Simulating Winter Wheat Shoot Apex Phenology , G. S. Mcmaster, Wallace Wilhelm, J. A. Morgan Nov 1992

Simulating Winter Wheat Shoot Apex Phenology , G. S. Mcmaster, Wallace Wilhelm, J. A. Morgan

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Simulation models are heuristic tools for integrating diverse processes and help to increase our understanding of complex processes and systems. Models that predict crop development can serve as decision-support tools in crop management. This paper describes a phenology simulation model for the winter wheat shoot apex and reports validation and sensitivity analysis results.

The complete developmental sequence of the winter wheat shoot apex is quantitatively outlined and correlated with commonly recognized phenological growth stages. The phyllochron is used to measure the thermal time between most phenological growth stages, thereby increasing the flexibility over the growing degree-day (GDD) and photothermal approaches. …

Child Care And The Employment Behavior Of Single And Married Mothers, Jean Kimmel Nov 1992

Child Care And The Employment Behavior Of Single And Married Mothers, Jean Kimmel

Upjohn Institute Working Papers

This paper examines the relationship between the cost of child care and the employment behavior of married and single mothers. The data used in this paper are from the 1987 SIPP, the first SIPP panel to utilize an improved probing of child care usage and expenditures. A primary contribution of this paper stems from the use of these improved child care data. A second contribution is to provide a clear comparison between single mothers and married mothers. A third contribution of this paper is its detailed discussion of participation elasticities, with a comparison of elasticities derived from different measures of …

A Sequel To The Family History Of John And Anna Von Gunten, Collin S. Van Gunten Nov 1992

A Sequel To The Family History Of John And Anna Von Gunten, Collin S. Van Gunten

Swiss American Historical Society Review

Greetings To All My Family,

This sequel will supplement the family history of my great grandparents, John and Anna von Gunten, which I mailed you in November 1989. A family history is never really completed - it grows and grows and gathers a life of its own. In the past year enough additional material has been generated to justify this sequel.

In that original history I briefly introduced you to Gervais von Gunten, my third cousin, of Bienne, Switzerland. Recently he retired, this permitting him to devote time and money to his avocation - genealogy. Happily for us he has …

Doping Out The Capitalization Rules After Indopco, John W. Lee Nov 1992

Doping Out The Capitalization Rules After Indopco, John W. Lee

Faculty Publications

In this article, Lee provides guidance for Treasury and the IRS (in their promised clarification of application of INDOPCO). He delineates how to avoid what he perceives as the past pitfalls of capitalization of recurring, insubstantial, or relatively short-lived expenditures with Ito, or inadequate, amortization. The article also sets forth models for (a) amortizing as. a freestanding deferred charge long-lived substantial self-created intangibles such as business expansion costs, including employee training costs, and (b) expensing, or perhaps better, amortizing currently less substantial or regularly recurring, steady state self-created intangibles (such as repairs and advertising, respectively).

N-Well Cmos Process Integration, David T. Price Nov 1992

N-Well Cmos Process Integration, David T. Price

Theses

The predominant integrated circuit fabrication technologies used for VLSI devices are CMOS, and BiCMOS. The goal of this work was to develop a CMOS process that could be converted into a BiCMOS technology. For this reason an N-Well CMOS process was selected, and fabricated in the Microelectronic Engineering clean room. This paper reviews the test chip design, process simulation, fabrication, and electrical characterization of this process. The device fabrication was successful, and the electrical testing clearly indicated what measures need to be taken to improve the process.

Political Asylum In The Ninth Circuit And The Case Of Elias-Zacarias, Bruce J. Einhorn Nov 1992

Political Asylum In The Ninth Circuit And The Case Of Elias-Zacarias, Bruce J. Einhorn

San Diego Law Review

During the height of the Central American civil wars of the 1980s, the Ninth Circuit Court of Appeals established liberal precedent for granting asylum under the Immigration and Nationality Act to deportable aliens who had been threatened for resisting government or guerrilla service in their native countries because of their political opinions (including neutrality), whether expressed, implied, or imputed to them by those who meant them harm. However, in INS v. Elias-Zacarias, the Supreme Court reversed the Ninth Circuit and stated that an asylum applicant's political opinion may not be imputed to him by the actions of his alleged persecutors. …

Safe Haven For Salvadorans In The Context Of Contemporary International Law--A Case Study In Equivocation, Todd Howland, Amy Beer, Tim Everett, Evangeline Nichols Ordaz

San Diego Law Review

This Article analyzes the basis for safe-haven programs for refugees fleeing war and civil strife under contemporary principles of international law. The authors trace the development of safe-haven programs in the United States and offer an analysis and critique of the Temporary Protected Status program created by the Immigration and Nationality Act of 1990. Focusing on the struggle to gain safe haven for refugees from El Salvador, the authors review the United States government's historical use of safe haven programs as a political tool. Finally, the Article looks at how other countries have responded to refugee crises and suggests a …

Federal Common Law And The Need For Uniformity In The Regulation Of Federal Savings And Loan Associations And Federal Credit Unions, Raquel Maria Prieguez Nov 1992

Federal Common Law And The Need For Uniformity In The Regulation Of Federal Savings And Loan Associations And Federal Credit Unions, Raquel Maria Prieguez

San Diego Law Review

Federal courts have authority to fashion federal common law in a few narrow instances. Through an examination of relevant precedent in the area of federal common law, this Comment identifies essential factors necessary for the fashioning of federal common law where the rights and duties of the United States are involved. It then applies the findings to the issue of whether state or federal law should govern in actions against officers and directors of federal savings and loan associations and federal credit unions for breach of fiduciary duties or breach of bylaws. This Comment also finds that some federal courts …

Rider V. County Of San Diego: Special Districts And Special Taxes Under Proposition 13, William A. Stahr Nov 1992

Rider V. County Of San Diego: Special Districts And Special Taxes Under Proposition 13, William A. Stahr

San Diego Law Review

The voters of California passed initiative Proposition 13 in 1978. This initiative limited the ability of state and local taxing authorities to raise revenue. The courts were left with the difficult task of interpreting that initiative as applied to numerous factual situations, a task made more difficult by the lack of any meaningful legislative history. When San Diego County sought to finance certain judicial and criminal facilities with a sales tax increase, the California Supreme Court had already lain out an analysis of Proposition 13 that suggested the new tax was constitutionally imposed. However, upon challenge in Rider v. County …

The Supreme Court, Abortion, And The Jurisprudence Of Class, Wendy K. Mariner Nov 1992

The Supreme Court, Abortion, And The Jurisprudence Of Class, Wendy K. Mariner

Faculty Scholarship

The US Supreme Court's decision in Planned Parenthood of Southeastern Pennsylvania v Casey both protects a woman's liberty to choose to terminate her pregnancy and permits the state to make it more difficult for her to exercise her choice. In their opinion on the case, Justices O'Connor, Kennedy, and Souter eloquently defend constitutional protection of the right to make intimate decisions like continuing or ending a pregnancy. At the same time, they permit the state to try to persuade pregnant women not to have abortions and to make abortion harder to obtain and more costly, as long as the state's …

Some Exact Distribution Theory For Maximum Likelihood Estimators Of Cointegrating Coefficients In Error Correction Models, Peter C.B. Phillips Nov 1992

Some Exact Distribution Theory For Maximum Likelihood Estimators Of Cointegrating Coefficients In Error Correction Models, Peter C.B. Phillips

Cowles Foundation Discussion Papers

This paper derives some exact finite sample distributions and characterizes the tail behavior of maximum likelihood estimators of the cointegrating coefficients in error correction models. It is shown that the reduced rank regression estimator has a distribution with Cauchy-like tails and no finite moments of integer order. The maximum likelihood estimator of the coefficients in a particular triangular system representation is studied and shown to have matrix t -distribution tails with finite integer moments to order T - n + r where T is the sample size, n is the total number of variables in the system and r is …
