Through the years Blacks have struggled for equality from the right to sit anywhere they chose on a bus to the right to eat in any restaurant. One of the most significant areas of struggle has been equal employment opportunities for Black professionals. The number of Black professionals has increased through the years; however, this increase is minimal when compared to the overall number of professionals in the United States. For example, "the number of Black attorneys has increased by 600% over the past seventeen years... [yet] they only constitute four percent of the total number of lawyers in the …

Recently, in Barnett Bank of Marion County, N.A. v. Gallagher, the United States Court of Appeals for the Eleventh Circuit was presented with the question of whether Florida's prohibition against affiliations between banks and insurance agents was protected from preemption by the McCarran-Ferguson Act. The appellant, Barnett Marion, is a subsidiary of Barnett Banks, Inc., the largest bank holding company centered in Florida. Barnett Marion maintains its principal place of business in Ocala, Florida; however, it owns and operates a branch in Belleview, Florida, a locality where the population is less than five thousand. Evaluting The Impact Of Agricultural Exports On The Louisiana Economy (Bulletin #852), David W. Hughes, Roman I. Bairak

A revised hybrid IMPLAN model of the Louisiana economy, based on its structure in 1985, was used to estimate the impact of agricultural exports on the state economy. This publication includes the results of the model, which should be useful to state policy makers and others concerned about the ability of foreign markets to generate economic activity in Louisiana.

The Court of Appeals for the Eleventh Circuit decided eight admiralty cases with written opinions in 1995. Five of the decided cases involved issues of first impression. One case considered whether appellate review may be exercised over a stay order favoring arbitration after the stayed action is dismissed for failure to arbitrate as ordered. Two cargo cases dealt with issues of first impression. One case involved two issues of first impression: whether the carrier's failure to deliver the goods on a sight draft basis constituted a misdelivery and whether a misdelivery amounted to a deviation causing the loss of the …

Is Government The Problem Or The Solution?, Carl A. Auerbach

This Article focuses on the debate regarding whether the federal government is the problem or solution to our nation’s problems. The Author describes the purposes for which government has acted and reasons that these results could not have been achieved without public decision making and action by the federal government. The Author doubts that the withdrawal of the federal bureaucracy and the shift to state and local bureaucracies will not help our country’s social problems, and he argues that the federal government is the solution.

Judges and lawyers seek to enforce and uphold the "law" while also proclaiming an interest in an abstraction we call "justice." As we know, there is often a tension between the two. Consequently, serving the law often means not serving justice. Similarly, often a tension exists between a lawyer's duty both to seek a legal remedy to a problem and to act in the best interests of a client. Activist lawyers can have an agenda that is at odds with members of the class they claim to serve. These two problems are complicated by a third. Lawyers and judges have …

The Effect Of Housing And Food Expenditures On Diet Quality Of Low-Income Households In Salt Lake County, Rebecca Low

During a time of national and local debate over welfare reform, research is needed to determine the effectiveness of specific welfare programs and the impact on the lives of households participating in these programs. The objective of this study was to determine the effect housing and food expenditures have on the diet quality of low-income families. Participants for the study were drawn from government-subsidized housing rolls and housing assistance waiting lists. Diet quality was measured by 16 variables: percent RDA protein, fiber, vitamin A, vitamin C, iron, and calcium consumed; percent calories from protein, carbohydrates, fat, and alcohol; and the …
