The Jurisidctional Shadowland Between The Nlrb And The National Mediation Board: Who's In Charge?, Shaunta M. Knibb

The National Labor Relations Act exempts all persons subject to the Railway Labor Act (RLA) from its jurisdiction. As a result, for over fifty years the National Labor Relations Board (NLRB) has referred challenges to its jurisdiction based on the RLA to the National Mediation Board, the RLA's administering agency. In 1995, however, the NLRB's decisions in Federal Express Corp. and United Parcel Service, Inc. cast doubt on this policy. Even though the Court of Appeals for the District of Columbia then affirmed the NLRB's decision in United Parcel Service, the question of whether the NLRB has the authority …

Economic Reforms And Health Conditions Of The Urban Poor In Tanzania, Joe Lugalla

This paper examines the impact of economic reforms, namely Structural Adjustment Policies (SAPs), on the health conditions of the Tanzanian urban poor. My conclusion is that these policies have had detrimental effects on the living conditions of the urban poor. Thus, SAPs are contributing to the deterioration of health conditions among these people rather than improving them. SAPs are affecting these people in a variety of ways. First, by affecting negatively the development of the urban environment, SAPs are destroying the environmental conditions on which the poor depend for their existence and survival. Studies were conducted on the natural history, ecology and potential stress of Ambystoma maculatum and Rana sylvatica at Dolly Sods, West Virginia. Temperature was found to be the primary stimulus influencing spring breeding migration of both species. Breeding period of R. sylvatica was found to be short in duration, resulting in deposition of eggs in large communal masses. Migration and breeding period of A. maculatum occurred from early-April to early-May. Egg deposition occurred from mid-April to mid-May. A second egg deposition of A. maculatum occurred mid-June. Snow and ice meltwater constitutes a significant portion of westem Canada's water resources for residential, industrial and agricultural uses. As a consequence, temporal variations in climate will have a marked effect on the local hydrology of the Canadian Rocky Mountains, especially as glaciers, glacierettes and snow packs decrease in size or melt out. It is therefore very important for hydrologists to accurately understand the climatic sensitivity of glacierized watersheds in order to predict and prepare for potentially dramatic variations in the future water budget. Even though most Americans have not heard of telemedicine, the federal government is already actively involved in "developing a national telemedicine strategy." This note attempts to accomplish the following: demonstrate the urgent need of rural communities to gain access to adequate health care; clarify how telemedicine can provide enhanced health care to rural communities; and analyze the legal obstacles that have prevented, thus far, the most beneficial utilization of telemedicine. About two years ago I became interested in museums as rhetorical entities. I took a course at the Allen Memorial Art Museum where I got a sense of how arguments are created through the techniques of visual display, the socalled "informatics" of museum exhibition. In an art museum, however, these informatics are always bound into a relationship with the aura of the art object as artifact. In Charlton, Massachusetts, the current open-space subdivision option doesn't work well for the benefit of people or wildlife, but rather allows the developer to cut costs without giving a more beneficial design in return. Open space "islands" are being created that have no connectivity with one another, making them little more than buffers of undisturbed land within and among developments. While these buffers are somewhat useful from an aesthetic perspective, better regulations and design guidelines would be helpful in creating more useable "corridors" for wildlife and trails for people, which in return will help to preserve wildlife biodiversity and provide …

Can enterprise zones have any long-term effects on the economic status of minority populations or on the concentration of poverty in urban neighborhoods? This question was tackled from two perspectives. First, do enterprise zone interventions make sense in the context of existing models of racial inequality and ghetto development. Second, do the existing literature and evaluation studies provide evidence that enterprise zones are benefiting the urban poor in general and poor minorities in particular?

Methodology For Integrating Aerial Photography And Landsat Tm Imagery For Inventory Of Forest Land Cover, Chris W. Bennett, Robert C. Weih Jr.

Forest cover for 7.25 million acres (2.93 million hectares) in southeastern Georgia was characterized for the years 1988 and 1994 with the intent of assessing the efficacy of remote sensing procedures for broad scale forest inventory. Landsat-5 Thematic Mapper digital satellite scenes of seven spectral bands were obtained for winter and summer of each year and were analyzed two separate 14-band multi-temporal images. Images were geo-referenced to the universal transverse mercator (UTM) coordinate system prior to classification. Spectral classification with the 1SOCLUSTER algorithm produced 250 categories. Color infrared aerial photographs were mapped to the digital imagery and were used to …

In the Phase II Ecosystem Management Research Program in the Ouachita and Ozark National Forests, an interdisciplinary group of scientists are evaluating the effects and trade-offs of partial cutting methods in a replicated stand level study. Information from approximately 2,000 plots is being collected by more than fifty researchers during this five-year project with plans to continue data collection long term. To evaluate the effects of different management strategies and their interactions with forest resources, data must be brought into a common format and made available to all researchers. This study was designed to determine if 1996 high school seniors who enrolled at West Virginia University at Parkersburg in the fall of 1996 were receiving equal educational opportunity with a focus on computer access and usage. The data collection consisted of two major parts: surveying the students in the 7-county service area of WVUP and interviewing at least 5 teachers or other professional staff from among each of the 11 schools located in 7 different counties. This study was designed to examine the effects of peer-mediated instructional mnemonic modeling strategies on learning geographic locations by sixth-grade social studies students. Experimental and control group scores, time-based memory retention, structural level of intervention, and experimental group attitudes were analyzed following the 10-week study. One teacher and 84 sixth-grade social studies students participated in the study. Experimental group students experienced peer-mediated mnemonic modeling activities during their regularly scheduled social studies classes while the control group received traditional geographic instruction only, which involved participation in the map outlining instructional process. Using Gis To Assess The Relationship Between Land Use And Water Quality At A Watershed Level, Xinhao Wang, Zhi-Yong Yin

Environmental and Ocean Sciences: Faculty Scholarship

Daily water quality data from six U.S. Geological Survey (USGS) monitoring stations along the Great Miami River and digital land use/land cover and elevation data for the same watershed were analyzed. The validity of using electrolytic conductivity as a water quality indicator was examined by correlating conductivity with 199 other water quality variables, 60 of which were significantly correlated with conductivity. Positive correlations existed between conductivity and dissolved materials. Negative correlations existed between conductivity and insoluble or suspended materials. Conductivity was also found negatively correlated with stream discharge, and so were most water quality variables that were positively correlated with …

The overall goal of this research project is to do a comprehensive study that integrates an undergraduate career in leadership studies with a thorough, critical examination of a topic that is of interest to me. Since beginning course work at the Jepson School, I have felt that a majority of the theories and concepts studied have been primarily focused on the leader and the follower, and their relationship. My goal is to examine the theory of transforming leadership through specific case studies of transforming leaders, and test how the element of culture affects this transforming leadership.
