Local Solidarity And Low-Income Families: Can A Clinical Approach Be Empowering?, Néréé St-Amand

Clinical Sociology Review

This article seeks to determine whether a clinical approach can break down some of the barriers that exist between researchers and lowincome families and individuals, and whether such an approach can be empowering and raise awareness. Research conducted in Canada on alternative resources for low-income families highlights some of the characteristics and limitations of the clinical approach. While the clinical approach can foster closer links between researchers and disadvantaged people, it does not necessarily challenge structural inequalities or promote empowering practices. A definition of the clinical approach is compared and contrasted with the approach discussed in this paper.

The aim of this thesis has been to explore the interrelationship between elderly people and information. A case-study approach was adopted which examined whether the information needs of elderly people (consumers) in relation to community care had, in their perception. been addressed by the Information Strategy developed by the Social Services Department of one shire county (providers) in response to the Community Care Act 1990 to provide information about its services and how to access them. This work is an examination of contemporary public policy implementation. It seeks to isolate those features which need to be incorporated into implementation theory to assist in the analysis of the implementation of public policy The "new right" ideology requires that a particular organisational form be adopted by public implementing agencies. This form must reflect the need to introduce competition, the precepts of the "new managerialism" and to view the user of the public services as a "customer". Youth shelters provide temporary care to children who may have been a runaway, homeless, or had problems at home. They may have been physically, emotionally, or sexually abused. Some children admitted to a youth shelter have committed law violations, and others may be waiting for treatment or discharged from a program and have no immediate place to reside.

The purpose of this study was to profile the demographics of all children admitted to the Black Hawk County Youth Shelter for each of the years 1989 through 1994. Files of the 1187 children admitted to the shelter were exmained. Data were …

The Commonwealth Department of Employment, Education and Training (as it was then called) funded Edith Cowan University from the 1995 National Priority (Reserve) Fund to direct a project to identify courses for educating and training personnel employed by justice agencies on multicultural issues; identify course content for a program to educate NESB and Aboriginal peoples on various aspects of the Australian justice system; and develop training packages for the justice agencies and NESB and Aboriginal communities. The Project was conceived against the background of an increasing concern about the well-being of minority groups within the justice system.

This study was conducted through a survey instrument. The quantitative aspect examined the question: Is there a significant difference in the mean scores between the directors' perceptions with respect to the need for: (a) bilingual special education (BSE) programs in the public schools; (b) training programs for teachers who serve students with limited-English proficiency and disabilities; (c) formal BSE certification; and (d) universities to offer BSE training? Positive and negative BSE attributes including suggestions comprised the qualitative dimension. The study explored the knowledge and perceptions of faculty of masters level schools of social work about social work licensure and the licensing examination and the interactions of social work faculty with boards of social work examiners. A questionnaire was mailed to 989 Council on Social Work Education members which queried their knowledge about licensure and the licensure examination and about their interaction with boards of social work examiners. 493 questionnaires were returned. Many parents need support and intervention from the community to realize their essential role as their young children's primary teachers. Home visitation is one type of family support program that supplies that need. Although some measurable outcomes for children and parents in such programs have been noted, the dynamics of the action between the catalyst for development, the family educator, and family members cannot be measured quantitatively. Programming and funding decisions can be made with more accuracy if the rich human interactions are systematically narrated and thus appreciated as essential data.
