I am pleased to release the 1996 Contract and Grant Awards Report, which lists contract and grant (C&G) awards received by the University of New Mexico during fiscal year 1996 (i.e. July 1, 1995 - June 30, 1996), FY96. These awards represent new funds that were acquired during FY96 by the main campus and branch campuses, and the Health Sciences Center (HSC). The HSC includes the School of Medicine, College of Nursing and College of Pharmacy. The C&G awards received for FY96 total $164.3M, of which $113.7M is attributed to the main campus and branch campuses and $50.7M to the …

Purchase Of Service Contracting Versus Government Service Delivery: The Views Of State Human Service Administrators, Peter M. Kettner, Lawrence L. Martin

The Journal of Sociology & Social Welfare

Purchase of service contracting (POSC) as a mode of human service delivery is based largely on untested normative grounds. This article presents the results of a national study comparing the views of state human service administrators on the relative merits of POSC versus government service delivery in four issue areas: (1) service costs, (2) service quality, (3) bureaucracy and red tape, and (4) effect on government employees. The study results provide some support for POSC in three of the four issues areas. The study finds that geography plays no role in the views of state human service administrators, but that …

Extension has provided supplementary funding and program resources to work with children, youth and families determined as high risk due to their low socio-economic status, complacent or permissive community laws, low neighborhood attachment, and generally negative media influences (Bogenschneider et al.,1990). The purpose of this study was to determine the best interaction methods and practices while working school-age children and their families through child care programs. A questionnaire to identify "best practices" was mailed to 30 USDA grant-funded school-age sites that focus efforts on children in communities identified as at-risk. The purpose of this study is to collect and analyze information about the development of the Minnesota Model and its relationship with the Hazelden Foundation and Alcoholics Anonymous using research literature and the scheduled interviews. The literature search revealed information which questioned specific factors related to the model treatment outcomes, inpatient vs. outpatient, and the lack of social worker participation in the treatment of chemical dependency. The interviews were conducted with three key informants. The use of existing data supported the model but questioned the methodologies to obtain treatment outcomes. Family Preservation Services: Aftercare Services That Help Families Maintain Success, Mary S. Perez

This research reports placement outcomes at 6 months post intervention for a sample of sixty families enrolled in a family preservation program. Families with at least one child who is "at imminent risk" of being placed in the community participated in the family preservation program. During the intervention, families were introduced to several skills(communication and discipline skills) that would enable them to diffuse any crises that may arise due to parent/child conflict. After the families successfully completed the intervention, forty were referred to either another in-home based counseling program or outpatient therapy. Chronic Child Neglect: A Journey Of Junctures, Margaret Shoemaker

Child neglect is the number one reason children are placed in out-of-home care in Minnesota. In this exploratory study, four young adults, with a history of child neglect, family preservation services, and out-of-home placement in one northern Minnesota county, were interviewed. Participants shared their opinions about how social workers and foster parents helped them develop life-sustaining relationships with a family. Findings are discussed in the context of a literature review which explores the relationship between attachment theory, chronic child neglect and the array of family preservation services offered to families. Participants provide advice for practitioners working with families who have …

The purpose of this qualitative study was to examine the needs of students who attend Plymouth Christian Youth Center's (PCYC) alternative junior high school, which is located in North Minneapolis. Previous research indicates that students who attend alternative schools may be dealing with a multitude of issues, and therefore, have a wide array of needs which must be addressed. Due to the unique characteristics of alternative schools, these school environments seem to more efficiently meet the needs of their students. Existing literature suggests that when students' needs are met, their school experience will be more satisfying and successful.

This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

A Descriptive Study: Identifying The Number Of Youth And Parents Served By The North Dakota Path Program That Have Substance Abuse Issues, Mari M. Daugherty

This is a descriptive study that identifies the number of youth and parents served by the North Dakota PATH program that have substance abuse issues- An analysis of existing files regarding youth placed with PATH and their parents was completed by social workers. A total of 79 cases were reviewed. Thirty point four percent of the youth served by PATH were found to have substance abuse issues. Their Parents also had high percentages of substance abuse issues, mothers 30.4%, and fathers 60.8%. Evaluation For Intensive Home Community Based Services: A Program For At-Risk Youth And Their Families, Bonnie Tali Cooper/Scheff

The purpose of this longitudinal evaluation study was to examine client perceptions of the Home Community Based Services Program (HCBS) located in two rural counties in Central Minnesota. It was hypothesized that adjudicated youth (ages 12-17), who have access to the HCBS Program may experience less out-of-home placements and less criminal re-offending. Data was collected utilizing two surveys, one at exit of services, and one six months after discharge of services.

Findings indicated clients perceived the HCBS Program a positive experience introducing change in the family system. Less out-of-home placement was experienced for youth involved in the HCBS Program.

Recently, school-linked services phenomena have been examined through various implementation strategies. Most discussions are divided over issues such as points of deliver, institutional or agency territoriality, as well as financing and payment schemes. This debate focuses on the less well examined concern over the role of classroom teachers in school-linked service delivery.

The Proposed Model Surrogate Parenthood Act: A Legislative Response To The Challenges Of Reproductive Technology, Murray L. Manus

University of Michigan Journal of Law Reform

In this Article, Manus proposes a Model Surrogate Parenthood Act. He examines the medical and scientific history of surrogacy and reviews the jurisprudence in the area, specifically the constitutional relationship between procreation rights and surrogacy. The author asserts that surrogate motherhood cannot be, and indeed, should not be, eradicated through legislation criminalizing it. The proposed Model Act, presented here in its entirety, attempts to reduce the problems inherent in the concept of surrogate parenthood by putting the process under strict court supervision and by zealously protecting the rights of the surrogate mother and the child to be conceived.

Working Across Program Areas: Children-, Youth-, And Families-At-Risk, Sherry C. Betts, Annette M. Firth, Susan Watters, Sherry Shepherd

Following a survey of Extension agents regarding needed and desired competencies to work with children-, youth-, and families- at-risk, an experiential staff development component was tested. A cross-discipline agent team worked with state staff to develop and conduct a community assessment of assets as well as needs, designed to teach identified competencies. Staff development and program planning outcomes are discussed from the agents' points of view. Implications for programs and system change are included.

Family Development In Cultural Context: Implications For Prevention And Early Intervention With Latino Families, Ester R. Shapiro

New England Journal of Public Policy

An integrative model of family development in cultural context is presented as an organizing conceptual framework for supporting the optimal development of Latino children and families. This social developmental approach locates individual developmental outcomes within nested structures of family, community, and culture, each offering resources as well as potentially presenting stresses. This model also considers social attitudes such as racism or as potential risks or burdens for Latino families and suggests ways to address these social risks at individual, familial, and social levels.
