Preventive Detention And The Judicial Prediction Of Dangerousness For Juveniles: A Natural Experiment, Jeffery Fagan, Martin Guggenheim

Since 1970, legislatures have increasingly relied on preventive detention – detention before trial ordered solely to prevent an accused from committing crime during the pretrial period – as an instrument of social control. Prior to this period, detention before trial was usually ordered only to assure an accused's presence at trial or to ensure the integrity of the trial process by preventing an accused from tampering with witnesses. Today, the majority of states and the federal system have changed their laws to allow judges to detain arrestees who pose a risk to society if released during the pretrial period. Half …

The issue of the proper scope of the federal writ of habeas corpus has for the past several decades generated repeated political struggles in the judicial, legislative, and executive arenas.1 The prominence of this seemingly arcane legal question is not difficult to explain; it implicates a series of fundamental issues of public policy: crime control, civil liberties, the allocation of power and responsibility between branches and levels of government, and the justice and efficacy of the criminal justice system, particularly with regard to the death penalty.

This article uses an informal case model approach to discuss the importance of understanding the role of consensus in the resolution of interracial conflict. As well, the article offers an elaboration on the classic mediation model as a way of enriching the technology of intervention.

The jury system in California is in crisis. This crisis manifests itself in public dissatisfaction with the jury system as it currently is structured and managed. The public is rendering its own judgment by refusing to show up for jury duty when called. Felony trials in several counties with large populations are now occasionally delayed because of an inability to provide sufficient jurors for the courtroom when needed.

The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians, in partnership with the Coos Bay District of the Bureau of Land Management (BLM) are proposing to construct and operate an interpretive center near or on the South Coast of Oregon, near Coos Bay. The Bal'diyaka Interpretive Center is envisioned to contain a 51,000 square foot main building, a recreated coastal Indian village, an ethnobotanical interpretive trail, vehicular circulation and parking, and utilities infrastructure.

This Environmental Impact Statement analyzes four alternatives for this proposed interpretive center. The proposed action of the BLM would locate the Bal'diyaka Interpretive Center on Gregory …

The purpose of this study is to evaluate the social, economic and other impacts of the Pilot Provincial Agricultural Extension Project (PP AEP), an Australian Agency for International Development (AusAID) project in the villages of Luyong Bonbon and Pagalungan, Misamis Oriental, Philippines. This study has examined the literature related to technology transfer in agriculture, the notion of appropriate technology and Australia's current development program in the Philippines. This study utilises a multiple case study of qualitative methodology.
