When natural disasters, such as hurricanes, earthquakes and floods, occur, thousands of people can be left without homes, electrical power, communications, potable water, and food storage capabilities. Adequate electrical power is imperative for both disaster relief operations and community rebuilding. However, the disaster may have disrupted the commercial power supply to a community, requiring disaster relief agencies to rely on alternative sources of power. Photovoltaic-powered equipment provides electrical power which is renewable, quiet, and safe, and which can be used for many essentials of disaster relief efforts, such as refrigeration, communications and lighting. VCU Voice, 1988-1998
VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.

Facts: Petitioners, prisoners in a military prison, participated in a prison uprising allegedly motivated by deficient prison conditions. The military authorities negotiated with the inmates, who demanded improvements in prison conditions and a commitment from the authorities not to prosecute them. The military authorities agreed to this last condition. Despite this agreement, however, the inmates were prosecuted. Petitioners here contest this latter decision.
Held: The Court noted that precedents allow for the government to repudiate an agreement if such a step is dictated by the public interest. Such a decision must take all the relevant interests into account, including the …
