Societies have dealt with problems of environmental degradation for centuries, revealing a consistent concern among law makers regarding rates of natural resource consumption. More recently, the United States and other nations have begun to face increasingly perilous environment challenges such as global climate change, indoor pollution, stratospheric ozone depletion, acid rain, urban smog and the degradation of public lands.

The present work explores the environmental problems that, for centuries have plagued our planet, and that continue to threaten it, as well as different approaches to curtail these problems. The present work concludes by showing the most promising of these approaches …

This thesis delves into the liberation of export control that resulted from the Committee for Multilateral Export Controls and its being contingent on the adoption of safeguard mechanisms. The objective of the study is to create a model technology diversion safeguard law designed specifically for Bulgaria but adaptable for other interested countries. There is an added emphasis on communication issues, stated as “critical for the successful implementation of a safeguard regime.”

Professor Guruswamy addresses the configuration of forces creating global warming, and canvasses the action necessary to deal with this challenge. He identifies key reasons accounting for the failure of the United States to take adequate measures to control emissions of carbon dioxide at the national level, and for resisting international attempts to do so. Guruswamy argues that the problem of global warming should be dealt with within the framework of Integrated Environmental Control (IEC)--a radical approach to pollution prevention and modification of product demand. Pre-Figuration And Evaluation, Pierre Schlag

In this response to Professor Rubin, Professor Schlag argues that a prescriptive theory of evaluation does not free an evaluator from the bias inherent in his own pre-figurations. On the contrary, the belief that better evaluative criteria will advance the cause of fairer evaluation is itself an effect of flawed and unrationalized pre-figurations of conventional legal thought. Professor Schlag argues that the evaluation question and its attendant disputes arise from a more significant development--the unraveling of the dominant paradigm of legal thought, the decomposition of normative legal thought.

This thesis describes the research leading from the conception, through development, to the practical implementation of a comprehensive security architecture for use within, and as a value-added enhancement to, the ISO Open Systems Interconnection (OSI) model. The Comprehensive Security System (CSS) is arranged basically as an Application Layer service but can allow any of the ISO recommended security facilities to be provided at any layer of the model. It is suitable as an 'add-on' service to existing arrangements or can be fully integrated into new applications. Naturally occurring pressure fluctuations have been observed in two-phase flows by a number of researchers for example Matsui [1984]. This thesis Investigates the nature of these pressure fluctuations within vertically upward bubbly two-phase flows with a view to developing a novel non-intrusive pressure correlation technique for use downhole to monitor the area average dispersed phase velocity, Vg. To date non-intrusive correlation flow monitoring techniques suitable for use downhole exhibit a non-uniform field sensitivity characteristic which when correlated between two points reflects the velocity of the dispersed phase within the stronger sensing region. This report documents the findings of a study on Dean Ashenden's proposal for radically restructuring schools. Dean Ashenden is a highly influential educationist in Australia. Over the past twenty years he has written and talked extensively on equality of educational opportunity, the nature of teachers work', and Award Restructuring; his counsel has been sought by key decision makers in education systems throughout the country; and in 1988 he was a facilitator on several occasions during negotiations between the W.A. Ministry of Education and the State School Teachers Union.

In this paper, it is hypothesized that many of the behavioral abnormalities found in autistic persons result from deficits in fundamental cognitive abilities. Memory and attention are the most likely candidates. The memory deficit may be primarily one of retrieval, possibly exacerbated by an encoding deficit. However, both types of memory deficit are probably the result of a primary deficit in attention. This is supported by the observation that the autistic memory deficit resembles that following frontal lobe, rather than mediotemporal lobe, damage. This and other evidence is used to draw a parallel between autism and frontal lobe syndrome. In …

This thesis surveys linearisation techniques for implementing monolithic MOS active resistors and transconductors, and investigates the design of linear tunable resistors and transconductors. Improving linearity and tunability in the presence of non-ideal factors such as bulk modulation, mobility-degradation effects and mismatch of transistors is a principal objective. A family of new non-saturation-mode resistors and two novel saturation-mode transconductors are developed. Where possible, approximate analytical expressions are derived to explain the principles of operation. Performance comparisons of the new structures are made with other well-known circuits and their relative advantages and disadvantages evaluated. The ablation dynamics of LiT pellets are solved self-consistently over a modest range of parameters using a surface dissociation model. The self-consistently determined parameters are then used to modify the standard low-Z pellet penetration codes. Since LiT pellets have certain advantages over carbon [in particular, Li conditioning of the walls and T for refueling a D-T reaction], the penetration of LiT into fusion plasmas is considered.

Cross sections are calculated for electromagnetic wave scattering and mode transformation from magnetic and density fluctuations in a homogeneous plasma. For the special case of scattering perpendicular to the magnetic field, density fluctuations scatter ordinary to ordinary and extraordinary to extraordinary modes-but cannot transform these modes. On the other hand, magnetic fluctuations perpendicular to the field can transform modes but cannot scatter on a single branch. For incident frequencies on the order of the electron plasma frequency or gyrofrequency, the cross sections for scattering and transformation due to field and density fluctuations have a similar value. This study examined the effects of two cooperative learning methods on the achievement, computer anxiety, and classroom environmental preferences (whole class, small cooperative groups, or individualized) of college-level students in two microcomputer applications classes. One group received instruction using the Student Teams Achievement Division (STAD) method (n = 26), while the other group was taught using the Jigsaw method (n = 27); both groups were taught for one semester (15-weeks) by the same instructor. The Ca supply for eggshell formation depends on the rate of calcium transport in both the intestine and shell gland. Although estrogen (E{dollar}\\sb2){dollar} is known to play an important role in the regulation of Ca transport in these tissues, the mechanism responsible for this effect has not been elucidated. Study 1, 2, and 3 were thus conducted to determine the role of E{dollar}\\sb2{dollar} in the regulation of Ca-ATPase and alkaline phosphatase (AP) in both the shell gland and intestine of immature chicks. The therapeutic approach Ericksonian Resource Retrieval (ERR) is compared to a proven technique for the reduction of musical performance anxiety (MPA) with college student musicians (n = 21) during the jury process. ERR is a technique which utilizes previous life experiences in dealing with future performance. Measures included: the Cognitive Strategies Assessment (CSA), the Personal Report of Confidence as a Performer (PRCP), the A-State Scale (STAI) and Jury Scores (JS). The ERR treatment group demonstrated significant reduction of MPA on both the PRCP and STAI. Also, a screening instrument for MPA (the MPSI) is developed (n = 104) which evidenced …

The purpose of this project was to investigate various aspects of river channel stability as they relate to fish habitat. Two headwater creeks of the Credit River system, Black and Silver Creeks, and their confluent stream, the West Credit River in Southern Ontario were used in the study. Thirty-five cross-sections were established and revisited during four flow regimes, summer base flow, fall secondary peak flow, spring melt-high flow and post-spring high flow. Measurements of width, depth and temperature were taken at these times. Water samples were taken for determination of suspended sediment concentration. Research finding of factors which facilitate beginning reading were investigated. Results were used to form the foundation for developing an approach that integrated music with beginning reading instruction for first grade students. A handbook was produced to enhance the development of reading skills through song-reading techniques. Materials such as song charts, overhead transparencies, sentence strips, student and class song books, language experience songs, mini-books, big books, cassette tapes, records, and videos were used to motivate beginning readers through increased interest and excitement for learning .
