Model Land Development & Subdivison Regulations That Support Access Management For Florida Cities And Counties, Kristine M. Williams, Daniel E. Rudge
CUTR Research Reports
Effective local access management requires planning as well as regulatory solutions. Communities should establish a policy framework that supports access management in the local comprehensive plan, prepare corridor or access management plans for specific problem areas, and encourage good site planning techniques. Land development and subdivision regulations should be amended accordingly and communities may also consider a separate access management ordinance. Access management programs should address commercial development along thoroughfares, as well as flag lots, residential strips, and other issues related to the division and subdivision of land. Comprehensive and subarea plans provide the rationale for access management programs and …

A Description And Comparison Of Variables That Influence Recidivism Of Selected Juveniles., Martin P. Carr

Nationally, over $1.6 billion is spent incarcerating juveniles. Prevention, rather than correction is needed to reduce these costs. The cost in human lives exceeds the 56,000 incarcerated juveniles. It touches more than those who commit the offense. Victims, families of victims and families of the convicted juvenile also pay a price to one degree or another. The purpose of this study was to identify and describe variables which may impact recidivism rates of selected juveniles who were charged and have arrest records on file. The research was based upon East Baton Rouge Parish, Louisiana, juvenile arrest files from 1981 through …

Researchers picking through the debris left by the Northridge earthquake in 1994 and Hurricane Andrew in 1992 found that building codes had not provided the degree of protection against damage many expected. This was due, in part, to a breakdown in code enforcement functions. In this paper, we provide evidence that the seismic provisions of codes receive rather low priority from many local building departments, even in areas of moderate to high seismic risk. Drawing lessons from the experience with programs to foster greater energy efficiency in buildings, we show there is much that can be done to improve the …

My aim in this paper is to trace out a certain line of thought about what it might mean to think of law rhetorically. In doing this I shall be resisting the impulse, quite common in our culture, to see the law from the outside, as a kind of intellectual and social bureaucracy; rather I am interested in seeing it from the inside, as it appears to one who is practicing or teaching it. Throughout I shall conceive of the law as a system of discourse that the lawyer and judge must learn and use, and of which we can …

The purpose of this article is to examine the problem that the American public school system is facing with respect to children with AIDS. In addition, this paper will examine how the courts are analyzing this issue and show why the current trend of analysis is weaker than it should be. Finally, this paper will look at how state constitutions are more frequently being used to protect individual rights and how the state constitutions could be used to protect the right of children with AIDS to free public education.

The Committee on Public Information was established during World War I to turn every channel of communication and education to promote the war effort. The Committee marshaled agencies of the press, education, and advertising, among others into wartime service for the Committee. The following questions are posed: 1) To what degree did the Committee practice direct censorship in its promotion of wartime issues? 2) What was the role of education in the wartime campaigns? 3) What was the role of the artist in wartime art affect public taste? This note begins with an examination of why the UNCRC has yet to be ratified in this country. The perspective of children's rights advocates is discussed. A comparison of Romano-Germanic and common law is presented to facilitate an understanding of the major differences that affect the way the UNCRC is viewed under the two systems. The effect of a treaty, self-executing or not, in United States' courts is examined. Civil Rights Articles 13, 14,15 and 16 in the Convention are linguistically analyzed and the United States law applicable to each Article is reviewed for its compatibility with the UNCRC. This …
