Towards Deciding The Existance Of 2-(22,8,4) Designs, Brendan Mckay, Stanislaw Radziszowski

We report on progress on towards deciding the existence of 2-(22,8,4) designs without assuming any automorphisms. Using computer algorithms we have shown that in any such design every two blocks have nonempty intersection, every quadruple of points can occur in at most two blocks, and no three blocks can pairwise intersect in one point.

"Training wheels for encoder networks," Proceedings of the 1996 Soft Computing (SOCO '96) conference. The International Computer Science Conventions. Held at the University of Reading: Whiteknights, Reading, England: 26-28 March 1996. We develop a new approach to training encoder feed-forward neural networks and apply it to two classes of problems. Our approach is to initially train the network with a reltated, relatively easy-to-learn problem, and then gradually replace the training set with harder problems, until the network learns the problem we originally intended to solve. This paper is a report on the development, operating principles and applications of a camera capable of making distortion free peripheral reproductions of conical objects. In addition, the parameters governing its use for the generation of conical panoramic photographs are also described. Examples of both types of applications are included. Suggestions for other applications are given. A brief review of the operating principles of standard peripheral, panoramic and linear type strip cameras is included in the introduction to the paper.

Representing The Unrepresented In Class Action Settlements, Brian Wolfman

Class actions are important and useful both to deter wrongful conduct and to provide compensation for injured plaintiffs. In complex cases, however, the existing class action structure falters. In this article, Messrs. Wolfman and Morrison argue that in "settlement class actions" the current class action rules do not adequately protect class members whose interests do not coincide with those of the class representatives and the class attorneys. Through a survey of recent, prominent settlement class actions, the authors show that the current system does not fairly treat subgroups in a class with respect to matters as diverse as future injury, …

The focus on Civil Rights and the Supreme Court 1994 Term in this issue of the Howard Law Journal has one relatively consistent underlying theme-the role of federalist and anti-federalist arguments in the formulation of civil rights policy. As you might expect, there is not much dispute among the authors about the proper goals of civil rights law, for virtually every author in this issue is in one sense or another a traditionalist on policy... Dual Regulation, Collaborative Management Or Layered Federalism: Can Cooperative Federalism Models From Other Laws Save Our Public Lands?, Hope M. Babcock

Few would assert that the current governance model for managing the nation's public lands, which grants exclusive authority to the federal government, has protected the natural resource values of those lands or provided a framework for the harmonious resolution of conflicts over their use. Dissatisfaction is apparent from recurrent proposals to privatize public lands or to devolve their ownership to the states. The emergence of the "wise use" and "county supremacy" movements directly challenges the authority of the federal government to manage its land. While this new state and local assertiveness is not without historical basis nor completely without merit, …

Slavery, Adam Smith’S Economic Vision And The Invisible Hand, Spencer J. Pack

Smith was against slavery on moral and economic grounds. The "invisible hand" in societies which allow slavery, operates in such a way that increases in the wealth of the rich, leads to increased misery for the poor free citizens as well as for the slaves themselves. It seems that the beneficial workings of the "invisible hand" are dependent upon commercial societies which arc not based upon the institution of slavery.
