Testilying: Police Perjury And What To Do About It, Christopher Slobogin
Testilying: Police Perjury And What To Do About It, Christopher Slobogin
Vanderbilt Law School Faculty Publications
Police, like people generally, lie in all sorts of contexts for all sorts of reasons. This article has focused on police lying designed to convict individuals the police think are guilty. Strong measures are needed to reduce the powerful incentives to practice such testilying and the reluctance of prosecutors and judges to do anything about it. Among them might be the adoption of rewards for truth telling, the redefinition of probable cause, and the elimination of the exclusionary rule and its insidious effect on the resolve of legal actors to implement the commands of the Constitution. Ultimately, however, the various …

The War On Drugs: Evening The Odds Through Use Of The Airport Drug Courier Profile, Brian A. Wilson
The War On Drugs: Evening The Odds Through Use Of The Airport Drug Courier Profile, Brian A. Wilson
Faculty Scholarship
The scourge of illegal drug abuse plagues the United States despite increased efforts by various law enforcement agencies to eradicate the narcotics trade. "The toll [drug abuse inflicts] on our society in lives made wretched, in costs to citizens, and in profits of gross size funneled to the most odious criminals, is staggering." Drugs lead the abuser fortunate enough to evade his demise to physical, financial and moral devastation, although their pernicious effects are not confined to the individual who uses them. The enormous profits generated by the drug trade invite corruption of unscrupulous law enforcement officials through lucrative bribes. …

Positional Leaders In Minneapolis Neighborhood Groups, Stephanie Anne Anderson
Positional Leaders In Minneapolis Neighborhood Groups, Stephanie Anne Anderson
Theses and Graduate Projects
Leaders in 72 neighborhood groups recognized by the Minneapolis Community Development Agency were surveyed to test four hypotheses. Neighborhood leaders were expected to be white, middle or upper-income, college graduate, homeowning, women and not representative of Minneapolis residents. This proved valid except the number of men and women was equal. Respondents were expected to have become and stayed involved in their group over concern for property values and safety, this was partially true, other reasons were given. Neighborhood leaders were expected to report concern over the time needed for their group and to list burnout as the main reason they …

The Battle For City Hall: What Do We Fight Over?, Louise Simmons
The Battle For City Hall: What Do We Fight Over?, Louise Simmons
New England Journal of Public Policy
An important dimension of contemporary American urban politics involves the redistributive role of local government. Activism at the local level has produced electoral movements that have succeeded in electing progressive local candidates and coalitions, yet on assuming office those officials face tremendous obstacles in meeting the expectations of those who put them in office. From 1991 to 1993 in Hartford, Connecticut, an attempt at progressive governance by a multiracial coalition was fraught with difficulties. Tensions among progressives and among leadership from impoverished communities of color, responses of downtown interests and the media, fiscal crises and the unrelenting needs of the …
