This research focuses on evaluation of various tools that assist in the selection of hazardous material substitutes. Substitute material consideration is a function of the Hazardous Material Pharmacy (HMP) when a hazardous material is requested for purchase and use in a current base operation. The substitute material decision is complex, involving identification of potential substitutes and then comparison of factors, such as cost, performance, and environmental effects, between the potential substitute and the material being requested. Various tools such as life cycle cost models, databases, and other information services can provide assistance to HMPs making substitution decisions.

Cluster analysis is widely used in many applications, ranging from image and speech coding to pattern recognition. A new method that uses the weighted Mahalanobis distance (WMD) via the covariance matrix of the individual clusters as the basis for grouping is presented in this thesis. In this algorithm, the Mahalanobis distance is used as a measure of similarity between the samples in each cluster. This thesis discusses some difficulties associated with using the Mahalanobis distance in clustering. The proposed method provides solutions to these problems. Interference and jamming signals are a serious concern in an operational military communication environment. This thesis examines the utility and performance of combining adaptive temporal filtering with adaptive spatial filtering (i.e. adaptive beamforming) to improve the signal-to-jammer ratio (SJR) in the presence of narrowband and wideband interference. Adaptive temporal filters are used for narrowband interference suppression while adaptive beamforming is used to suppress wideband interference signals. A procedure is presented for the design and implementation of a linear constraints minimum variance generalized sidelobe canceler (LCMV-GSC) beamformer. This research investigates the spatial correlation of RCS. In pulsed radar systems, probability of detection for partially correlated signals depends on the autocovariance of the target's RCS. The RCS changes pulse to pulse due to spatial and time fluctuations. Spatial fluctuation are due to the motion of all scatterers relative to the radar (i.e. changing aspect angle). Time fluctuations are due to relative motion of scatterers to each other (i.e. wings flexing, engines spinning). Theory developed at AFIT [9] can generate autocovariance estimates from a distribution of scatterers. Previous work on personnel airdrop problems involving jumpers has been (1) event-oriented entanglement rates, (2) number of canopy bumps, (3) landing injuries, and (4) deaths. The thesis expands this area of research by developing cumulative distribution functions of maximum possible chute entanglement risk for the C-17 using bootstrap techniques. By comparing the effects of various C-17 aircraft configurations on the entanglement CDF, this thesis shows that under certain configurations the risk of centerline entanglement for the C-17 is less than for the C-141.

The daily mission objective of the Air Force Satellite Control Network (AFSCN) is to support communication with satellite systems. It is critical that the AFSCN operate 24 hours a day, seven days a week. Previous work on the satellite range scheduling problem has successfully scheduled over 90 percent of the satellite support requests. Communication has become a major aspect of a manager's job. When communicating, they are faced with many choices of what media to use - some include face-to-face, telephone, e-mail, or written. Managerial effectiveness can improve if managers make appropriate media choices. This study provides a preliminary view of the policy issues involved with allowing electronic Freedom of Information Act (FOIA) requests through the use of the Government Information Locator Service. The author used an exploratory, qualitative methodology consisting of an extensive literature review and a self-administered questionnaire that was sent to 54 Air Force (AF) FOIA managers. The literature review revealed that an informed citizenry is critical to a democratic society. Routine cases in diagnostic radiology require the interpolation of volumetric medical imaging data sets. Inaccurate renditions of interpolated volumes can lead to the misdiagnosis of a patient's condition. It is therefore essential that interpolated modality space estimates accurately portray patient space. Kriging is investigated in this research to interpolate medical imaging volumes. Kriging requires data to be spatially distributed. Therefore, magnetic resonance imaging (MRI) data is shown to exhibit spatially regionalized characteristics such that it can be modeled using regionalized variables and subsequently be interpolated using kriging. The problem of measuring the fidelity of digital color images in a manner that corresponds to human perceptual assessments is addressed. Experiments are performed to validate human visual system (HVS) models, which provide access to a 'perceptual space' in which visual distortions may be measured, and then a model is proposed for assessing the perceptual fidelity of digital color image. Color Mach bands are produced in the first experiment, demonstrating that, as in the brightness channel, low spatial frequency attenuation occurs in the chromatic channels of the HVS. Deep level defects in hexagonal SiC were studied using digital deep level transient spectroscopy (DLTS) methods over the temperature range of 100 to 800 deg K. New centers were found in bulk and epitaxial 6H-SiC with ionization energies between 0.38 to 1.3 eV, and levels from 0.2 to 0.856 eV were identified in 4H-SiC epitaxy. Direct correlation between inequivalent lattice sites was identified for energetic pairs associated with both vanadium and ion implanted Mg impurities. Nonradioative carrier capture mechanisms were studied and deep level trapping was found to proceed via lattice relaxation multi-phonon emission, indicating efficient electronic lattice coupling in …

The primary objective of this thesis is to explore the fault tolerance capabilities of a state space formulation of MPC. Subsequent to a simulated control surface failure on the F-18 High Alpha Research Vehicle (HARV), the MPC controller will attempt to maintain stability and nominal performance while tracking a setpoint. Secondary objectives include studying the effect of data sample rate and MPC horizon lengths on system performance. These objectives will be accomplished using Matlab to develop the MPC controller and Simulink to demonstrate its effectiveness through simulation.

Future spacecraft technologies require advanced high-temperature thermal control systems. Liquid metal heat pipes are considered ideally suited for such applications. However, their behavior during microgravity operation is not yet understood. This study investigated liquid metal heat pipe performance in such an environment. Three stainless steel/potassium heat pipes were flown on space shuttle mission STS-77 in May 1996. The objectives of the experiment were characterization of the frozen startup and restart transients, comparison of flight and ground test data to establish a performance baseline for analytical model validation, and assessment of three different heat pipe designs. Despite major advances in design tools such as engine cycle analysis software and computer aided design, conceptual gas turbine engine design is essentially a trial-and-error process based on the experience of engineers. Modern optimization concepts, such as multidisciplinary optimization (MDO), and multiobjective optimization (MOO), linked with sequential quadratic programming (SQP) methods and genetic algorithms (GA), were applied to the conceptual engine design process to automate the conceptual design phase. Despite the many studies that have contributed to characterizing the fatigue response of titanium alloy MMCs, few have researched the residual strength. The effects of changing the blade tip clearances on the velocity and pressure flowfields within a compressor cascade were investigated in this experimental thesis. All moving endwall measurements were taken at a constant flow coefficient of 0.5 and tip clearances of 0.5, 1.0 and 2.0 percent chord. Hot-wire/film probes were used to determine the three-dimensional velocity vector components in various transverse planes - one upstream of the leading edges of the blades, three within the blade cascade and one downstream of the trailing edges of the blades. Ba, BaO, Sr and SrO were ablated by 248 nm laser pulses at fluences ranging from 270 mJ-/sq cm to 575 mJ-/sq cm in vacuum and in 25 mtorr atmospheres of N2, O2 and microwave-discharged O2. The spectral emissions of these plumes were compared for indications of ionization due to Ba or Sr collisions with each gas. The addition of a background gas increased the ion and neutral signature across the spectrum. SrO band emission was observed at 16,600-16,900/cm and possible BaO band emissions were observed in the 18,250-18,400/cm, 19,000-19700/cm and 19,800-20,000/cm regions. The Combined Release and Radiation Effects Satellite (CRRES) was launched on 25 July 1990 to collect measurements in the earth's radiation belts. One instrument, the High Energy Electron Fluxmeter (HEEF), measured the flux of electrons in 10 channels with energies between 1 MeV and 10 MeV. The channel sensitivities, Ri(E), have been calibrated and partially re-calibrated. We explore the errors introduced in unfolding the electron flux spectrum from the channel measurements and the propagation and growth of calibration and measurement errors.
