When I tell colleagues that I am using journals in my classes, I usually get a quizzical look and then the question: "You mean law reviews?" "No," I say, "I mean journals, like diaries, only more public." My colleagues' lack of familiarity with the use of journals is no reflection on their professional reading habits. Increasingly, academic librarians are using the RFP (Request for Proposal) to assist them in selecting materials vendors. While this has been a common practice for integrated library system selection for some time, it is still a relatively new phenomenon in the acquisitions field. The authors, one a library administrator and the other a bookseller, review the pros and cons, pitfalls and benefits of using the RFP method for purchasing library materials.

A theoretical analysis of the performance of InGaAsP multi-quantum well electro-absorption modulators is presented. A comprehensive model of the quantum confined Stark effect is described to determine the absorption and index change spectra versus applied field. This model is based on previously developed models for GaAs/AIGaAs structures, but includes improvements in the handling of exciton line broadening and the variation of exciton oscillator strength with field.

The analysis of line broadening due to composition fluctuations is presented, revealing a previously neglected factor. Two numerical methods for calculating the line broadening, based on the resonant tunneling method, are presented and compared. …

The feasibility of producing inhalable microparticles of sugars and protein-sugar molecular mixtures using spray drying was investigated as an alternative to conventional micronization techniques. Four sugars; lactose (L), trehalose (T), sucrose (S) and mannitol (M) were spray dried using a commercial bench-top spray dryer and their physicochemical stability, with respect to particle size, moisture uptake and crystallinity changes, investigated after storage at 23%, 52%, 75% and 93% relative humidity (RH) and 25 °C for 30 days. Two crystalline size fractions (“coarse” = 125-212 μm and “fine” = 44-74 μm) of each sugar, were also characterized, as possible replacements for lactose …

Mudflats along the west coast of South Korea are influenced by high tidal ranges and strong winter monsoonal storms, and are drained by a network of incised channels. In a selected inter-tidal mudflat channel of Namyang Bay, seven levels of 3-D turbulent velocity data, five levels of water temperature data, and two levels of sediment concentration data were collected to analyze turbulent boundary layer flow with stratification. Using time series analysis techniques, the basic turbulent parameters such as turbulent intensity (variance of u$\sp\prime$), vertical momentum flux, $\rm\langle w\sp\prime u\sp\prime\rangle $, and variance of w$\sp\prime$ were obtained. The purpose of this study is to examine the determinants of the new entry of an HMO into a Medicare risk contract using a resource dependence—diversification model. This study is conducted through a non-experimental, panel design With one year time lag. An HMO’s market is defined as the service area. The primary sample for this study is composed of 440 HMOS that do not have a Medicare risk contract as of January 1994.

As citizens, we ought to ensure that our criticisms of Congress are constructive, lest we damage ourselves. In that spirit, the American Bar Association's Section of Administrative Law and Regulatory Practice created a special Congressional Process Committee to study selected aspects of congressional procedures and to recommend appropriate reforms. The Committee, which I chair, is composed of administrative lawyers who are experienced in legislative practice, or who have worked in Congress. Throughout the history of the West, water law and policy have had a profound influence on the environment of the region. Power production, agricultural irrigation, and economic expansion of the Columbia River Basin have depended upon the institutions of water policy, including the prior appropriation doctrine and major water development in the form of large dams and diversions. This has rendered the river incapable of sustaining the rich salmon populations that once were the mainstay of Northwest Indian culture and supported a major fishing industry.
