EDUCATION. PROHIBITION AGAINST COMPULSORY EDUCATION. INITIATIVE CONSTITUTIONAL AMENDMENT. Provides that education shall be voluntary for each person and that no person is subject to compulsory education. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Potential state savings of hundreds of millions of dollars per year due to a reduction in public school attendance which could be offset in part by reduced tax revenues (from lower future earnings) and increased public sector costs (such as increased welfare dependency).

In 1835, Alexis deTocqueville acknowledged in Democracy in America that the "intellectual and moral associations" of the United States were vital to its social, economic, and political health. Citizen voluntarism in the United States begins with the neighborliness of its early history and branches out through a bewildering variety of nonprofit organizations and voluntary associations. Throughout the history of the United States churches have played a vital role in civic volunteerism and politics.
