Some legal commentators would analogize the description of the prisoner of The Pit and the Pendulum to modern tort law and policy. Like a pendulum, tort law is always in motion, swinging between two ideologies: those being the plaintiff-oriented rights of the 1970s-80s, and the tort-reforms which began in the mid-80s. This trend continued until the 1990s and the decision of State Farm Fire & Casualty Co. v. Gandy where Texas plaintiffs began experiencing setbacks. Transit Subsidies In New York And Chicago: Local, State, And Federal Assistance In A Historical Context, Eric Petersen

Journal of Public Transportation

Nearly all studies of the impact of government subsidies on the transit industry have excluded systems with rail transit. Thus, previous findings cannot simply be extended to transit systems in major metropolitan areas. As a preliminary step in addressing the issue of subsidies and large transit systems, this paper presents historical information on the financial state of the two largest transit systems in the U.S. – Chicago’s CTA and New York's NYCT. In addition, the subsidies to each system are broken down by level of government-federal, state, and local. The patterns for the two systems are quite differellf. The CTA …

Five years ago, I challenged the race-to-the-bottom rationale for allocating to the federal government responsibility over environmental regulation. Last year, I criticized the manner in which the federal environmental statutes have dealt with the problem of interstate externalities. In two more recent works, I have further extended my analysis of federalism and environmental regulation. In the past few months, articles by Kirsten Engel, Daniel Esty, Joshua Sarnoff, and Peter Swire have taken issue with my work in this area, particularly with my indictment of the race-to-the-bottom rationale for federal environmental regulation. The Frequency, Form, And Perceived Benefits Of Service Learning In Speech Communication Departments, Timothy L. Sellnow, Laura K. Oster

Journal of the Association for Communication Administration

This article focuses on the frequency, form and perceived benefits of service learning in speech communication departments. The widespread availability of service learning opportunities for students in speech communication departments reflects the national trend, across disciplines, to emphasize service learning on college and university campuses. Service learning provides yet another benefit in that it can substitute for traditional internships when such opportunities are lacking. Phelps and Timmis (1984) explain that the availability of traditional internships with profit-seeking corporations is often limited. Increasing participation by speech communication students in service learning, however, may be restricted by a lack of resources. Most …

Physical characteristics of lakes are highly interrelated with biological characteristics. We measured and analyzed the physical characteristics of two side canyons in order to better understand differences in productivity between side canyons and the main channel and to provide general information on the characteristics of the lake.

Social And Cultural Factors Affecting Rates Of Regular Retreatment Of Mosquito Nets With Insecticide In Bagamoyo District, Tanzania, P.J. Winch, A.M. Makemba, V.R. Makame, M.S. Mfaume, M.C. Lynch, Zul Premji, J.N. Minjas, C.J. Shiff

Insecticide-treated mosquito nets have an impact on mortality and morbidity in young children under controlled conditions. When integrated into larger control programs, there is the danger that rates of regular retreatment of the nets with insecticide will drop, greatly limiting their effectiveness as a public health intervention. In Bagamoyo District, Tanzania, rates of retreatment dropped significantly when payment for the insecticide was introduced. A series of neighbourhood (hamlet) meetings were held in all study villages to discuss people's concerns about the insecticide and ways to increase rates of retreatment. The United Nations Fourth World Conference on Women was held in Beijing in September 1995, and represented an important step towards the achievement of equality for women. At the Conference, the progress made towards equality was acknowledged, but it was also acknowledged that many goals have not been achieved yet, and that cultural changes of fundamental importance remain to be made.
