencies in the United States. The focus of this exploratory/descriptive study was the concept of imminent risk of placement as a criterion for providing services. Findings indicated that agencies had difficulty defining imminent risk and were unable to successfully restrict services to imminent risk cases. Several factors besides imminent risk were identified in relation to the targeting process.

Lavinia Dock: Adams County Suffragette, Mary Lou Schwartz Jan 1997

Lavinia Dock: Adams County Suffragette, Mary Lou Schwartz

Adams County History

In the aftermath of the anniversary celebrations held to commemorate women's right to vote, it is fitting to remember an Adams county resident who figured prominently in the most militant phase of the suffrage campaign-Lavinia Lloyd Dock.

Lavinia Dock was born February 26, 1858, the second child of Gilliard and Lavinia Lloyd Bombaugh Dock. Gilliard, who had attended Gettysburg College, was a well-to-do engineer and machinist. Both parents were liberal in their views. Lavinia said that "Father had some whimsical masculine prejudices, but Mother was broad on all subjects and very tolerant and charitable towards persons." Although the family, eventually …

Health Care Fraud And Abuse: New Weapons, New Penalties, And New Fears For Providers Created By The Health Insurance Protability And Accountability Act Of 1996 ("Hipaa"), Colleen M. Faddick

Annals of Health Law and Life Sciences

The Health Insurance Portability and Accountability Act of 1996 may well be the most significant increase ever in the federal government's health care fraud and abuse enforcement authority. This new authority coupled with increased scrutiny of the health care industry generally creates a compelling incentive for health care facilities to develop corporate compliance programs.

The Role Of The Federal Government In Ensuring Quality Of Care In Long-Term Care Facilities, David R. Hoffman Jan 1997

The Role Of The Federal Government In Ensuring Quality Of Care In Long-Term Care Facilities, David R. Hoffman

Annals of Health Law and Life Sciences

Quality of care is a concept most important to our vulnerable populations, including the elderly. When the government pays for nursing care for the elderly, it expects that it is paying for quality care. When the quality is substandard, as it was with Tucker House II, the government can and will use the False Claims Act to recover monies paid.

Environmental Malthusianism: Integrating Population And Environmental Policy, Robert M. Hardaway Jan 1997

Environmental Malthusianism: Integrating Population And Environmental Policy, Robert M. Hardaway

Sturm College of Law: Faculty Scholarship

In his Article, Professor Hardaway argues that while Thomas Malthus may have been incorrect in his assertion that the growing population would deplete food supplies causing starvation and disease, Malthus accurately assessed the environmental impact of population. Professor Hardaway argues that overpopulation depletes natural resources and degrades the environment. He urges environmentalists to focus on population growth, rather than short term and remedial solutions, to solve environmental problems. In order to focus on population growth, society must face tough issues such as abortion, family planning, immigration, and economic growth policies.

Time To Pay Up: Internet Service Providers' Universal Service Obligations Under The Telecommunications Act Of 1996, 16 J. Marshall J. Computer & Info. L. 37 (1997), Jamie N. Nafziger Jan 1997

Time To Pay Up: Internet Service Providers' Universal Service Obligations Under The Telecommunications Act Of 1996, 16 J. Marshall J. Computer & Info. L. 37 (1997), Jamie N. Nafziger

UIC John Marshall Journal of Information Technology & Privacy Law

Universal Service was originally set-up to provide everyone with telephone service -- regardless of their ability to pay. Telephone service is considered vital to health, public safety, governmental involvement, ability to obtain jobs, and to the building of community. Universal Service was paid for through cross-subsidies: businesses were charged more; all customers, regardless of locale were charged the same rate; long distance rates were artificially high and local calls were priced artificially low; phone costs were kept to a nationwide average. In 1982, the divestment of what had been a monopoly, Bell Telephone, was final. In order to continue support …

Electronic Commerce On The Internet: Legal Developments In Taiwan, 16 J. Marshall J. Computer & Info. L. 77 (1997), George C. C. Chen

UIC John Marshall Journal of Information Technology & Privacy Law

The purpose of this article is to share information about "outstanding legal issues" that Taiwan has experienced in its use of the Internet. It does through five topics. First, the issue of contracts is addressed using the present laws in Taiwan. Contracts are based on an "offer" by one party and "acceptance" of a second party. Digital products displayed on the Internet are said to constitute an offer when it bears a price, but a legal question arises out of how to constitute acceptance. Taiwan law looks to the law of the country where the offer was made to govern …

Commercialism And The Downfall Of Internet Self Governance: An Application Of Antitrust Law, 16 J. Marshall J. Computer & Info. L. 125 (1997), David A. Gottardo Jan 1997

Commercialism And The Downfall Of Internet Self Governance: An Application Of Antitrust Law, 16 J. Marshall J. Computer & Info. L. 125 (1997), David A. Gottardo

UIC John Marshall Journal of Information Technology & Privacy Law

This article discusses the proliferation of on-line commercialism on the Internet and the various problems related to the increase of commercialism. Spamming, which is defined as the distribution of large amounts of unsolicited information, has been the major form of commercialism and arguably the most problematic. The article emphasizes the attempts to reduce the problem of on-line commercialism through preventative measures, such as self-governance on the Internet. While the author states that self-governance may be a solution to the problem of excessive commercialism, he also states that self-governance may give rise to problems, such as intervention by the federal government …

Use Tax Collection On Internet Purchases: Should The Mail Order Industry Serve As A Model, 15 J. Marshall J. Computer & Info. L. 203 (1997), Steven J. Forte Jan 1997

Use Tax Collection On Internet Purchases: Should The Mail Order Industry Serve As A Model, 15 J. Marshall J. Computer & Info. L. 203 (1997), Steven J. Forte

UIC John Marshall Journal of Information Technology & Privacy Law

Federal intervention is necessary to grant states the authority to collect state sales and use tax from Internet vendors who sell goods within their boundaries but reside elsewhere. With such federal intervention, local retailers, who must charge state use and sales tax to their customers, can compete more fairly with Internet vendors. In addition, state governments can access a large and growing revenue source. Under the Commerce Clause of the United States Constitution, a vendor must have a physical presence on a state before a state can require the vendor to collect and remit sales and use tax. In addition, …
