Risk Estimation And Expert Judgment: The Case Of Yucca Mountain, Kristin Shrader-Frechette Sep 1992

Risk Estimation And Expert Judgment: The Case Of Yucca Mountain, Kristin Shrader-Frechette

RISK: Health, Safety & Environment (1990-2002)

Professor Shrader-Frechette discusses factors responsible for acute disagreement between the federal government and Nevada citizens over potential Risks at Yucca Mountain and focuses on the use of expert judgment, concluding that some of them appear to exemplify "bad science." That aside, she argues that 1,000 year predictions cannot be made from current knowledge of geology or, e.g., institutional behavior and concludes that permanent disposal of radioactive waste is currently impossible.

The speed of the back propagation program, mkckpmp, written in Matlab language is compared with the speed of several other back propagation programs which are written in the C language. The speed of the Matlab program mbackpmp is, also compared with the C program quickpmp which is a variant of the back propagation algorithm. It is shown that the Matlab program mbackpmp is …

Comparative Study Of Motion Control Methods For A Nonlinear System, Daniel J. Pack,, Min Meng, A. C. Kak Sep 1992

Comparative Study Of Motion Control Methods For A Nonlinear System, Daniel J. Pack,, Min Meng, A. C. Kak

Department of Electrical and Computer Engineering Technical Reports

What led to the novel ideas, some of them theoretical, presented in this paper is our highly experimental approach to nonlinear control. We actually designed and fabricated a two-link inverted pendulum, and learned about the relationships and the trade offs that exist in such a device. In the context of controlling an inverted pendulum, the novel ideas presented in this paper relate to i) the design of a fuzzy logic controller; ii) the design of a neuralnetwork controller; and iii) experimental implementation of a nonlinear controller based on differential-geometric notions; etc. etc. These novel ideas are presented in a comparative …

Design Methodology For Low Speed Variable Reluctance Motors, John R. Suriano Sep 1992

Design Methodology For Low Speed Variable Reluctance Motors, John R. Suriano

Department of Electrical and Computer Engineering Technical Reports

Lowering the gear reduction in actuators by utilizing high-torque low-speed motors enables the use of less expensive and simpler gear systems and decreases the overall system inertia. Variable reluctance machines can produce high torque at low speeds. Their static torque, a critical quantity for determination of low speed operation, is colnpared for three variable reluctance motor design variations using linear analysis. Saturation effects, which are crucial to the accurate determination of static torque, are modeled using a dual energy technique first proposed by Lord Rayleigh. Dual energy techniques utilizing flux tubes and magnetomotive force slices are developed into a numerical …

Vlsi Implementation Of Discrete Cosine Transform Based On The Shared-Multiplier Algorithm, Sze-Po Hung, Wen-Zen Shen, O. K. Ersoy Sep 1992

Vlsi Implementation Of Discrete Cosine Transform Based On The Shared-Multiplier Algorithm, Sze-Po Hung, Wen-Zen Shen, O. K. Ersoy

Department of Electrical and Computer Engineering Technical Reports

In this paper a new algorithm for discrete cosine transform (DCT) is proposed. This algorithm is especially efficient for VLSI implementation because each multiplier in @e 1-D DCT is shared by two constants rather than one. This greatly reduces the chip area, and the high speed characteristics are still retained. Based on this algorithm, we have developed the corresponding bit-parallel, fully-pipelined architecture for the size-8 DCT. The core area of the chip is only 8.6mm x 8.5mm, using 1.2um double-metal single-poly CMOS technology. This chip is simulated for operation at the maximum speed of 100 MHz which far exceeds the …

Product Distributions In The Co2-Nh3-H2o System From Liquid Conductivity Measurements, James E. Pelkie, P. John Concannon, David B. Manley, Bruce E. Poling Sep 1992

Product Distributions In The Co2-Nh3-H2o System From Liquid Conductivity Measurements, James E. Pelkie, P. John Concannon, David B. Manley, Bruce E. Poling

Chemical and Biochemical Engineering Faculty Research & Creative Works

The objective of this work was to illustrate how liquid conductivity measurements could be used to provide information about the extent of ionization and the amounts of the various ionic products that are formed in the liquid phase in the CO2-NH3-H2O system. To accomplish this, pressures and liquid-phase conductivities for the CO2-NH3-H2O system were measured at 25 °C and over a range of pressures and concentrations. In order to acquire the desired information from bulk conductivity measurements, calibration curves were established from measurements with several potassium salts. These …

Asset-Based Social Welfare Policy: Homeownership For The Poor, Alice K. Johnson, Michael Sherraden Sep 1992

Asset-Based Social Welfare Policy: Homeownership For The Poor, Alice K. Johnson, Michael Sherraden

The Journal of Sociology & Social Welfare

Asset-based social welfare policy is an emerging theme in public policy that focuses on accumulation of wealth rather than on levels of household consumption. In this paper, housing policy is used to illustrate asset-based policy for the poor. Rather than increasing income-based rent subsidies, asset-based housing policy would promote homeownership. Homeownership has played a critical role in the upward mobility of immigrant groups (Bauman, 1987) and the exiting of families from public housing (Fuerst & Williams, 1983). U.S. public policy promotes homeownership for the nonpoor, and we spend quite a lot of money on it. But for the poor, we …

A Continuum Theory For Social Work Knowledge, Yair Caspi Sep 1992

A Continuum Theory For Social Work Knowledge, Yair Caspi

The Journal of Sociology & Social Welfare

Relativist approaches, to knowledge, suggested by some social workers as alternative to the predominant scientific logical positivistic approaches to knowledge, suffer from serious flaws. Between the poles of objectivism and relativism exists a third and more useful approach to knowledge in social work. This approach is presented and developed based on recent sources from the philosophy of knowledge, the philosophy of science, and metatheoretical developments in the social sciences. A continuum theory of knowledge, between objectivism and relativism, is suggested for social work. The continuum theory narrows the gap between research and practice and between the scientific side and the …

Primary Prevention Of Child Abuse: Is It Really Possible?, Mary K. Rodwell, Donald E. Chambers Sep 1992

Primary Prevention Of Child Abuse: Is It Really Possible?, Mary K. Rodwell, Donald E. Chambers

The Journal of Sociology & Social Welfare

Despite the growing interest in child abuse and its prevention, to date no systematic research has been conducted to determine the usefulness of instruments used to identify and predict abuse or neglect. The present study is a review and analysis of predictive instruments of abuse or neglect with the goal of identifying the predictive efficiency of the instruments. Analysis reveals a variety of problems with predictive efficiency, particularly as predicting individual risk of abuse or neglect relates to primary prevention. Implications of the findings and suggestions for practice are discussed.
