For more than a decade there has been great interest in educational circles about school-linked services ways by which children can receive the full range of social services they need to enter their classrooms ready to learn and parents can get the help they need to support their children's development. Although there exists no rigid guideline delineating society's obligation to provide health care, at a minimum Americans are entitled to an adequate level of care without excessive burdens being placed upon them. Fulfilling this ostensibly simple mandate, however, presents an enormous challenge. The need to allocate limited financial and human resources increasingly clashes with the moral desire to provide health care resources to elder Americans beyond their years of economic productivity. As a result, health care professionals face the difficult task of weighing against society's other priorities the efficiency of distributing limited health care resources to the elderly. The past year has been exceptionally important for children and young people caught up in the legal system, both nationally and in Virginia. Beginning with the decision of the Supreme Court of the United States in Vernonia School District v. Acton in June of 1995, the ensuing year has seen major shifts in the administration of juvenile justice, and in Virginia's approach to abused and neglected children. The passage of major juvenile justice reform legislation and child abuse legislation in Virginia at the 1996 General Assembly session exemplifies these changes occurring in both the society's and the legal system's approaches …

This publication, the first annual report documenting comprehensive evaluation efforts across all the Department of Health and Human Services (HHS) agencies and offices, evaluates the success of the Department's program in basic and applied science, public health, income support, child and adolescent development, the financing of health and social services, and regulation. Individual, family, and community health is measured against a standard of well being that includes the capacity and resources to enjoy a fulfilling and productive life. Youth shelters provide temporary care to children who may have been a runaway, homeless, or had problems at home. They may have been physically, emotionally, or sexually abused. Some children admitted to a youth shelter have committed law violations, and others may be waiting for treatment or discharged from a program and have no immediate place to reside.
The purpose of this study was to profile the demographics of all children admitted to the Black Hawk County Youth Shelter for each of the years 1989 through 1994. Files of the 1187 children admitted to the shelter were exmained. Data were …

Many parents need support and intervention from the community to realize their essential role as their young children's primary teachers. Home visitation is one type of family support program that supplies that need. Although some measurable outcomes for children and parents in such programs have been noted, the dynamics of the action between the catalyst for development, the family educator, and family members cannot be measured quantitatively. Programming and funding decisions can be made with more accuracy if the rich human interactions are systematically narrated and thus appreciated as essential data. This study investigates an important issue in mental health service provision, the level of parental satisfaction with staff interactions at a community based mental health center. A small target population, which included all families who had received services within a one year time frame, were surveyed via mail to determine levels of satisfaction. Parents responded to a questionnaire and data were collected to determine overall satisfaction, areas of service in need of improvement and areas of interaction which were most unsatisfactory. The purpose of this study was to describe the perception of directors of youth-serving agencies on what prevention and intervention programs have been implemented by youth-serving agencies in eastern Iowa. Directors of youth-serving agencies in the following cities in Iowa answered the questionnaire (Gang Program Assessment Questionnaire): Waterloo, Cedar Falls, Dubuque, Cedar Rapids, Davenport, Iowa City, Coralville, Adel, Ankeny, Bondurant, Indianola, Johnston, Knoxville, Nevada, Newton, Pella, Pleasant Hill, Ames, Des Moines, Makquoketa, and Urbandale.
