Experimental Dual-Mode Control Of A Flexible Robotic Arm, Woosoon Yim, Jichun Zuang, Sahjendra N. Singh

This paper focuses on the implementation of a dual-mode controller for the maneuver of a single link flexible robotic arm. The joint angle trajectory tracking is accomplished by a proportional and derivative PD and a feedforward controller. Based on the pole placement technique, a linear stabilizer is designed for elastic mode stabilization. The stabilizer is switched on when the trajectory reaches the vicinity of the terminal state, and the effect of . switching time on arm vibration is investigated. Fighting Exclusion From Televised Presidential Debates: Minor-Party Candidates' Standing To Challenge Sponsoring Organizations' Tax-Exempt Status Note, Gregory P. Magarian

This Note argues that courts should recognize minor-party presidential candidates' standing to challenge the section 50l(c)(3) tax-exempt status of organizations sponsoring televised debates that exclude minor-party candidates. Part I situates the issue within the context of the Supreme Court's standing jurisprudence and concludes that the validity of a third-party tax-status challenge by an aggrieved minor-party presidential candidate remains an open question. Part II analyzes the Second and District of Columbia Circuits' decisions and concludes that the Second Circuit's approach properly interprets the Supreme Court's standing doctrine and correctly resolves the particular arguments which both courts consider. Rigorous models for maximizing sustainable groundwater withdrawals may require more computer memory for their constraint set than is available. In some situations, alternative constraint formulations yield similar or identical answers resulting in great saving in computer memory requirements. In order to evaluate the efficiency of using alternative constraints1 maximum ground-water withdrawal pumping strategies were computed by three digital models for a hypothetical area for a five-decade period. Model A maximized steady ground-water withdrawal. Model B maximized unsteady ground-water mining. Optimal Linear/Nonlinear, Quantity/Quality Management Of Complex Multilayer Aquifers By Embedding, Ali Gharbi, Richard C. Peralta

The embedding optimization modelling approach is adapted to aid long-term groundwater quality and quantity management of complex nonlinear multilayer aquifers. Implicit block-centered finite-difference approximations of the quasi-three-dimensional unsteady flow equation, and Galerkin finite-element approximations of the twodimensional advection-dispersion transport equation are embedded as constraints in the model. Other hydrological processes are also included as constraints. Cyclical linear differencing permits representation of nonlinear transport, even when contaminant is extracted by unsteady pumping (a decision variable). Also used are nonlinear (discontinuous derivative) constraints describing drainage, stream-aquifer interflow and evapotranspiration. The Disinterested Person: An Alternative Approach To Shareholder Derivative Litigation., Joel Seligman

Recently I had the opportunity to apply an unused procedure in a shareholder derivative litigation. In 1989 Michigan amended its Business Corporation Act to allow a court under specified circumstances to appoint a "disinterested person" to perform fact gathering functions similar to those of a German investigative judge. In 1991 I was appointed to be the disinterested person in a derivative litigation involving Rospatch Corporation. The experience persuaded me that compared to litigation and the special litigation committee, the disinterested person approach may often have significant advantages in terms of reduction of litigation costs, procedural fairness, and protection of shareholders.

The sampling technique called controlled selection was f'irst described by Goodman and Kish (1950). It was found to be a very useful sampling technique among practicing survey samplers, especially in selecting first-stage units in multi-stage sampling. Hess, Riedel and Fitzpatrick (1961, 1975) have given a simple illustration on how it can be implemented in the sampling of hospitals in the state of Michigan. In this paper, we show how the Groves-Hess algorithm can be improved and how further controls which are useful to survey practitioners can be built into the algorithm. There are few doctrines in the English common law of contract that have raised as much theoretical discussion as the doctrine of frustration. The present article attempts a reappraisal of the doctrine, its central thesis being that many of the major controversies centring on the doctrine have been unnecessary as they stem from an omission to view the doctrine in a holistic fashion. Indeed, it is submitted that a more coherent view must proceed from a theoretical reappraisal, which reappraisal would, ironically, lead to a more cogent practical application of the doctrine itself.
