Language Literacy As A Socializing Agent For Hispanic Juvenile Offenders, Ángeles González-Aller Apr 1997

Language Literacy As A Socializing Agent For Hispanic Juvenile Offenders, Ángeles González-Aller

Leadership Studies Dissertations and Theses

This study explored the links between literacy and the school experiences of Hispanic Juvenile Offenders that may have led to their dropout and delinquent behavior. It examined language literacy in terms of its role in the socialization of these juveniles from their primary language and culture into a secondary language and culture. Literacy as used in this study is that defined by Freire (1988), Giroux (1993), and Macedo (1994). Literacy must be explored in terms of a critical literacy, which empowers individuals to make informed decisions over their own lives. In order for this to occur, individuals must possess a …

Unemployment Insurance Policy In New England: Background And Issues, Robert Tannenwald, Christopher J. O'Leary Apr 1997

Unemployment Insurance Policy In New England: Background And Issues, Robert Tannenwald, Christopher J. O'Leary

Upjohn Institute Working Papers

Most states have exhausted their unemployment insurance (UI) trust fund and borrowed from the federal government at least once during the past 35 years. Under such circumstances, states are required by law to raise UI taxes to replenish their trust funds and to pay off their debts to the federal government. Since higher UI taxes increase employer costs, replenishment forces states into a trade-off between economic competitiveness and trust fund adequacy. Competitive pressures have raised questions about prevailing standards of adequacy and the speed at which they should be attained. Consequently, several states are contemplating tax reductions despite low reserves. …

The problem of this study was to compare the basic crunch, Ab Roller Plus, EZ-Krunch, and Resist-A-Ball abdominal exercises. For the Resist-A-Ball, a beginner and advanced abdominal exercise were measured. Subjects performed 5 repetitions of each of the 5 exercises and the 4th repetition of each exercise was analyzed. Value Added Taxation In The States: The Challenges Ahead, Govind Rao, J V M Sarma Apr 1997

Value Added Taxation In The States: The Challenges Ahead, Govind Rao, J V M Sarma

Working Papers

The need for coordinated development of domestic trade taxes in Indian federal polity has shifted the focus to reforms in the States' sales tax systems. The detailed analysis has led to a concensus on the need to transform the prevailing sales taxes into a destination based consumption type value added tax. The attempts to reform the sales taxes, however, have not been always in the right direction and, in addition, have met with resistance from traders. Based on the experience gained so far, the paper attempts to set out the strategy and stages of reform towards evolving the value added …

Making A Difference Not Just Advancing To The Top And Surviving There: An Agenda For The Ambitious Manager, Lakshmanan Prasad Apr 1997

Making A Difference Not Just Advancing To The Top And Surviving There: An Agenda For The Ambitious Manager, Lakshmanan Prasad

Working Papers

What are the distinguishing characteristics of people who survive and prosper in organizations that are classifiable as political entourages? What is the "price" they pay for "success?" Why do the vast majority of subordinates meekly accept such horrendous work environments? How can senior executives aspiring to become transformational leaders rather than just office superintendents, usher in professional cultures within their organizations?

Women's, Men's And Children's Equalities: Some Reflections And Uncertainties, Nancy E. Dowd Apr 1997

Women's, Men's And Children's Equalities: Some Reflections And Uncertainties, Nancy E. Dowd

UF Law Faculty Publications

One of the most striking ideas that Edward J. McCaffery suggests in Taxing Women is that equality, of the right sort, must be thought of in gendered terms. We must relinquish the idea that we can find or declare some neutral principle that will achieve the goal of equality, particularly with respect to the relationship between work and family, because the social context makes it impossible. Rather, we need to devise gender-specific strategies to achieve equality, even if they are couched in gender-neutral language. In my recent work examining single parent families, I have come to much the same conclusion: …

The Evolution Of Entitlement: Retirement Income And The Problem Of Integrating Private Pensions And Social Security, Patricia E. Dilley Apr 1997

The Evolution Of Entitlement: Retirement Income And The Problem Of Integrating Private Pensions And Social Security, Patricia E. Dilley

UF Law Faculty Publications

There are clear distinctions between the legal relationships creating private pension entitlement and Social Security benefit entitlement. Nonetheless, an analysis of the function and context of retirement income rights reveals that the presumed gulf between public and private rights in this area is not nearly so wide as it may at first seem. In this Article I examine the historical roots and evolution of the American system of entitlement to old-age income security in order to understand why in one technical area--the integration of private pension plans with Social Security--workers' presumed entitlement to private pensions is less secure than their …

Feminism, Globalization And Culture: After Beijing, L. Amede Obiora Apr 1997

Feminism, Globalization And Culture: After Beijing, L. Amede Obiora

Indiana Journal of Global Legal Studies

In this article, Professor Obiora begins with the premise that the

credibility of traditional legal frameworks has eroded, because the law

remains unable to relieve the oppressions and polarization between cultures,

even in the wake of global institutional transformations that seem to help the

oppressed, particularly women. Professor Obiora offers the Beijing Platform

for Action as a radical new solution for human rights protection, radical in

that it is one of the first declaratives to transcend the previous dichotomy of

issues among women by expressing a commitment to a global framework in

which to address these issues, particularly the feminization …

Telecommunications Access In The Age Of Electronic Commerce: Toward A Third-Generation Universal Service Policy, Milton Mueller Apr 1997

Telecommunications Access In The Age Of Electronic Commerce: Toward A Third-Generation Universal Service Policy, Milton Mueller

Federal Communications Law Journal

Like many other countries, the United States is in the midst of redefining its universal service policy. Access to telecommunications no longer depends on connecting a copper wire line into the home. Rather, universal service depends on how people will access and use the infrastructure around them. The ability to access communications facilities requires an account relationship between the supplier and the user. Therefore, the account relationship, not the presence of a physical connection to the home, should be the focal point of a universal service policy. With the rise of electronic commerce, access hinges on account verification, credit authorizations, …
