In this Essay, Dean Vairo discusses the policies and procedures governing the Dalkon Shield Claimants Trust After raising questions about the Trust's experience in a theoretical and jurisprudential context Dean Vairo describes the historical development of the Trust and provides a preliminary aosesment of the Trust's performance. Dean Vairo addresses various criticisms of the Trust and calls for a reasoned analysis of the Trust's policies in light of the theoretical questions raised in this Essay to determine whether the Trust should be considered as a model for resolving other mass tort cases.

Though freedom of religion remains one of our most cherished values, it is still among the most controversial of constitutional rights. This is especially true in the context of military service. Even those who purposefully enlist in the armed forces, implicitly giving up certain liberties they freely enjoyed as civilians, would not relinquish their freedom of conscience. Yet the right to practice their religious beliefs, unfettered by arbitrary governmental restrictions, is regularly challenged.

Fortunately, however, most western cultures regard religious liberty as so fundamental that their military establishments routinely develop regulations to accommodate specific religious practices.

Dynamics Of A Split Torque Helicopter Transmission, Majid Rashidi, Timothy Krantz

A high reduction ratio split torque gear train has been proposed as an alternative to a planetary configuration for the final stage of a helicopter transmission. A split torque design allows a high ratio of power-to-weight for the transmission. The design studied in this work includes a pivoting beam that acts to balance thrust loads produced by the helical gear meshes in each of two parallel power paths. When the thrust loads are balanced, the torque is split evenly. A mathematical model was developed to study the dynamics of the system. The effects of time varying gear mesh stiffness, static …

Force Measurement With A Piezoelectric Cantilever In A Scanning Force Microscope, J. Tansock, C. C. Williams

Space Dynamics Laboratory Publications

Detection of surface forces between a tip and sample has been demonstrated with a piezoelectric cantilever in a scanning force microscope (SFM). The use of piezoelectric force sensing is particularly advantageous in semiconductor applications where stray light from conventional optical force-sensing methods can significantly modify the local carrier density. Additionally, the piezoelectric sensors are simple, provide good sensitivity to force, and can be batch fabricated. Our piezoelectric force sensors will be described, the theoretical sensitivity and performance of piezoelectric sensors will be discussed and experimental measurements of sensitivity and imaging results will be presented.

Hydrogeologic Characterization Of A Discharge Wetland In Northeastern Grand Forks County, North Dakota, Dean R. Goebel

Soil salinization associated with saline groundwater discharge results in decreased agricultural production in the central glacial Lake Agassiz plain of North Dakota. Saline discharge occurs in a belt of ephemeral wetlands in the lake plain. The physical and chemical hydrology of .the Lunby-stewart saline discharge wetland were investigated in order to provide information which could facilitate land management strategies applicable to this and other discharge wetlands.

Hydrologic data used to characterize the wetland were obtained from monitoring wells, staff gages, precipitation gages, borings, and earth electrical resistivity soundings. Temporal and spatial variations were observed in the water table, the vertical …
