In five previous Georgia and Eleventh Circuit evidence survey articles, the author extolled the virtues of the proposed Georgia Rules of Evidence.' These rules roughly tracked the Federal Rules of Evidence and would replace Georgia's existing evidence code which is, in reality, not a code at all but rather a jumble of disjointed statutes found in several different titles of the Official Code of Georgia Annotated and countless court decisions. One of the traditional hallmarks of the American legal profession has been its virtual freedom from regulation. If there is any theme evident in recent developments in the legal ethics field, it is that this freedom is under increasing attack from clients, courts, the bar, and the legislature. The year 1992 was no exception, with a number of challenges made to the authority of individual lawyers and the profession itself. The Supreme Court of Georgia rejected one lawyer's challenge to mandatory court appointments and another's freedom to contract with a client for unlimited authority to settle cases.

The enactment in 1980 of the Federal Comprehensive Environmental Response, Compensation, and Liability Act ("CERCLA") is commonly attributed to the uproar surrounding the evacuation of the Love Canal neighborhood in Niagara Falls, New York. The discovery of thousands of buried drums containing hazardous waste on a Douglas County, Georgia horse farm known as Basket Creek might be considered Georgia's Love Canal, not because of any particular environmental similarities to the Niagara Falls site, but because of the similarities in legislative impact. This survey period has been interesting primarily because fiduciary law seemed to have paused for a breather. Immediately preceding this survey period, the General Assembly enacted the first truly comprehensive trust code in Georgia's history.' After the adoption of this code, with some relatively minor revisions, a time of study and evaluation of the new code, rather than litigation and legislative proposals, seems only natural. The few new statutes concerning fiduciary law will be covered after a discussion of a smaller number than usual of appellate court decisions in this area.

This thesis investigates a technique for improving the perception of three-dimensionality in images generated by a Silicon Graphics workstation. The technique involves using a spherical mirror into which the graphics from the CRT are projected. A real image of the graphic is formed by the mirror and it appears to be floating at the image plane. The three-dimensional effect is improved by adding reflections or shadows of the displayed object. Additionally, a method of using real objects with computer generated shadows and computer generated objects with real shadows is investigated. This is done in an effort to quantify how far …

This is an experimental study of ethanol flowing in the narrow grooves of a copper plate which is subjected to heat fluxes sufficient to evaporate more liquid than can be replaced by capillary pumping. Three groove geometries are used: square, rectangle, and trapezoid. The objective is to simulate aspects of liquid flow in heat pipes with axial grooves. In order to validate analytical models of capillary flow in grooves, the capillary limit, dryout front location, and dryout front movement in response to power draw downs are documented. The results show the rewet performance of the groove is dependent on geometry. …

This thesis applied modern, multi-variable control design techniques, via a FORTRAN computer algorithm, to U.S. Army helicopter models in hovering flight conditions. Eigenstructure assignment and Linear Quadratic Regulator (LQR) theory are used to achieve enhanced closed loop performance and stability characteristics with full state feedback. The addition of cross coupling weights to the standard LQR performance index is specifically addressed. A desired eigenstructure is chosen with a goal of reduced pilot workload via performance qualities requirements. Conventional real-time systems are fully deterministic allowing for off-line, optimal, task scheduling under all circumstances. Real-time intelligent systems add non-deterministic task execution times and non- deterministic task sets for scheduling purposes. Non-deterministic task sets force intelligent real-time systems to trade-off execution time with solution quality during run-time and perform dynamic task scheduling. Four basic design considerations addressing those tradeoffs have been identified: control reasoning, focus of attention, parallelism, and algorithm efficacy. Non-real- time intelligent systems contain an environment sensor, a model of the environment, a reasoning process, and a large collection of procedural processes. This study investigated classification of 30 radar emitters with 16 signal features using Intel's 80170NX chip, the Electronically Trainable Analog Neural Network (ETANN). Software tools were developed to characterize the ETANN sigmoidal transfer function for use in a custom simulator, known as Neural Graphics. Neural Graphics operates on a Silicon Graphics workstation. The Intel Neural Network Training System simulators were used in early experiments, but were found to be inefficient in training on data used in this research. Using a modified Neural Graphics simulator, single chip and multi-chip experiments were performed to provide benchmark results prior to performing chip-in-loop training. …

The legislators of the Second United States House of Representatives faced a set of challenging military and political problems when they met in November 1791. The issue of what would be the primary means of the young nation's defense had not yet been determined. The old British and colonial precedents of a militia as the first line of defense were firmly rooted in the minds of most congressmen meeting in Philadelphia.
