Professor Schafer's study of the procedures and trials of slavery in antebellum Louisiana provides a superb foundation for an understanding of the criminal law of slavery. It is an understanding that we have long missed. This is particularly true in terms of the trials in the special slave courts (especially the trials of serious crimes in the First Judicial District Court in New Orleans) that were not appealed to the state supreme court after 1846, when appeals were allowed in criminal cases. Several good reasons must have led Michael Craton to choose the title for his very useful work, Searching for the Invisible Man: Slaves and Plantation Life in Jamaica. In the area of slavery and criminal sanctions, however, there is great difficulty with the idea of the "invisibility" of black people. Blacks were, in fact, "evervisible." David A.J. Richards has composed a thoughtful and suggestive narrative that centers on the excavation of the antislavery constitutionalism forged by a small, but arguably influential, group of antebellum abolitionist feminists. Central to his narrative, and to the constitutional theses of the abolitionist feminists, is the concept of "moral slavery" which, on Richards' account, constitutes a crucial element of the hermeneutic background essential to a proper interpretation of the Reconstruction Amendments. Time-frequency distribution (TFD) analysis is a relatively new process for decomposing a complex signal to understand its spectral content Traditional signal spectral analysis examines both temporal and spectral contents distinctly. This method of analysis is suitable for signals where the spectral content is stationary and time-invariant. However, many naturally occurring signals are not only multicomponent, but are also highly time-variable, such as speech, heart rate variability, and other biological signals. Typically, the Fourier transform exposes sinusoidal frequencies present in a signal. It cannot, however, tell when these frequencies existed temporally. Hydroboration of 1-octene in the presence of RhCl3-Aliquat 336 catalyst for different reaction times ( 24, 10, 5 and 2 hours ), results in 2-octanol as the major product , which means that Markovnikov addition is the major process . Different solvents and temperatures caused some changes of product ratio of 2-octanol to 1- octanol. The same catalyst system has been found to hydroborate styrene in an anti- Markovnikov fashion.

A hypothesis for deterrnining the maximum viscosity of sodium carboxymethylcellulose (or CMC) in salt solutions with respect to the concentration of CMC, the ionic strength and the cation size of the salts is proposed. The viscosity behavior of sodium carboxymethylcellulose in high ionic strength solutions was studied by varying the concentration of the CMC and the type of counterion. The object of this series of two experiments was to determine the effect of valency, cation size and ionic strength on the viscosity of CMC in high ionic strength solutions. Complexity Theory involves the study of change in dynamical systems. This thesis illustrates the design of a single chip Asynchronous Transfer Mode (ATM) protocol switch using Very Large Scale Integration (VLSI). The ATM protocol is the data communications protocol used in the implementation of the Broadband Integrated Services Digital Network (B-ISDN), A number of switch architecture are first studied and a new architecture is developed based on optimizing performance and practicality of implementation in VLSI. A fully interconnected switch architecture is implemented by permanently connecting every input port to all the output ports. Violent crime involving the use of firearms has risen dramatically during the past few decades. Recent congressional efforts to address this problem have focused almost exclusively on gun control as the appropriate solution, leading to the imposition of waiting periods for the purchase of firearms and complete bans on the production of certain assault weapons. Attempting to remove firearms from the hands of criminals, however, is not an exclusive remedy.

Approximately half of the fifty states and numerous municipalities maintain and enforce legislation that prohibits the sale of alcohol close to churches. A number of other states allow their liquor- licensing authorities to consider proposed vendors' proximity to churches. Likewise, states and municipalities in all regions of the country have laws that restrict the sale of alcohol on Sunday. Notwithstanding the secular justifications offered by the proponents of such legislation, analysis reveals that it is religiously motivated. CPU scheduling and admission testing for multimedia applications have been extensively studied, and various solutions have been proposed using assorted simplifying assumptions. However, we believe that the complexity and dynamic behavior of multimedia applications and systems make static solutions hard to apply in real-world situations. We are analyzing the difficulties that arise when applying the rate-monotonic (RM) scheduling algorithm and the corresponding admission tests for CPU management, in the context of real multimedia applications running on real systems. The purpose of this study was to develop a tool for evaluating data quality when characterizing a potentially contaminated groundwater aquifer, and to provide a basis for developing a simulator to allow environmental managers and engineers to practice and learn about the site characterization process. Specifically, this study characterized the uncertainty, estimation block size, and cost for the various methods of determining the value of each geological, hydrological, and contaminant parameter necessary to characterize a site. The purpose of this investigation is to examine formal and informal resources available for teaching Spanish to health care professionals mainly in the Portland, Oregon area. Seventeen different Spanish-for-health-care-professionals texts are commented on by the author, some of which are the texts used in medical Spanish language classes. The majority of the texts contain little if any instruction on cultural aspects which affect the Latino patient population's health care behaviors and decision making. This study tested the hypothesis that defense cost variances reported on the Cost Performance Report are normally distributed. The DOD requires that all defense cost variances which breech a pre-specified threshold be investigated. The present variance investigation model has been criticized because it can prompt frivolous investigations. In theory, statistical models could reduce the number of frivolous investigations, but they are not used because they require too much information about the cost variance, including its distributional form. Often such models assume a normal distribution, but researchers have shown that the models do not work properly if the assumption is fallacious. …

Current satellite design philosophies concentrate on optimizing and tailoring a particular satellite bus to a specific payload or mission. Today's satellites take a long time to build, checkout, and launch. An alternate approach shifts the design paradigm to one that focuses on access to space, enabling tactical deployment on demand and the capability to put current payload technology into orbit, versus several years by today's standards, by which time the technology is already obsolete. This dissertation discusses the development of and analyzes the first complete, 2-D numerical simulation of the PRIZ. The simulation is based upon a simple band model of the PRIZ: a single donor, a single trap, and free electron carriers. Modeled mechanisms include photogeneration, energy level transitions, injection, drift currents, diffusion currents, photorefraction and diffraction. The model goes beyond the previous charge and field dynamics of 1-D numerical models to include optical effects, and it eliminates the oversimplifications and assumptions used in earlier mathematical models with closed solutions. Luminescence and absorption measurements were used to demonstrate the efficacy of ion implantation for introducing various classes of dopants into GaN. A wide range of implantation and annealing studies were performed with several dopant species (Ar, Zn, C, O, Si, Be, Mg, Nd, Er). Room temperature ion implantation was performed on MOCVD- and MBE-grown GaN samples at energies between 100 and 1150 keV with doses ranging from 1 x 1013 to 1 x 1015/cm-2. Conventional furnace annealing in flowing NH3 or N2 gas resulted in good implantation damage recovery at an annealing temperature …

This study investigates the behavior of High Strength Concrete (HSC) under uniaxial state of stresses. Emphasis is placed on experimental evaluation of important mechanical and fracture properties. Owing to high brittleness of HSC, experimental results especially on tensile behavior have been largely limited and scarce. In this research, direct uniaxial tension tests are employed for determination of the post-peak tensile softening characteristics of HSC. The softening characteristics of high strength concrete is found to be considerably different than that of normal strength concrete (NSC). A novel controlled release device based on aqueous-organic partitioning is described. The device comprises a reservoir, bounded by a microporous or porous membrane in the form of a hollow fiber or flat film. The reservoir liquid phase and the pore liquid phase are immiscible. The agent partitions between the phases at the aqueous-organic interface of the reservoir and the pore mouth, and then diffuses through the membrane pore liquid into a surrounding aqueous solution. The partition coefficient significantly influences the rate of release of the agent by reducing the driving force for diffusion across the fluid-filled membrane pore. The performance …
