A first glance at the title might wrongly suggest that Thornton's volume is best relegated to demography. This is, however, a wonderful reference for historians, ethnicists, and anthropologists, as well as an engaging work well suited for the general reader in Native American topics.

Explorations in Sights and Sounds

This is quite a long book, with a misleading subtitle, about two quite small Welsh settlements in the Maritime Provinces. Even the author admits that the settlements at Cardigan and New Cambria "were insignificant by most of the measures historians commonly use." Nor can it be very highly recommended, even to ethnic students in Canada, because about half of the material is about Welsh maritime history and Canadian provincial politics.

This Comment will examine the international law regulating chemical weapons and apply that law to the Iraqis' use of chemical weapons against their own population in a civil war. Specifically, this Comment will analyze and highlight the shortcomings of international conventions, customary international law, and general principles of law dealing with chemical weapons.

The moderating of international tensions between the superpowers, the slowing of the nuclear arms race and the promise of a peace dividend have all contributed to a lessened popular concern over issues of national defense.1 The diversion of attention from war and peace has resulted in little scholarly attention being paid to the ominous potential growth in third-generation high-technology weapons.

Implicit in New Public Law scholarship is a struggle to find ways to incorporate the most provocative insights it has spawned. Most arresting among these is the understanding that private preferences and public values are not static, but rather partially forged by the ongoing content and experience of public policy itself. Under this view preferences can be "adaptive," or "endogenous," or in the catch phrase of the New Left, politics is transformative: of values, experiences, understandings, and norms. Fordham Urban Law Journal

Gentrification, the influx of high-income dwellers into low-income neighborhoods, has in the past decade become a serious cause of concern to low-income tenants in older American cities. Although gentrification has had some positive effects, one important negative effect has been the displacement of existing neighborhood residents. Various schemes have been suggested to combat displacement caused by gentrification. One strategy entails seeking legislative relief in the form of rent control and condominium-conversion laws to directly curb the influx of high-income residents; another makes use of rent vouchers and public housing to ameliorate the effects of displacement. During the summer of 1857, Colonel Edwin Vos Sumner and his troops invaded Cheyenne and Arapaho land. By the 1851 Treaty of Fort Laramie the two tribes were recognized as the occupants of western Kansas and eastern Colorado between the Platte and Arkansas rivers. The treaty also tried to prevent intertribal warfare and to protect emigrants and commerce over the platte River road and the Santa Fe Trail. After a conflict in 1856 at the Upper Platte bridge, Cheyenne war parties attacked wagon trains on the Platte River road. Whether the raiders were all Southern Cheyennes or if they were …

Careful students of the American West have long realized that making valid generalizations about the officers who served in the frontier army is extraordinarily difficult. For example, a major theme in Soldier West: Biographies from the Military Frontier (1987), edited by Paul Andrew Hutton, was the rich variety in experiences, interests, and personalities among army officers. Now, Smith, an assistant professor of history at the University of Texas at El Paso, demonstrates how ambivalent and contradictory the officers were in their perceptions of virtually every aspect of Indian affairs.
